Minutes of the Meeting of Market Deeping Town Council held on Wednesday 8th June 2022 at 7.30pm at the Town Hall, Market Deeping

The Clerk and the Deputy clerk were also in attendance.

Cllr Lester welcomed everyone to the meeting and the Open Session commenced:

A resident complained about a footpath closure caused by the new housing development on Towngate East.

Cllr Broughton reported:

Cherry tree park graffiti removed and repainted with Cllr Dr Byrd.
100 saplings planted with Scouts at the end of Tattershall Drive.
2 SKDC surgeries in the Town Hall
Following a complaint, he checked the gate to John Eve field was checked at various times and found to be closed.

There being no further business the public session was closed at 7.35pm.  

27.  Chairman’s Welcome & Introductions

Cllr Lester welcomed members to the meeting.

28. Declarations of Interest under the Localism Act 2011 

None were declared.

29. To note apologies and accept valid reason for Absence

Apologies for absence were accepted from Cllr Neilson.

30. Acceptance of minutes of a meeting held on 11th May 2022

Cllr Lester asked members if they were to accept the minutes of the meeting of 11th May 2022.  It was RESOLVED unanimously to accept the notes of the meeting as a true and accurate record.   The chairman signed the minutes.

31.   Reports:  Including reports from Committees: DNP, Amenities and Open Spaces, Town Hall and Cemetery, Mayor’s report and the Clerk’s report 

Deepings Neighbourhood Plan (DNP)

A meeting was held with Aldi. Cllr Shelton to forward notes of the meeting to all Councillors.

2 May 2022 the DNP held a meeting with Nicola McCoy Brown and Emma Whittaker from SKDC. Cllr Shelton to forward notes of the meeting to all Councillors.

Cllr Shelton will forward the DNP policy document to all Councillors.

Planning and Highways

Cllr Shelton wishes this to be an agenda item each month.

Amenities and Open Spaces 

Permission given to Oddfellows to hold car boot sales on various dates.  Public toilets have been deep cleaned satisfactorily now.  We are still awaiting details of costings from SKDC.

Town Hall and Cemetery

Cllr Broughton has all the papers for the remedial work needed for the Town Hall.  It is considered to be best to undertake several small projects rather than to tackle all the work at once.

Clerk’s Report  

8th June 2022

The Town Council website is currently not working. LCC are investigating.

Jubilee plans

 

50 lamp post decorations and bunting for the Town Centre has been purchased.

 

Mugs have been presented to the children in Market Deeping Community Primary school and William Hillyard School from MDTC to commemorate the Platinum Jubilee.

Visited 75 Shops.  Excellent community engagement project and very well received by businesses.

Cllr Lester presented prizes to the 1st, 2nd, 3rd and 4th prize winners.

 

Outdoor Music Events Day

 

Invitations have been sent to local Community groups.  The event was very well attended, the sun shone and everyone enjoyed the event.

 

Motorcade

 

36 cars registered for the event.  49 took part.

 

Marshalls were placed at junctions.  Volunteers from Council staff, family and friends Rotary, Lions and Deepings Men’s group all helped.

 

Neighbourhood Day

 

No invitations were received for Councillors to attend events

 

Platinum Party in the Park

 

This event was cancelled due to rain. 

 

The pens, notepads and stickers will be distributed to the young children of Market Deeping. The book for messages is available in the Town Hall and people have been invited to write a message to the Queen.

Persimmon Homes Godsey Lane, Market Deeping - The Brambles land transfer

Cllr Shelton reported this to be a small modification to the original plans and reported that the agreement was close to being signed. Cllr Sked expressed concern over the play area repairs and Cllr Davis expressed concerns over fencing.  Cllr Shelton reported these would be dealt with before handover.

Tony Plunkett- Lions

Invitation to organise a Motorcade with Lions in 2023

This was agreed in principle, to be discussed nearer the time.

33.   Council Finances:

a) Income & Expenditure by Cost Centre

Members had received a copy of the Council Finances and Omega report prior to the meeting. Cllr Davis asked about Digital Council Ear Marked reserves, it was confirmed that EMR 347 Digital Council was £12,496.

A discussion took place regarding which EMR should be allocated to Jubilee expenditure.  It was RESOLVED unanimously to change EMR 353 from JE Electricity to Jubilee expenditure. JE Electricity costs EMR relates to the cost of having an electricity point on the field and this has already been paid for out of general reserves.  The original budget ear marked for the Jubilee was £5,000 but the actual spend is approximately £3,500.

Cllr Dr Byrd pointed out that Council had previously been resolved to purchase a PA system and a gazebo but these had not yet been purchased.  It was RESOLVED to pay for these from EMR 353 Jubilee when a decision on suitability has been made.

b) Accounts to be paid 

It was RESOLVED unanimously that the council pay its bills.  See appendix A.  

34.    For members to consider the co-option of Councillors process

A discussion took place regarding the co-option process.  It was RESOLVED with 5 in favour and 4 abstentions that given the shortness of the period before re-election of Councillors in 2023 that prospective Councillors should randomly be selected from the applications received.  This was subject to approval by SKDC election team and the Clerks were asked to check with LALC whether this was allowable. 

35.    For members to discuss Jubilee events

Cllr Lester thanked Cllr Byrd, MDTC staff and volunteers for all their hard work, he said that the events were a tremendous achievement and that there had been good feedback from the people of Market Deeping.

Positive public and participant feedback from all Jubilee activities. A lot of valuable administrative input from Clerks ensured everything went smoothly

It was discussed with disappointment that the Lions event on Sunday 5th June had to be cancelled due to the weather.  The Lions will get in touch regarding Grant Aid once they have calculated their losses.

36.   For members to consider Xmas events for 2022

Cllr Byrd stressed that working together would enable more to be achieved and will be inviting individuals to take on specific roles.  There will shortly be meetings via Zoom and also workshops to plan events.

37.   For members to consider and discuss any points raised in the public session

A discussion took place regarding the closure of the footpath on Towngate East.  Cllr Sked will forward photos to Office.

The Deeping Neighbourhood Plan are checking whether permission has been granted by SKDC.

38.   Personnel Matters:  Consideration to go into Closed Session to discuss: Staff Issues

There were no items for discussion.

39.   To consider items for inclusion on the agenda items for next meeting of the Town Council, to be held at The Town Hall, Market Deeping on 13th July 2022

A discussion took place regarding the broken basket ball net in John Eve field.  The Clerks were instructed to purchase a vandal proof metal one at a cost of £175.00.

Cllr Lester requested that organising a celebration event for volunteers to be placed on the next agenda.

There being no other business Cllr Lester thanked everyone for their attendance and the meeting was declared closed at 20:53pm.    The next scheduled meeting of the Full Council will be held on Wednesday 13th July 2022 at 7.30 in the Town Hall, Market Place, Market Deeping.
