Market Deeping Town Council – Planning and Highways Committee
Minutes of a meeting of Market Deeping Town Council’s Planning and Highways Committee held on Wednesday 4th August 2021 at 7pm. Cllr Shelton presided over Cllr Brookes, Cllr Hembrow and Cllr Miss Moran. The Clerk was also in attendance. One member of the public was also in attendance.
Cllr Shelton welcomed everyone to the meeting and invited the member of public to speak to address the Committee. The member of the public raised his concerns over planning application no S21/1383. Concerns were raised about a proposed balcony and cherry laurel hedging which could grow to between 4 and 8m and block light.
The member of the public left.
There being no other business in the open session the meeting commenced at 7.15pm
30. Chairman’s Welcome
The Chairman welcomed everyone to the meeting. In the absence of a Full Council meeting until 8TH September Cllr Shelton updated Councillors on the Section 106 agreement, which he stated was now with Solicitors. A discussion took place regarding easements and inspecting the land.
31. Apologies for Absences
Apologies for absence were received prior to the meeting from Cllr Yarham, Cllr Mrs Redshaw and Cllr Davis.
32. To Receive Declarations of Interest under the Localism Act 2011
There was a declaration of interest made by Cllr Shelton in respect of Agenda item 8. This was duly recorded by The Clerk.
33. Minutes from the meeting dated Wednesday 7 July 2021
Cllr Hembrow requested an addendum on page 9 of correspondence to be acted upon from Resident 20.6.21, the words “Awaiting consent from L.C.C.” to be added. This was agreed.
It was proposed by Cllr Shelton and seconded by Cllr Miss Moran and RESOLVED unanimously that the minutes of the meeting be signed as a true and accurate record. The Clerk was instructed to sign the minutes on behalf of the Chair.
34. Clerk’s Report
Members had received a copy of the report prior to the meeting.
LCC have responded to the Planning and Highways request for grounds maintenance to the roundabout in Market Deeping Town Centre. LCC have confirmed that it has been added to their schedule and it will be cut three times a year, the contractor could not provide a specific date. It is not deemed a safety hazard and therefore they will not be taking immediate action. |
LCC confirmed that the sponsor a roundabout scheme is available and being run by CP Media. The website address for further details should the Committee wish to pursue is www.cpmedia.co.uk |
The purchase of two interactive speed devices (DF11 MCB model) was discussed and approved at Full Council on 14 July. Further clarification from LCC is being sought from street lighting and as soon as we hear back from LCC we can proceed with the purchase. |
It was agreed that Councillors did not wish to pursue the sponsor a roundabout scheme.

40. For members to receive an update on the refurbishment work to the Council’s bus stops
Cllr Hembrow reported that there are supply problems with the glass that arrived. David Gowan has apologised again. Cllr Hembrow considered that meeting with Mr Gowan would be unnecessary as the snagging list has been agreed. Mr Gowan has agreed to employ professional cleaners for the roof once all snagging issues are resolved.
Conservation Area
41. For members to review any issues relating to the Conservation area.
There were no issues to report other than the Planning Application S21/1383 on which the committee’s comments will be reported separately to the Planning Department at SKDC.
42. For members to consider issues they wish to raise in preparation for the Conservation Officer’s visit
It was agreed that the Clerk should email all Councillors asking for any issues that they would like to raise with the Conservation Officer on 1st September by 25th August 2021. These items will then be circulated to committee members prior to the meeting with the Conservation Officer in September.
43. For members to review any matters arising from the public session.
The comments from the member of public in the public session were noted.
There being no other business, Cllr Shelton thanked everybody for their attendance and closed the meeting at 8.00 pm. The next meeting of the Planning & Highways Committee will be held on Wednesday 1st September 2021 at 7pm.
