Minutes of the Meeting of Market Deeping Town Council held on Wednesday 13 July 2022 at 7.30pm at the Town Hall, Market Deeping

The Clerk and the Deputy clerk were also in attendance.

Cllr Lester welcomed everyone to the meeting and the Open Session commenced:

A representative of Deepings Swimming Club made a request for funding.

A representative from Rotary made a request for funding.

Cllr Baxter reported on the various meetings attended.  He also reported that the tenders had been issued for the refurbishment of the Deepings Leisure Centre which will be completed by 2025.

There being no further business the public session was closed at 7.55pm

40.  Chairman’s Welcome & Introductions

Cllr Lester welcomed members to the meeting.

41. Declarations of Interest under the Localism Act 2011 

None were declared.

42. To note apologies and accept valid reason for Absence

Apologies for absence were received and accepted from Cllr Brookes, Cllr Mrs Redshaw, Cllr Miss Collins and Cllr Neilson.

43. Acceptance of minutes of a meeting held on 8 June 2022

Cllr Lester asked members if they were to accept the minutes of the meeting of 8 June 2022.  It was RESOLVED unanimously to accept the notes of the meeting as a true and accurate record.   The chairman signed the minutes.

44. Reports:  Including reports from Committees: DNP, Amenities and Open Spaces, Town Hall and Cemetery, Mayor’s report and the Clerk’s report 

Planning and Highways

Cllr Shelton reported that a revised meeting schedule had been issued for 2022-23 and that meetings would return to monthly from September.

The Planning and Highways Terms of Reference were reviewed and amended at the meeting on 6 July 2022.

Deepings Neighbourhood Plan (DNP)

Cllr Lester thanked Cllr Shelton for sharing the minutes of the meeting with New River retail and Aldi on 24.5.22 and the notes from the meeting with SKDC on 5.5.22 which had been shared with members prior to the meeting.

Amenities and Open Spaces 

The plans to acquire the toilets are currently on hold.

Town Hall and Cemetery

A meeting took place with a resident and had an amicable outcome.

Mayoral Diary

The Mayor has attended:

Falkland’s war remembrance service 14.6.22

The Deputy Mayor has attended:

Bourne Civic service 12.6.22 with Cllr Miss Collins
Beaufort Grange opening - 16.6.22

Clerk’s Report - 13 July 2022

The Clerks have both attended training on Council meetings and Procedures with LALC.

The Clerks have liaised with SKDC homeless outreach team and have managed to get a couple were homeless rehoused in to temporary accommodation. 

Cllr Broughton was providing them with 2 hot meals each day.

The Deputy Clerk received a presentation from SKDC regarding a £3.7m from UK Shared Prosperity Funding.  Provisional ideas were submitted to SKDC.

It was RESOLVED to recommend refusal of planning permission on the grounds that the illuminated sign is outside the building in a conservation area.

46.   Council Finances:

a) Income & Expenditure by Cost Centre

Members had received a copy of the Council Finances and Omega report prior to the meeting. Cllr Lester asked if there were any questions.  There were none.  The Omega report was up to date as at 30.6.22.

b) Accounts to be paid 

It was RESOLVED unanimously that the council pay its bills For July and August 2022.  See appendix A.  

c) Review of the Town Council’s expenditure incurred under S137 of the Local Government Act 1972 

Grant Aid payments were reviewed and agreed as correct.
   
d) For members to review Council Finances

It was RESOLVED unanimously that the council pay its bills.  See appendix A.  

A discussion took place regarding the £60,000 (underspend from 2021/22) to be allocated to EMR.  

It had previously been agreed that £20,00 would be allocated to EMR 347 – Digital Council.

There is a further £40,000 (£10,000 each) to be allocated between Admin, Town Hall and Cemetery, Amenities and Open Spaces and Planning and Highways.  The decision on spending is to be decided by Committees then brought back to Full Council for ratification.

47. For members to consider the revised meeting schedule 2022-23

It was RESOLVED to accept the meeting schedule.

48.   For members to consider the Terms of ref for committees

It was RESOLVED to accept the Terms of ref for committees

49.   For members to reconsider the process for Co-option of Councillors on receipt of LALC guidance

It was RESOLVED to follow the LALC and NALC guidance and procedures and that the panel Committee should include all Chairman heads and one other Councillor. 

It was agreed that the panel would meet and interview candidates and then report back to Full Council in September with their choice of candidates
 
50.   For members to consider suggestions for Christmas events 2022

A discussion took place regarding plans for the Christmas Market which will take place on Sunday 4 December 2022.

51.   For members to consider Digital Council

Cllr Lester will chase the Company which was approached to obtain further information regarding costings.

The Clerks were tasked with finding out more information regarding how paperless correspondence is achieved by other Councils.

It was RESOLVED to discuss the reference to paper documents in the standing orders at the next Finance and Personnel meeting on 28 September.

52. For members to consider a Celebration event for volunteers

It was RESOLVED that Cllr Lester would work out a budget and that this would be discussed again at the Full Council meeting on 14th September 2022.

53. For members to consider Walking the footpaths events

This is an annual event which normally takes place in June or July each year. With refreshments provided afterwards.

It was RESOLVED that this event should be organised by The Clerks in the next 4 weeks.

54. For members to consider the grant Aid application from The Deeping Swimming Club

It was RESOLVED to pay £2,500 to The Deepings Swimming Club after being assured of their charitable status.

55.For members to consider and discuss any points raised in the public session

It was RESOLVED to pay £500 to Rotary to provide transport for residents of Market Deeping to attend The Grimethorpe concert at Kingsgate in Peterborough.

56.Personnel Matters:  Consideration to go into Closed Session to discuss: Staff Issues

A discussion of a confidential nature took place.

57.To consider items for inclusion on the agenda items for next meeting of the Town Council, to be held at The Town Hall, Market Deeping on 14 September 2022

There being no other business Cllr Lester thanked everyone for their attendance and the meeting was declared closed at 10:10 pm. 
   
The next scheduled meeting of the Full Council will be held on Wednesday 14 September 2022 at 7.30pm in the Town Hall, Market Place, Market Deeping.
