Minutes of the Meeting of Market Deeping Town Council held on Wednesday 28th September 2022 at 7.30pm at the Town Hall, Market Deeping

Cllr Lester welcomed everyone to the meeting and after holding a minute’s silence in remembrance of Her Majesty Queen Elizabeth ll the Open Session commenced:

A resident of Deepings Meadows was present.  He briefly outlined the problems caused by breaches of the planning permission by the Developer.  He was invited to send an email regarding the problems and the Clerk was requested to add it to the agenda for the Planning and Highways committee meeting on 5th October 2022.  

New Councillor Joe Wey was in attendance.

Cllr Broughton reported on the various meetings he had attended.

Cllr Baxter reported on the various meetings attended.  He also reported that the Deepings Leisure Centre refurbishment proposals had been sent to The Department of Education.   SKDC will then appoint a contractor and it should be built by 2025.

There being no further business the public session was closed at 7.55pm

58.  Chairman’s Welcome & Introductions

Cllr Lester welcomed members to the meeting.

59. Declarations of Interest under the Localism Act 2011 

Declarations were made by Cllr Miss Collins re item 14 and Cllr Dr Byrd and Cllr Shelton re item 15.    

60. For members to consider the co-option of new Councillor and assign Ward i.e., Swine’s meadow or Millfield

It was unanimously RESOLVED to coopt Mr. Joe Wey as a Councillor.  The Clerk will send out the paper work for signature.  It was agreed that Councilor Wey will represent the Swinesmeadow ward. 

61. To note apologies and accept valid reason for Absence

Apologies for absence were received and accepted from Cllr Mrs Sked and Cllr Neilson.

62. Acceptance of minutes of a meeting held on 13 July 2022

Cllr Lester asked members if they were to accept the minutes of the meeting of 13 July 2022.  It was RESOLVED with 1 abstention to accept the minutes of the meeting as a true and accurate record after at minute no 46 d) £20,00 was corrected to £20,000.   The Chairman signed the minutes.

63. Reports:  Including reports from Committees: Planning and Highways, DNP, Amenities and Open Spaces, Town Hall and Cemetery, Mayor’s report and the Clerk’s report 

Amenities and Open Spaces 

Councillors had all been provided with a copy of the minutes.  Cllr Broughton stated how beautiful the hanging baskets had been this year.

Deepings Neighbourhood Plan (DNP)

The meeting with SKDC planned for 15.9.22 had to be rearranged for 20.10.22.  Cllr Shelton will circulate the agenda.

Town Hall and Cemetery

Again, Councillors had all been provided with a copy of the minutes.  Cllr Collins stated there was nothing further which needed highlighting.

New RiverRetail are putting a whole site application for the Aldi site which it is hoped will be approved by January 2023.

Clerk’s Report – 28 September 2022

A very busy time for the staff with lots of extra hours worked.  A big thanks to each and every Councillor and staff member who helped to ensure that the condolence book was open to the public between 9am and 6pm throughout the period of mourning.

Extensive planning is underway for the Christmas Market.  To name only a few items undertaken road closures have been booked, licenses applied for and application forms and risk assessments have been sent out to stall holders.

Business rate refund claims

A discussion took place regarding business rates charged on park keeper’s shed.  Cllr Broughton took details to investigate with SKDC

65.    Council Finances:

a) Income & Expenditure by Cost Centre

Members had received a copy of the Omega report prior to the meeting. Cllr Lester asked if there were any questions.  There were none.  

b) Accounts to be paid 

It was RESOLVED unanimously that the council pay its bills for September 2022.  See appendix A.  

c) Review of the Town Council’s expenditure incurred under S137 of the Local Government Act 1972 

Grant Aid payments were reviewed and agreed as correct.
    
66.    For members to consider and approve the purchase of plants for Glebe field to deter anti-social behaviour.

Cllr Broughton had met with residents from The Orchard to discuss instances of anti-social behaviour over the summer which residents and the Clerk had reported to the police.  He had removed a tree which was being used as a latrine. 

It was proposed by Cllr Xan Collins and seconded by Cllr Davis and RESOLVED with 1 abstention to purchase pyracanthas, berberis and holly as well as stinging nettles and thistles to deter youths from congregating and causing damage up to the value of £2,000.  The money is to be allocated from the AOS budget.

67.    For members to consider plans for Remembrance events 2022

Cllr Lester had been contacted by The Royal British regarding Remembrance events.  It was RESOLVED to set up a working group led by Cllr Miss Collins.  Other Councillors who volunteered to be involved are Cllr Mrs. Redshaw, Cllr Broughton, Cllr Lester, Cllr Shelton and Cllr Wey.

68. For members to consider plans for Christmas events 2022

A discussion took place regarding plans for the Christmas Market which will take place on Sunday 4 December 2022.

Cllr Byrd handed out an updated showing specific areas of responsibility for both Councillors and Clerks and progress notes from the Christmas Market meeting on 21st September 2022.

Cllr Davis will talk to Ashley Baxter regarding businesses obtaining a license for benches/seats on the street outside the pubs.

There will be an advertising campaign starting on 1.11.2022.

Cllr Byrd proposed an actual meeting at the Town Hall with a Zoom option for those who couldn’t attend 19th October 2022 between 7 and 8 pm for Cllrs to update on their progress.

There will be family carols at 4.30pm at the Christmas Market.

Carols around the tree will take place on Tuesday 20th December.  Cllr Mrs Redshaw will contact the church administrator and it will be advertised nearer the time and will set up a memory tree in the Town Hall foyer. The Christmas lights are energy efficient and will be on as usual.

69.    For members to consider forming a Coronation Committee for 2023

A discussion took place regarding the Coronation of King Charles lll.  It was considered important to start planning early.  The Clerk was requested to put this as an item on the agenda for the first meeting in January 2023.

70.    For members to review and adopt amended standing orders which allow cancellation of an advertised meeting in the event of a significant passing

A discussion took place and it was proposed by Cllr Broughton and seconded by Cllr Mrs Redshaw and RESOLVED with 1 against that the standing orders should be amended to allow meetings to be cancelled in the event of a significant passing.

71.    For members to consider application for financial assistance from The Deepings Youth Club

It was proposed by Cllr Brookes seconded by Cllr Broughton and RESOLVED with 6 in favour and 3 abstentions to release £6,000 of precepted funds to the Deepings Youth Group

72.    For members to consider application for financial assistance from The Deepings library

A discussion took place regarding the letter dated 13th July 2022 requesting £500 towards the library extension.  

Cllr Lester proposed and Cllr Brookes seconded that £500 grant aid should be given to the library.  A vote took place and there were 3 in favour 3 against and 3 abstentions.  Using his casting vote the Chairman then voted against the proposal meaning there were 2 votes in favour 4 against and 3 abstentions meaning that it was agreed not to offer £500 grant aid to the library.  

It was then proposed by Cllr Miss Collins and seconded by Cllr Broughton and RESOLVED with 7 in favour and 2 abstentions to release £6,000 of precepted funds to the Deepings Library

73.    For members to review and adopt the Grant Aid Policy.

It was RESOLVED unanimously to consider the Grant Aid policy to the next Finance and Personnel meeting to be held on 26th October 2022.

74. For members to consider and discuss any points raised in the public session

It was RESOLVED for the Clerk to email the resident to invite him to the Planning and Highways meeting on 5 October 2022.  Planning and Highways are to compose a letter to SKDC regarding concerns with Full Council to reiterate their concerns afterwards.

75.    Personnel Matters:  Consideration to go into Closed Session to discuss: Staff Issues

It was RESOLVED unanimously to go into closed session

76.    To consider items for inclusion on the agenda items for next meeting of the Town Council, to be held at The Town Hall, Market Deeping on 12 October 2022

Cllr Redshaw requested that a discussion regarding the proposed reservoirs in Lincolnshire be included on the next Planning and Highways agenda on 5 October 2022. 
         
There being no other business Cllr Lester thanked everyone for their attendance and the meeting was declared closed at 10:10 pm. 

The next scheduled meeting of the Full Council will be held on Wednesday 12 October 2022 at 7.30pm in the Town Hall, Market Place, Market Deeping.
