Market Deeping Town Council – Planning and Highways Committee
Minutes of a meeting of Market Deeping Town Council’s Planning and Highways Committee held on Wednesday 1st September 2021 at 7pm. Cllr Shelton presided over Cllr Davis and Cllr Hembrow. The Clerk and Deputy Clerk was also in attendance.
44. Chairman’s Welcome
The Chairman welcomed everyone to the meeting.
45. Apologies for Absences
Apologies for absence were received prior to the meeting from Cllr Yarham, Cllr Miss Moran, Cllr Brookes and Cllr Mrs Redshaw.
46. To Receive Declarations of Interest under the Localism Act 2011
There was no declaration of interests.
47. Minutes from the meeting dated Wednesday 4 August 2021
It was proposed by Cllr Shelton and seconded by Cllr Davis and RESOLVED unanimously that the minutes of the meeting be signed as a true and accurate record. The Deputy Clerk was instructed to sign the minutes on behalf of the Chair.
48. Clerk’s Report
Members had received a copy of the report prior to the meeting.
Pedestrian Crossings LCC provided an update regarding the Planning and Highways Committee’s request in November 2020 for a pedestrian crossing near the health centre. LCC have confirmed that a survey will be carried out, but this may not take place until Spring 2022 as the survey requires ten hours of daylight. LCC confirmed that an upgrade on the existing zebra crossing on Godsey Lane had been logged and they will endeavour to have this surveyed in September 2021. |
Conservation Officer Visit The Deputy Clerk had received apologies from the Conservation Officer at SKDC who was due to attend the Planning and Highways Committee on the 1st September. The visit has now been scheduled for the meeting in October. |
Interactive Speed Signs Confirmation has been received from Lincolnshire County Council on the 19th August 2021 that the Town Council may proceed with installing two interactive speed signs at the following locations: - Halfleet - column no 026 Stamford Road – column no 94 |
Cllr Davis stated that some of Persimmon’s S106 monies was earmarked towards the cost of the additional pedestrian crossing near the Health Centre.
Cllr Shelton advised that he would check with senior officers that the Conservation Officer would be able to attend the committee meeting in October.
The committee was delighted to hear that Lincolnshire County Council had given the go ahead to install the cameras, and as agreed at Full Council on 14 July 2021 two interactive speed signs (model DF11MCB) will now be purchased. Councillor Davis requested that prior to the installation he would like to look at the cameras and the data they provide to ensure they are being used to their full potential.

Art Pop-Up |

Art Pop-Up are running an art programme in the Deepings this summer, Sanctuary, funded by SKDC. The artwork is by produced by Emily Bowers in collaboration with the community and based on her observations of the Deeping Lakes nature reserve. The Art Pop-Up is a non-profit arts organisation and would like permission to produce the artwork and install 2 self-adhesive vinyl panels to the bottom panels of the bus stop. The panels are robust, easy to remove and there would be no cost of the production of the vinyl panel and their installation. |
The Committee requested the Clerks write to Art Pop-Up informing them that this is a lovely idea but as the town council are currently refurbishing the bus stops it would not be possible to take up their kind offer at this stage. |

The Committee requested the Clerks write to the resident informing that the District Councillor is liaising with the Police and at this stage no action is being taken by Lincolnshire Police. The Committee suggested that the resident continues to report incidents to the police and copies in Market Deeping Town Council with an incident number so data can be collated for future reference. |

Speeding on Godsey Lane and Halfleet particularly after 8.00 pm, asking if anything can be done. Roads – parking along Towngate East, The Orchard, The Grove and the B1525 (Police station to main roundabout) are always full of parked cars making it difficult to get along these roads at peak times. Resident also concerned that when the new housing estate on Towngate East is complete this problem will increase. The resident would like to know if there are plans to fix the road access. John Eve Field – Acknowledges that the events taking place on the field are a real success. The resident would like to raise his concerns regarding parking in the area when events are taking place. The resident asked if an extended lay-by down the side of the field could be considered. Hawthorn Close - Resident would like to enquire if the cut through to Black Prince could be closed off due to the anti-social behaviour. The resident is aware that this has been requested previously and refused but would like to know if there are any other measures such as CCTV that could be considered. |
The Committee sympathised with the resident and asked the clerk to respond to the resident as follows: - Speeding - The Town Council had recently invested in two interactive speed signs which will be installed along Stamford Road and Halfleet. Roads – The committee acknowledged the resident’s concerns regarding parking but unfortunately as there are no parking restrictions in place in these areas there is nothing the Town Council can do. John Eve Field – The Committee suggested that to take this proposal to Lincolnshire County Council the resident would need to provide some evidence with dates and times. Hawthorn Close – The Committee requested the resident logs any anti-social behaviour with the police. |

Cllr Davis would like to create a sub- committee of the Planning and Highways Committee to review Section 106 monies. Cllr Shelton suggested that Deeping St James Parish Council should also be included in the meeting. The Deputy Clerk informed the Committee that an email was sent to SKDC enquiring what the current position is on the Section 106 monies for the Towngate Development and a response is awaited. |

54. For members to receive an update on the refurbishment work to the Council’s bus stops
Cllr Hembrow reported that the contractor had assured him that the bus stops should be completed by the end of next week. The contractor will then organise a snagging meeting with Cllr Hembrow before sign off of the project.
Cllr Hembrow also reported that the current contractor would be willing to do a complete package for the proposed upgraded bus stop to a sheltered bus stop outside the former Towngate Inn which would also include the groundwork. Cllr Davis informed the Committee that 3 tenders would need to be requested. LCC had been contacted again seeking approval to go ahead, a response is awaited.
Conservation Area
55. For members to review any issues relating to the Conservation area.
The Committee would like it minuted that the planning application located within the Conservation area S21/1101 be used as an example to discuss with the Conservation Officer when visiting the Planning and Highways Committee on 6 October.
56. For members to review any matters arising from the public session.
There were no issues to discuss.
There being no other business, Cllr Shelton thanked everybody for their attendance and closed the meeting at 8.10 pm. The next meeting of the Planning & Highways Committee will be held on Wednesday 6th October 2021 at 7pm.
