Market Deeping Town Council – Planning and Highways Committee
Minutes of a meeting of Market Deeping Town Council’s Planning and Highways Committee held on Wednesday 3rd November 2021 at 7pm.
Cllr Shelton presided over Cllr Hembrow, Cllr Brookes, Cllr Mrs Redshaw, Cllr Miss Moran. The Deputy Clerk was also in attendance.
70. Chairman’s Welcome
The Chairman welcomed everyone to the meeting and welcomed the return of the Deputy Clerk. The Chairman reported that:-
- A S106 meeting with Persimmon will be taking place on Friday 5 November.
- A Neighbourhood Plan meeting was being organised with officials from SKDC.
- Cllr Brookes would chair the December meeting and report to Full Council on the 8 December in Cllr Shelton’s absence.
71. Apologies for Absences
Apologies for absence were received prior to the meeting from Cllr Davis.
72. To Receive Declarations of Interest under the Localism Act 2011
There was no declaration of interests.
73. Minutes from the meeting dated Wednesday 6th October 2021
It was proposed by Cllr Shelton and seconded by Cllr Redshaw and RESOLVED unanimously that the minutes of the meeting be signed as a true and accurate record.
Cllr Miss Moran reported that she had met with Mr Ash who would like to sponsor the roundabout in the centre of Market Deeping. Mr Ash would appoint a professional company and produce a planting scheme to provide colour throughout the seasons, reshape the tree as it is currently uneven, hide the electricity box with decorative plinths which matches the existing street furniture and would like to remove the lighted bollards located on the roundabout. Cllr Miss Moran confirmed that she would discuss this with Lincolnshire County Council.
74. Clerk’s Report
Members had received a copy of the report prior to the meeting.
The Clerk had paid for the interactive speed signs on a proforma invoice. Once Unipart Dorman has been notified of payment from their accounts department they will proceed with the manufacture.

76. Finance
Omega Report: Review of performance to date, budget/expenditure/income
The Deputy Clerk had provided members with a report prior to the meeting. Cllr Shelton asked members if there were any comments on the omega report, and there were none.
77. For members to consider the precept for 2022/23
It was agreed that the Clerks would consider the figures and bring back to the December meeting. Consideration to extra bus shelters due to the housing developments should be considered although this may be considered with any Section 106 monies.
78. For members to consider a five-year plan for expenditure for report to Full Council in December
The committee suggested the following projects:-
- The roads leading into Market Deeping needs to have better signage.
- Traffic calming measures
- Town Centre renovation
- Additional bus shelters due to housing developments
Cllr Brookes to consider the above suggestions with the Neighbourhood Plan proposals.

83. For members to receive an update on the refurbishment work to the Council’s bus stops
Cllr Hembrow reported that the refurbishment work is now complete and the invoice will be paid shortly. As the bus stops are subject to splashes from surface water and cobwebs it was agreed a monthly clean is required. The Clerks were requested to obtain three quotes from local window cleaners and report back at the next meeting.
Cllr Hembrow reported that letters of invitation to tender will be issued shortly to local companies for the removal of the existing bus stop, which is currently a post, and the installation of a sheltered bus stop outside the former Towngate Inn. The deadline to tender is Monday 13 December 2021.
84. For members to discuss plans for Pilgrim’s Cross
It was RESOLVED that the area around Pilgrim’s Cross would be gravelled and a small fence installed to tidy the area up.

There being no other business, Cllr Shelton thanked everybody for their attendance and closed the meeting at 8.25 pm. The next meeting of the Planning & Highways Committee will be held on Wednesday 1st December 2021 at 7pm.
