Market Deeping Town Council – Planning and Highways Committee

Minutes of a virtual meeting of Market Deeping Town Council’s Planning and Highways Committee held on Wednesday 2 December 2020 at 7pm.

Cllr Brookes presided over Cllr Shelton, Cllr Davis, Cllr Mrs Redshaw, Cllr Miss Moran, Cllr Hembrow and Cllr Dolan. The Clerk and Deputy Clerk were also in attendance.

 

98 Chairman’s Welcome

Cllr Brookes welcomed everybody to the meeting.

7.04 A member of the public joined the meeting and confirmed he was observing.

7.05 Cllr Miss Moran joined the meeting and apologised for her late arrival.

 

99 Apologies for Absences

Apologies for absence had been received, prior to the meeting, from Cllr Yarham.

 

100 To Receive Declarations of Interest under the Localism Act 2011

Cllr Shelton declared an interest in agenda item 8 – S20/1436

 

101 Minutes from the Meeting dated Wednesday 4th November 2020.

It was proposed by Cllr Brookes, seconded by Cllr Shelton and Resolved unanimously that the minutes of the meeting be signed as a true and accurate record. The Clerk was instructed to sign the minutes on behalf of the Chair.

 

102 Clerk’s Report

Committee Response

Cycle Rack, Market Place

 

A response has been received on 23 November from LCC informing that the cycle rack will remain in the Market Place for the time-being and will be reviewed in the New Year. Cllr Trollope-Bellew has responded to LCC asking why this is the case.

Cllr Miss Moran reported that the Mayor had requested that a decision be made about the cycle rack this evening. A discussion took place about different sites for the rack to be relocated and it was suggested that John Eve Park would be the most appropriate location. It was proposed by Cllr Mrs Redshaw and seconded by Cllr Miss Moran and Resolved unanimously that the Clerks would write to LCC to suggest that the cycle rack be relocated to the John Eve park and MTDC will assist and contribute to the funding to do this.

Stamford Road Speed Limit

 

The Clerks have contacted Cllr Trollope-Bellew to enquire if she had been provided with an update.

 

No update has been received from LCC regarding the possibility of 30mph speed limit being extended westward along Stamford Rd or alternative gateway measures towards the entrance to the town.

Background information:- Cllr Trollope-Bellew is supportive and will see what can be done. Gateway type measures could be undertaken by the Town Council as long as a highway licence is obtained (£40). Licence would ask for details of measures/types of material used/map of site etc. If approved measures would be signed off by both parties and then it would be the Town Councils responsibility to look after them as an asset. Cllr Trollope-Bellew will enquire further.

It was agreed to follow up with Cllr Trollope-Bellew to enquire if she had been provided with an update from LCC. Further discussion would take place at agenda item 7 (b).

Northfield Road

Update – A response has been received from the Highways Department via Cllr Trollope-Bellew on the 10 November. LCC’s response “I know that the Blenheim Way corner has been an issue for many years. If we cannot get it surfaced until 2022, can we at least get some lines painted across the surface as they do in Rutland?”

The Deputy Clerk has contacted LCC Councillor for an update regarding the corner of Northfields Roads and the need for urgent review of the grip surface. Cllr Trollope-Bellew has also expressed concerns and will take the matter further. A further response is awaited.

The Committee requested that the Clerks write to LCC to establish why there is no programme of works to resurface the road until 2022 with a request to consider bringing this forward to early 2021.

Proposed Bus Shelter – Peterborough Road

A consultation letter has been sent to residents/businesses within the vicinity of the proposed shelter. Deadline for comments is Monday 7 December 2020.

Parish Agreement Scheme – Urban Highway Grass Cutting 2021-22

 

The agreement has been received from LCC and the Clerk has confirmed that the Council does wish to continue with the agreement and to divide the contribution equally with Deeping St James Parish Council.

Mid UK Recycling Operation

 

Update – Enforcement Team will be investigating to ensure that the site are adhering to their planning permission conditions with regards to the number of HGVs traveling to the facility.

105 Finance

a) Omega Report: Review of performance to date, budget/expenditure/income

The Clerk had provided members with a report prior to the meeting. Cllr Brookes asked members if there were any comments on the omega report, and there were none.

b) Consideration and committee agreement of Precept for 2021/2022

Cllr Davis reported that the budget of £1k for interactive speed signs was insufficient funding and would like to propose that this is increased to £4k. A discussion took place and the committee, having identified earmarked reserves that seem no longer necessary, agreed to recommend to Full Council that those funds, relating to grass cutting would be used to purchase a new sign in this financial year rather than waiting for the next. If Full Council agree a sign will be purchased in this financial year and £2,000 will also be included in the precept for 2021/2022 to purchase further additional signs. It was proposed by Cllr Davis and seconded by Cllr Miss Moran and Resolved unanimously to proceed on this basis.

Highways

109 For Members to receive an update on the refurbishment work to the Council’s current bus stops and the provision of a new shelter on Peterborough Road.

Cllr Hembrow informed the Committee that the Risk Assessment Method Statements (RAMS) had been received and approved. The material had arrived and it is hoped that the refurbishment will commence before Christmas weather permitting.

 

110 For members to review reported highway issues

The Clerk had circulated a copy of the Highways Issues report prior to the meeting. Members were concerned that the reporting of highway issues to Fix My Street appeared to be taking time to be addressed and in some cases not completed.

Cllr Hembrow informed members that Hop Kweng had changed the roof material and had taken on board the Councils concerns.

It was also noted that The Square had repainted their frontage red which was in keeping with the conservation area in the Market Place. There were no other issues to report.
