Market Deeping Town Council – Planning and Highways Committee

Minutes of a meeting of Market Deeping Town Council’s Planning and Highways Committee held on Wednesday 1st December 2021 at 7pm.

Cllr Brookes presided over Cllr Hembrow, Cllr Mrs Redshaw and Cllr Davis.  The Deputy Clerk was also in attendance. 

87.    Chairman’s Welcome

The Chairman welcomed everyone to the meeting. 

88.   Apologies for Absences

Apologies for absence were received prior to the meeting from Cllr Shelton and Cllr Mrs Moran.

89.   To Receive Declarations of Interest under the Localism Act 2011

There was no declaration of interests. 

90.   Minutes from the meeting dated Wednesday 3rd November 2021

It was proposed by Cllr Davis and seconded by Cllr Hembrow and RESOLVED unanimously that the minutes of the meeting be signed as a true and accurate record. 

91.   Clerk’s Report

Members had received a copy of the report prior to the meeting.

  • Interactive Speed Signs - The Deputy Clerk had contacted Unipart Dorman to request an expected delivery date. 
  • Bus Shelter Cleaning – Three quotes had been requested for a four weekly and eight weekly cycle.
  • Covered Bus Shelter – Southbound side of Peterborough Road - A further follow up email had been sent to the Highways Team at Lincolnshire County Council enquiring when the Council is likely to receive an agreement to be able to place a structure on the highway.  LCC started the process in September 2020.  

The Committee agreed to discuss the bus shelter cleaning at the next meeting in January.  The general view was to consider an eight weekly cycle to keep costs to a minimum. Cllr Davis suggested that a notice should be added to the website to encourage more companies to submit a quote.

Park Drive - street light lamp post was removed a year ago by the local authority due to it being knocked over.  The resident has contacted the local authority enquiring when this will be replaced.  To date the street light has not been replaced and the resident would like the support from the Town Council to encourage the local authority to reinstall a street light.

The Committee agreed to write to the authority on behalf of the resident.

93.   Finance

a)    Omega Report: Review of performance to date, budget/expenditure/income

The Deputy Clerk had provided members with a report prior to the meeting. Cllr Brookes asked members if there were any comments on the omega report, and there were none.  

b)      For members to consider and agree the precept for 2022/23

The Committee considered the proposed budget and will discuss the final figures at the next Planning and Highways Committee meeting in January.  It was agreed that the grass cutting budget may increase and should be considered at the next meeting. 

Cllr Davis would like to see a provision for CCTV and it was agreed this could be considered under the five-year plan.

98.  For members to review any issues relating to the Conservation area.

Cllr Mrs Redshaw was concerned that there had been a number of businesses within the conservation area placing posters and banners above the first floor of a building.  It was agreed to discuss the policy at the next Planning and Highways meeting.

99.  For members to review any matters arising from the public session.

There were no issues to discuss.

There being no other business, Cllr Brookes thanked everybody for their attendance and closed the meeting at 8.56 pm.  The next meeting of the Planning & Highways Committee will be held on Wednesday 5 January 2021 at 7pm.
