Market Deeping Town Council – Planning and Highways Committee
Minutes of a virtual meeting of Market Deeping Town Council’s Planning and Highways Committee held on Wednesday 3 February 2021 at 7pm. Cllr Brookes presided over Cllr Davis, Cllr Dolan, Cllr Hembrow, Cllr Mrs Redshaw, Cllr Shelton, Cllr Yarham and Cllr Miss Moran.
The Clerk and Deputy Clerk were also in attendance.
Cllr Brookes welcomed all attendees to the meeting and invited the member of the public to address the Committee. The member of public raised his concerns with the loss of privacy to his property with regards to a listed Planning Application. Cllr Shelton outlined the background and confirmed he would not speak when this was discussed at agenda item 8.
Cllr Jean Sked joined the meeting to raise her concerns about Footpath 4 and the lack of light due to a heightened fence along the back of a property. Cllr Brookes asked the committee if they had any suggestions with regards to lighting, there were none at this time.
There being no other business in the open session the meeting commenced at 7.22 pm.

132 To Receive Declarations of Interest under the Localism Act 2011
Cllr Shelton declared an interest in agenda item 8 – S21/0068.
133 Minutes from the Meeting dated Wednesday 6 January 2021.
It was proposed by Cllr Yarham, seconded by Cllr Shelton and RESOLVED unanimously that the minutes of the meeting be signed as a true and accurate record. The Clerk was instructed to sign the minutes on behalf of the Chair.

Cycle Rack, Market Place The cycle rack has now been removed.

Northfield Road No update received as yet from the highways department with regards to resurfacing Blenheim Way Corner. – 28.01.21

Towngate East – Speed Limit The request had been logged by LCC to reduce the speed limit.

Unit 2 – Whitley Way Following a request by Planning and Highways Committee, feedback has now been received that no planning conditions had been breached.

Pedestrian Crossing Request near the Health Centre Acknowledgement received from Lincolnshire County Council confirming that they will assess the need for a pedestrian crossing in this area when the COVID restrictions have eased. At the moment the assessment would not achieve an accurate assessment.

Highway Grass Cutting The LCC agreement has now been signed and returned on 29 January 2021. The rebate to be received is £1659.57. |

Community Speed Watch – Stamford Road |
It was proposed by Cllr Yarham and seconded by Cllr Miss Moran and RESOLVED unanimously that lamp post number 94 would be the appropriate area for the interactive speed sign to be placed. The Clerks were asked to write to Highways to confirm this. Members also agreed that an interactive speed sign should be placed on the Peterborough Road, northbound column 24. It was agreed to discuss this further at the next meeting. |

Draft design guidelines for Rutland and South Kesteven (SPD) – Public Consultation |
The Deputy Clerk had circulated the document prior to the meeting. Cllr Mrs Redshaw recommended that all members examine the document as soon as possible. Cllr Brookes asked that members consider their response for discussion at the next meeting. Cllr Shelton confirmed that he had received supplementary documentation and this will be incorporated into the Neighbourhood Plan and submitted to Deeping St James and Market Deeping Town Council. |

Members were pleased to receive the letter. Cllr Brookes had contacted LCC regarding the locked gates on the Greatford cut footpath and LCC confirmed that the locks will be removed when the restrictions allow. |

a) Omega Report: Review of performance to date, budget/expenditure/income
The Clerk had provided members with a report prior to the meeting. Cllr Brookes asked members if there were any comments on the omega report.
It was noted that the Christmas tree budget would move to AOS. Cllr Davis enquired if the Christmas lights should also move to AOS Committee and it was agreed to consider this at the next Full Council.

Highways
140 For Members to receive an update on the refurbishment work to the Council’s current bus stops and the provision of a new shelter on Peterborough Road.
Cllr Hembrow informed the committee that the materials to refurbish the bus stops are now available but due to the current Covid restrictions in place it has been agreed to postpone the work until the lockdown has eased.
Cllr Yarham thanked Cllr Hembrow for his work on this project and requested that it would be helpful if emails, such as the one seeking views concerning the delay to refurbishment could be responded to.
141 For members to review reported highway issues
The Clerk had circulated a copy of the Highways Issues report prior to the meeting. It was noted that there are some long standing issues yet to be addressed by the highways department but it was recognised that the delays were due to the Covid restrictions.
Conservation Area
142 For members to review any issues relating to the Conservation Area
Cllr Yarham requested the Clerks establish, before the Full Council meeting on Wednesday 10 February, if the hedge in the cemetery entrance was listed or owned by a neighbouring property and when the nesting season commences.
There were no other issues to report.
143 For members to review any matters arising from the public session
There were no issues to discuss as these were covered under agenda item 8.
There being no other business, Cllr Brookes thanked everybody for their attendance and closed the meeting at 8.30 pm. The next virtual meeting of the Planning & Highways Committee will be held on Wednesday 3 March 2021 at 7pm.
