Market Deeping Town Council – Planning and Highways Committee

Minutes of a virtual meeting of Market Deeping Town Council’s Planning and Highways Committee held on Wednesday 6 January 2021 at 7pm.  Cllr Brookes presided over Cllr Dolan, Cllr Hembrow, Cllr Mrs Redshaw, Cllr Shelton and Cllr Miss Moran. The Clerk and Deputy Clerk were also in attendance.

113    Chairman’s Welcome

Cllr Brookes welcomed everybody to the meeting.

114    Apologies for Absences

Apologies for absence had been received, prior to the meeting, from Cllr Yarham and Cllr Davis.

115    To Receive Declarations of Interest under the Localism Act 2011

There were no declarations of interest.

116    Minutes from the Meeting dated Wednesday 2 December 2020.

It was proposed by Cllr Brookes, seconded by Cllr Shelton and RESOLVED unanimously that the minutes of the meeting be signed as a true and accurate record. The Clerk was instructed to sign the minutes on behalf of the Chair.

Cycle Rack, Market Place

 

Update from LCC confirming that they are considering our request to relocate the cycle rack to John Eve Park. 04.01.21

 

The Deputy Clerk has contacted LCC with regards to relocating the cycle rack to John Eve Park and is currently awaiting a response.  21.12.20

 

A response has been received on 23 November from LCC informing that the cycle rack will remain in the Market Place for the time-being and will be reviewed in the New Year.  Cllr Trollope-Bellew has responded to LCC asking why this is the case.

Stamford Road Speed Limit

 

The Deputy Clerk has received a response from Cllr Trollope-Bellew who has contacted the highways department and is currently awaiting a response.

 

The Clerks have contacted Cllr Trollope-Bellew to enquire if she had been provided with an update.

 

No update has been received from LCC regarding the possibility of 30mph speed limit being extended westward along Stamford Rd or alternative gateway measures towards the entrance to the town. 

 

Background information:- Cllr Trollope-Bellew is supportive and will see what can be done. Gateway type measures could be undertaken by the Town Council as long as a highway licence is obtained (£40). Licence would ask for details of measures/types of material used/map of site etc. If approved measures would be signed off by both parties and then it would be the Town Councils responsibility to look after them as an asset. Cllr Trollope-Bellew will enquire further.

Northfield Road

 

The Deputy Clerk has contacted the highways department asking if the programme of works could be brought forward to early 2021 and is currently awaiting a response.

 

Update – A response has been received from the Highways Department via Cllr Trollope-Bellew on the 10 November.  LCC’s response “I know that the Blenheim Way corner has been an issue for many years.  If we cannot get it surfaced until 2022, can we at least get some lines painted across the surface as they do in Rutland?”

 

The Deputy Clerk has contacted LCC Councillor for an update regarding the corner of Northfields Roads and the need for urgent review of the grip surface. Cllr Trollope-Bellew has also expressed concerns and will take the matter further. A further response is awaited.

Proposed Bus Shelter – Peterborough Road

 

The consultation deadline passed on the 7 December and no comments had been received from residents in the area.

 

A consultation letter has been sent to residents/businesses within the vicinity of the proposed shelter. Deadline for comments is Monday 7 December 2020.

 

Members requested that the Clerks inform SKDC that the consultation had been completed and to discuss next steps following the consultation.

 

Members requested that the Clerks contact LCC’s highways department for a list of local builders with a street works licence and to seek quotes from local builders for the groundwork for the proposed new bus shelter on Peterborough Road.

Acknowledgement concerning the MTDC’s request for an extension to the 30mph speed limit on Stamford Road.   Cllr Trollope-Bellew waiting to hear back from LCC highways.

Cllr Redshaw enquired if the temporary speed sign was still available and suggested using this in the meantime.  Cllr Brookes requested the Clerks write to the road safety team to enquire if this would be a possibility and seek their advice on the location.

Request to reduce 60mph to 30mph speed limit on Towngate East (near Headstart Nursery) and Northfield Road.

The committee agreed that this should be referred to LCC’s highways department to consider.   Due to the new developments in this area the traffic has increased and a lower speed limit would be supported by the committee.

At Full Council on 9 December it was requested that the Planning and Highways Committee revisit planning application S20/1972.  Cllr Miss Moran confirmed that she had called in the application and was waiting to hear back from SKDC with an acknowledgement and the planning committee date when this would be discussed.   

Cllr Miss Moran informed that SKDC Planning Committee had been meeting fortnightly recently and were, in the main, dealing with larger planning applications and smaller planning applications decisions were being made by the planning officers.

The Clerk had circulated a copy of the Highways Issues report prior to the meeting and there were no comments.

125 To consider the enhancement of CCTV provision in the Market Place (referred from meeting on 4 November, Cllr Davis to update)

Due to Cllr Davis absence the committee referred this item to the next meeting and requested Cllr Davis to produce a report for that meeting.  
        
126 To consider the impact of changes to footpath no. 4 and potential improvements.

Cllr Brookes outlined the issues regarding the footpath.  A discussion took place with regards to installing lighting and also whether Tescos could be asked to leave the CCTV on during the night.   No action to be taken at this time but concerns noted.   
    
127 To consider potential footway/cycleway improvements for A15 north of Market Deeping

Cllr Brookes updated the committee following the recent meeting with Langtoft Parish Council regarding the siting of the BP garage and would welcome ideas with regards to a potential footway/cycleway to the development.  Cllr Brookes confirmed that he will maintain an active dialogue with Langtoft Parish Council and would therefore request any ideas to be passed to him.
