Market Deeping Town Council – Planning and Highways Committee

Minutes of a virtual meeting of Market Deeping Town Council’s Planning and Highways Committee held on Wednesday 7th October 2020 at 7pm.

Cllr Brookes presided over Cllr Shelton, Cllr Davis, Cllr Mrs Redshaw, Cllr Miss Moran and Cllr Dolan. The Clerk was also in attendance.

 

65 Chairman’s Welcome

Cllr Brookes welcomed everybody to the meeting.

 

66 Apologies for Absences

Apologies for absence had been received, prior to the meeting, from Cllr Hembrow and Cllr Yarham.

 

67 To Receive Declarations of Interest under the Localism Act 2011

Cllrs Brookes and Davis both declared an interest in agenda item 8 – S20/1669.

It was proposed by Cllr Brookes, seconded by Cllr Shelton and Resolved unanimously that the minutes of the meeting held on Wednesday 2nd September 2020 be signed as a true and accurate record. The Clerk was instructed to sign the minutes on behalf of the Chair.

More information has been sought with regards to the car-shaped bike rack offered to MDTC by LCC or the possibility of more heritage style ones. Update: Phil Watt, the lead for the Emergency Active Travel fund bid has apologised for not being able to provide funding from the small amount available and has said they are bidding for a second tranche. He asks councillors to look at the website www.cyclepods.co.uk/streetpod and has offered to provide storage from this source as an alternative to that offered. Members discussed where the cycle rack could be situated and also the possibility of asking for LCC funding due to the limited choice of cycle racks available on the recommended website.

Email sent to LCC Councillor regarding the possibility of 30mph speed limit being extended westward along Stamford Rd or alternative gateway measures towards the entrance to the town. Cllr Trollope-Bellew is supportive and will see what can be done. Gateway type measures could be undertaken by the Town Council as long as a highway licence is obtained (£40). Licence would ask for details of measures/types of material used/map of site etc. If approved measures would be signed off by both parties and then it would be the Town Council’s responsibility to look after them as an asset. Cllr Trollope-Bellew will enquire further.

Email sent to LCC Councillor regarding the corner of Northfields Roads and the need for urgent review of the grip surface. Cllr Trollope-Bellew has also expressed concerns and will take the matter further. A further response is awaited.

Request for pedestrian crossing from Black Prince avenue to the Health centre

Clerk has sent a reply stating that LCC has advised they are not prepared to consider this. Members agreed that it would be needed in view of the planned increase in housing to the north of the town, and the clerk was asked to contact LCC to advise that residents are requesting the crossing and to arrange a meeting to discuss it and to look towards building up a program of works due to the expansion of the town.

 

72 Finance

a) Omega Report: Review of performance to date, budget/expenditure/income

The Clerk had provided members with a report prior to the meeting. Cllr Brookes asked members if there were any comments on the omega report, and there were none.

b) Consideration and committee agreement of Precept for 2021/2022

Cllr Brookes advised members that more funding would be required for the provision of bus shelters in the coming year. Cllr Miss Moran had been looking at the Ear Marked Reserves, and members agreed that these would need to be streamlined and updated. Cllr Davis recommended putting in more funding for capital expenditure items and members agreed that precepting was required to cover devaluation of council assets. Cllr Brookes then asked members to consider committee requirements for 2021/22 and to pass ideas on to him so that at the next meeting figures could be agreed. The clerk will provide updated projected expenditure figures for the next meeting to assist this. Cllr Davis then asked for CCTV to be added to the agenda for the next meeting and this was agreed.

Cllr Miss Moran was disappointed that previous attempts to repurpose the building as a community asset had not been discussed with the council. Cllr Shelton was aware of the initiative and advised that the project was in abeyance although still a possibility.

Members discussed the issues and commented that they would have preferred the building to remain in commercial

use. However, if the application is granted, they were concerned about the parking situation with only one space for each apartment. They were also concerned about the difficult access and egress with the entrance being situated almost on the corner, and would like to request double yellow lines along the Peterborough road directly outside the Old Coach House. This would assist with access and egress and also with visitor’s vehicles not blocking the danger point of the exit from the roundabout going onto the bridge travelling south out of Deeping.

Finally, with respect to the proposed cycle shelter, the committee would like to have the opportunity to comment on the design, as it will form part of the view of the entrance in to the town and needs to be in a suitable style for the conservation area.

74. To consider the appeal on application ref S19/1932

Members discussed the need for bungalows and the risks to archaeological findings and it was then proposed by Cllr Brookes, seconded by Cllr Dolan and Resolved with 3 in favour and 2 abstentions to advise the inspectorate that the council is in support of the appeal and welcomes the addition of a bungalow to this location. The council does not recognise the concerns of SKDC and further reiterates the request that, to avoid disturbing neighbouring properties as far as possible, noise level requirements and working times are adhered to.

76 For Members to consider and agree a response to the consultation on the Government’s White Paper, “Planning for the Future”

Cllr Brookes had advised members of his comments in an email prior to the meeting. Cllr Shelton then advised that he had read the paper thoroughly three times and had summarised his answers to all 26 questions, which could be forwarded to all members for consideration and agreement at the next Full Council meeting. Members were in agreement to this and the clerk will circulate the responses as soon as they are available.

 

Highways

77 For members to review the received quotations for the refurbishment work to the Council’s current bus stops, to receive an update on the provision of a new shelter on Peterborough Rd and to agree a way forward.

The Clerk had provided copies of all the quotes to members prior to the meeting. Cllr Hembrow had also produced a comparison for members’ consideration. He felt that the best provider, considering maintenance and repair work, was Externiture. Members discussed the quotes and it was then proposed by Cllr Davis, seconded by Cllr Dolan and Resolved with 4 in favour and 1 abstention to proceed with the Externiture quotation, subject to ratification by Full Council. With respect to the new bus shelter, LCC is arranging for an agreement to place a structure on the highway.

Street lighting department advised work will take place in this financial year, currently scheduled for December but may be delayed.

 

Members noted the above and Cllr Davis commented that the Big Clean initiative was using a scourer that was damaging the pavements. Members also raised concerns that the parking on the industrial estate outside the waste processing site was blocking the movement of traffic. As an application is in hand for additional waste to be processed on the site, the situation will only get worse, so the clerk was asked to write to LCC to raise this issue.

 

Conservation Area

79 For members to review any issues relating to the Conservation Area

Cllr Mrs Redshaw commented on the colour of the paintwork on the Square and Cllr Hembrow questioned the scaffolding in place on the High Street and it was confirmed that this was due to the change of tiles on the houses opposite the former Hop Kweng property. There were no further issues.

As there were no members of the public present at the meeting, there were no issues to discuss.

There being no other business, Cllr Brookes thanked everybody for their attendance and closed the meeting at 8.57pm. The next virtual meeting of the Planning & Highways Committee will be held on Wednesday 4th November 2020 at 7pm.
