Market Deeping Town Council – Planning and Highways Committee
Minutes of a virtual meeting of Market Deeping Town Council’s Planning and Highways Committee held on Wednesday 4th November 2020 at 7pm.
Cllr Brookes presided over Cllr Shelton, Cllr Davis, Cllr Mrs Redshaw, Cllr Yarham, Cllr Miss Moran and Cllr Dolan. The Clerk and Deputy Clerk was also in attendance.
81 Chairman’s Welcome
Cllr Brookes welcomed everybody to the meeting.
82 Apologies for Absences
Apologies for absence had been received, prior to the meeting, from Cllr Hembrow.
83 To Receive Declarations of Interest under the Localism Act 2011
Cllr Brookes declared an interest in agenda item 8 – S20/1867.
Cllr Shelton declared an interest in agenda item 8 – S20/1436.
84 Minutes from the Meeting dated Wednesday 7nd October 2020.
Cllr Brookes asked confirmed that his interest was in S20/1669 however Cllr Davis interest was in application no S19/1932. Cllr Davis confirmed his interest was in Application number S19/1932.
It was proposed by Cllr Shelton, seconded by Cllr Yarham and Resolved unanimously that the minutes of the meeting as amended be signed as a true and accurate record. The Clerk was instructed to sign the minutes on behalf of the Chair.
85 Clerk’s Report
Update |
Since Cllr Trollope-Bellew asked LCC to move the cycle rack we have not received any further update. The Clerks agreed to chase this before the next meeting |
As of 29 October no update has been received from LCC regarding the possibility of 30mph speed limit being extended westward along Stamford Rd or alternative gateway measures towards the entrance to the town. The Clerks agreed to chase this before the next meeting. Background information:- Cllr Trollope-Bellew is supportive and will see what can be done. Gateway type measures could be undertaken by the Town Council as long as a highway licence is obtained (£40). Licence would ask for details of measures/types of material used/map of site etc. If approved measures would be signed off by both parties and then it would be the Town Councils responsibility to look after them as an asset. Cllr Trollope-Bellew will enquire further. |
The Deputy Clerk has contacted LCC Councillor for an update regarding the corner of Northfields Roads and the need for urgent review of the grip surface. Cllr Trollope-Bellew has also expressed concerns and will take the matter further. A further response is awaited. The Clerks agreed to chase this before the next meeting. |
Following October’s Full Council meeting it was agreed to forward the Council’s response to the Government White Paper on Planning for the Future. This was sent on 21 October 2020. |

88 Finance
a) Omega Report: Review of performance to date, budget/expenditure/income
The Clerk had provided members with a report prior to the meeting. Cllr Brookes asked members if there were any comments on the omega report, and there were none.
b) Consideration and committee agreement of Precept for 2021/2022
Cllr Brookes would like to consider moving more funding away from Street Furniture and requested that a quote for maintenance be obtained from Externiture. Also suggested that the bus shelter payment should be funded by the sustainable travel budget. Cllr Yarham suggested initiating a scheme for sustainable travel. Cllr Miss Moran suggested implementing a bus service via Call Connect to Stamford over the weekend as there is currently no bus service at this time. Cllr Davis would like interactive speed signs on Towngate East and Godsey Lane to reduce speeds in this area. It will be discussed further at the next Full Council on 11 November.

Members agreed to forward the relevant planning policy reference to the Clerks to include in the council’s response. |

Members strongly objected to this application due to the over-development of the site and compatibility with neighbouring properties and the visual appearance would also have a detrimental effect on the area. The Clerks were asked to reiterate the objections that were raised previously. |

91 For Members to consider and agree a response to the consultation on South Kesteven Local Plan Review
Cllr Brookes asked if there were any thoughts on the Local Plan. Cllr Shelton advised Members of the background and Members agreed to review and respond accordingly. With respect to question 9(a) Cllr Brookes thought that the employment allocation given to Peterborough Road site is possibly not deliverable and that the land could be used for housing instead.
92 For Members to agree to release £2,500 from EMR for Neighbourhood Planning expenses
Members agreed and it was proposed by Cllr Brookes and seconded by Cllr Yarham to release £2,500 for Neighbourhood Planning expenses.
Cllr Miss Moran left the meeting at 8.32 pm.
Highways
93 For members to review the received quotations for the refurbishment work to the Council’s current bus stops, to receive an update on the provision of a new shelter on Peterborough Rd.
It was agreed, as per LCC recommendations that a consultation should take place with local residents in the vicinity of the proposed bus shelter. The Clerks were asked to progress this.

Members noted the above and Cllr Brookes confirmed that LCC are looking into the potholes on Church Street. Cllr Davis commented that there is an excessive amount of rubbish near the industrial estate, exact location to be identified and the Clerks to write to LCC.
95 To consider the enhancement of CCTV provision in the Market Place.
Cllr Davis requested that a high definition camera should be installed on the Town Hall to monitor anti-social behaviour. He reported that SKDC are currently reviewing their CCTV provision and he would follow up with them to establish their current status on this review. The cost of one camera is approximately £14,500 and it was suggested that we could ask SKDC to consider match funding. Cllr Davis to update the committee in January 2021.

As there were no members of the public present at the meeting, there were no issues to discuss.
There being no other business, Cllr Brookes thanked everybody for their attendance and closed the meeting at 8.50 pm. The next virtual meeting of the Planning & Highways Committee will be held on Wednesday 2th December 2020 at 7pm.
