Market Deeping Town Council – Planning and Highways Committee

Minutes of a virtual meeting of Market Deeping Town Council’s Planning and Highways Committee held on Wednesday 2nd September 2020 at 7pm.

Cllr Brookes presided over Cllr Shelton, Cllr Davis, Cllr Mrs Redshaw and Cllr Dolan. The Clerk and the Deputy Clerk were also in attendance.

 

50 Chairman’s Welcome

Cllr Brookes welcomed everybody to the meeting.

Apologies for absence had been received, prior to the meeting, from Cllr Hembrow

 

52 To Receive Declarations of Interest under the Localism Act 2011

There were no declarations of interest made.

 

53 Minutes from the Meeting dated Wednesday 5th August 2020.

It was proposed by Cllr Davis, seconded by Cllr Shelton and Resolved unanimously that the minutes of the meeting held on Wednesday 5th August 2020 be signed as a true and accurate record. The Deputy Clerk was instructed to sign the minutes on behalf of the Chair.

The LCC Community Works Team have reportedly been active in the Town addressing the issues highlighted in the Find & Fix report. The Park Keepers have been asked to check their progress.

 

The Road closure for the Remembrance Parade has been applied for. The Road closure for the Carols around the Tree and the Lights Switch on will be applied for shortly.

 

A request has been made to SKDC for information relating to which trees in Market Deeping are covered by TPOs. A response is awaited.

 

A request has been made to the SKDC Planning Officer with regards to information on the pending changes to the Use Class categories.

 

Correspondence has just been received from Persimmon regarding the handing over of the open space land on the development. The Clerk will be putting this forward to the next meeting of the Full Council for comments.

Copy of further correspondence to Cllr R Trollope-Bellew in response to the submitted report “Road Maintenance and Sustainable Transport Improvements in Market Deeping”

Summary – The fund is very specific so maintenance issues will not be addressed, nor will longer term projects. Temporary pavement widening, if feasible, could potentially be looked at in the next raft of measures. LCC are currently reviewing 20mph policy and a 20mph urban zone could work well in MD, so this may also be looked at. LCC take pragmatic approach to Aboards but will intervene if safety or free passage is inhibited.

MD can, however, have one of the car shaped cycle stands if desired. .

Noted. Members agreed to notify LCC of their disappointment of the lack of measures for Market Deeping. Members also agreed to request further details regarding the offer of a bike rack but it’s acceptance would be subject to its appropriateness in terms of style and size.

Members were in support of these proposals but considered that the restrictions could be extended further along Towngate East to assist with the movement of buses out of the bus bay.

Request to look at whether the Town Council would support extending the 30-mph limit west towards the roundabout.

Members agreed to request that LCC review the situation and give advice on the options available. Members considered that a suggestion of reducing the approaching speed to 40mph be put forward to LCC along with better signage or road surface treatment to emphasis the “gateway nature” of the main entrance to the Town.

Members agreed to contact Cllr Trollope-Bellew and Cllr Richard Davies and enquire if there are any programmed measures to be implemented at this location and further highlight the need for a high grip surface and possible guard rails.

60 For Members to consider a response to the consultation on the Government’s White Paper, “Planning for the Future”

Members agreed that the best approach would be to focus Market Deepings responses around the questions and options highlighted in each section. Cllr Brookes agreed to draft a response from the collective opinions at the next meeting of the Planning & Highways Committee before then putting it to the Full Council for approval. Cllr Shelton stated that, having read the whole Paper, he welcomed the emphasis and importance placed on the role of neighbourhood plans. Cllr Mrs Redshaw expressed concern about the impact of the increased housing allocation on small towns. Cllr Brookes requested that all members familiarise themselves with the document and the questions in the meantime.

 

Highways

61 For members to receive an update on the review of the Council’s current bus stop provision/condition

The Deputy Clerk informed members that the tender document for the repair/refurbishment work had been issued with a deadline date of 18th September. Cllr Brookes agreed to ask Cllr Hembrow if a response had been received from LCC as to their opinion of the location of the proposed new shelter outside the housing development on the former Towngate Inn site.

Conservation Area

Cllr Shelton informed members that the appointment of the new Conservation Officer at SKDC had taken place.

Cllr Mrs Redshaw commented that it was important to keep an eye on the progress of the work on the houses opposite the former Hop Kweng property on the High Street. There were no further issues.

As there were no members of the public present at the meeting, there were no issues to discuss.

There being no other business, Cllr Brookes thanked everybody for their attendance and closed the meeting at 8.15pm. The next virtual meeting of the Planning & Highways Committee will be held on Wednesday 7th October 2020 at 7pm.
