Market Deeping Town Council – Planning and Highways Committee
Minutes of a meeting of Market Deeping Town Council’s Planning and Highways Committee held on Wednesday 7th July 2021 at 7pm. Cllr Shelton presided over Cllr Brookes, Cllr Hembrow, Cllr Mrs Redshaw, Cllr Miss Moran, Cllr Davis. The Clerk and Deputy Clerk were also in attendance.
16. Chairman’s Welcome
The Chairman welcomed everyone to the meeting.
17. Apologies for Absences
Apologies for absence were received prior to the meeting from Cllr Yarham.
18. To Receive Declarations of Interest under the Localism Act 2011
There were no declarations of interest.
19. Minutes from the meeting dated Wednesday 2 June 2021
It was proposed by Cllr Shelton and seconded by Cllr Miss Moran and RESOLVED unanimously that the minutes of the meeting be signed as a true and accurate record. The Deputy Clerk was instructed to sign the minutes on behalf of the Chair.

20. Clerk’s Report
Members had received a copy of the report prior to the meeting.
Additional benches – Godsey Lane
An acknowledgement from the Highways Department of LCC had been received in response to the Planning and Highways request for additional benches on Godsey Lane. To enable Highways to investigate they would like to receive an accurate plan of locations with details of the type of bench and fixings required. The Town Council will be required to consult with adjacent properties in case of objections. If agreed a license can be issued with no charge.

Conservation Officer Visit
The Conservation Officer had acknowledged the Committee’s invitation to attend a future Planning and Highways Committee and has provisionally noted the 1 September in her diary.

It was proposed by Cllr Shelton and seconded by Cllr Miss Moran and RESOLVED with 5 in favour and 1 abstention that following the communication from LCC the request for additional benches along Godsey Lane would not be progressed.
It was agreed that Councillors should email the Clerks any issues that they would like to raise with the Conservation Officer in September. These items will be discussed at the next Planning and Highways Committee on the 4 August in readiness for the meeting with the Conservation Officer in September.

Cllr Davis had taken photographs of the area concerned and it was agreed by the committee that double yellow lines should be installed on both sides of Blenhiem Way leading up to Towngate East. This junction is dangerous due to vehicles parking close to the junction of Blenhiem Way and Towngate East. |

Anonymous Letter |
May 2021 |
Planning Application Ref S18/1410 – alleging planning conditions are being breached. Concerns raised with capacity of nursery and parking spaces. Resident has reported it to SKDC. |
The content of the letter was noted. Cllr Miss Moran confirmed that she would discuss this matter with planning enforcement at SKDC. |
At 7.12 it was proposed by Cllr Shelton and seconded by Cllr Mrs Redshaw to suspend Standing Orders to allow the member of public to speak.
The resident from Deeping St James explained that he was concerned about the recent road resurfacing and the excessive loose chippings, gravel and tar that had been left on the roads in this area. The resident raised a number of queries with regards to the highways process. It was suggested that he should raise his concerns with Deeping St James Parish Council who have regular meetings with the Highways Department. Cllr Miss Moran provided the resident with the contact details and the resident subsequently left the meeting.
It was proposed by Cllr Shelton and seconded by Cllr Davis to reinstate Standing Orders to return to the meeting.
Cllr Shelton informed the committee that he had spoken with Cllr R Davies, Executive Councillor for Highways, Transport and IT requesting a meeting to discuss access to Lincolnshire services and the best way to achieve this.
22. Finance
Omega Report: Review of performance to date, budget/expenditure/income
The Deputy Clerk had provided members with a report prior to the meeting. Cllr Shelton asked members if there were any comments on the omega report, and there were none.

Highways
25. For members to review reported highways issues.
The Deputy Clerk had provided Members with a copy of the Highways report prior to the meeting and requested a review of some of the highway issues listed. It was agreed that issues 2 and 4 could be removed. It was agreed following the concerns raised by the member of public that a report should submitted to Fix My Street concerning the excessive loose chippings following the recent road resurfacing in the area.

26. For members to receive an update on the refurbishment work to the Council’s bus stops
Cllr Hembrow reported that the colour of the paint was now corrected. The glass that arrived was the wrong size due to a contractor’s error but this has now been resolved and David Gowan has apologised for this error. Cllr Hembrow had removed some masking tape that he was able to reach, which had been left on by the contractor and was brought to his attention via social media. Cllr Hembrow is due to meet with Mr Gowan on 14 July to look at the snagging issues, and if all is well will sign the project off.
27. For members to consider the quotes for interactive speed cameras
It was agreed to refer this matter to the next Full Council for consideration.
Conservation Area
28. For members to review any issues relating to the Conservation area.
There were no further issues to report other than the Planning Application S21/1212 which the committee’s comments will be reported separately to the Planning Department at SKDC.

There were no further comments to discuss following the public session.
