Market Deeping Town Council – Planning and Highways Committee

Minutes of a virtual meeting of Market Deeping Town Council’s Planning and Highways Committee held on Wednesday 3rd June 2020 at 7pm.

Cllr Brookes presided over Cllr Hembrow, Cllr Shelton, Cllr Yarham, Cllr Miss Moran, Cllr Davis and Cllr Mrs Redshaw. Cllr Mrs Sked (MDTC), Cllr Hallam (Langtoft PC), Cllr Halfhide (Langtoft PC), Cllr Mrs Trollope-Bellew (Lincs CC), the Clerk, Deputy Clerk and 2 members of the public were also in attendence.

 

01 Chairman’s Welcome

Cllr Brookes welcomed everybody to the meeting and invited the visiting Cllrs and the members of the public to speak. Cllr Hallam informed the committee that he was in attendance regarding the A15 BP Oil Planning Application as Langtoft Parish Council was intending to make further representations to strengthen the argument against the application. Cllr Brookes invited Langtoft to share the letter of objection with the Town Council and Cllr Hallam agreed to do so. No members of the public wishes to speak.

 

02 Apologies for Absences

There had been no apologies for absence received prior to the meeting.

 

03 To Receive Declarations of Interest under the Localism Act 2011

There were no Declarations of Interest made.

 

04 Minutes from the Meeting dated Wednesday 6th May 2020.

Cllr Brookes asked the committee if they were to accept the minutes of the meeting dated Wednesday 6th May 2020. It was proposed by Cllr Shelton, seconded by Cllr Brookes and RESOLVED unanimously that the minutes should be signed as a true and accurate record of the meeting. The Deputy Clerk was instructed to sign the minutes on behalf of the Chair.

LCC’s review of the zebra crossing on Godsey Lane. Reviews are carried out generally between

March & October, but has been postponed in light of COVID-19.

A further email has been sent to the S106 Monitoring Officer enquiring:

• how the Affordable Housing contribution monies are to be spent.

• the progress made in relation to the Open Spaces monies earmarked for Greensland Park & Cherry Tree Park.

 

Cllr Davis expressed his concern at the lack of information being made available to the Council in these matters.

A further email enquiry has been made to SKDC to determine which Council body is responsible for the painting of the black street furniture in the Town Centre area, with a view to requesting permission for the Town Council to paint the decorative elements. A response has been received and the responsibility lies with LCC. An email has been sent and forwarded on to the Planning & Highways department.

A further email has been sent to SKDC regarding the purple paint used on the external paintwork of The Square. The Conservation Officer dealing with this has now left SKDC. The covering officer has confirmed that the case has been looked into and although there is a breech of listed building consent as the permission has not yet been applied for, the current colour would, in all probability, be approved. An application would be sought from the owners of The Square once a new officer had been appointed. Cllr Mrs Redshaw requested that a letter be sent to SKDC, thanking the former Conservation Officer for all his help over the years.

The issue of littering along the bottom of the hedgerows along the dual carriageway section of the A1175 has again been reported to SKDC – the matter has been passed to the SKDC Street Care Services Team.

Market Deeping High St Business Owner

29/05/2020

Letter of suggestion re the possibility of pedestrianising the High Street.

Cllr Brookes expressed surprise at this suggestion as historically businesses has opposed any suggestion of pedestrianisation. Members agreed that measures could be considered as a way of improving the High Street experience for residents in the short term, but extensive consultation and a feasibility study would need to be undertaken before any Council support was given and any decision was made. Cllr Shelton commented that looking back at the consultation for the Neighbourhood plan would be useful to check if the survey data covered this subject. Members agreed to add this item to the agenda for next months meeting

to enable further consideration.

Request for a no stopping zone

to be placed outside the Spa Shop on Godsey Lane.

Members recognised the issues

arising from having a convenience store adjacent to a

roundabout and opposite a side street junction. Cllr Shelton commented that he had witness several near misses caused by shoppers parking on Godsey Lane. Cllr Davis commented that even if double yellow lines were permitted by LCC, enforcement would be an issue. Cllr Mrs Sked commented that the issue of parking outside the shop was regularly brought up at the Neighbourhood Policing forum. Members agreed to raise the safety issue with LCC.

07 Finance – a) Omega Report: Review of performance to date, budget/expenditure/income

The Deputy Clerk had provided members with a report prior to the meeting and informed members that the first instalment for the Town’s Christmas lights had been taken. No payments had been made to the grass cutting contractors due to an error with the billing and the Clerk at Deeping St James was currently addressing this issue. Cllr Brookes asked members if there were any comments on the omega report, and there were none.

 

08 Finance – b) Allocation of funds

It was proposed by Cllr Miss Moran, seconded by Cllr Shelton and Resolved, with 6 in favour and 1 abstention, that the £13,750 underspend from last years budget be added to the Sustainable Travel allocation in the earmarked reserves.

Members had previously submitted the following comments:

Market Deeping Town Council objects to this proposal. The Council consider it to be an overdevelopment of the land. Access to the development is shown to be over green space which does not appear, from the submitted plans, to be in the applicant’s ownership. The proposed access would, therefore, cause the loss of this amenity. Additionally the proposal would result in the loss of parking spaces for local residents.

Members appreciated that steps where being taken to identify the ownership of the land, but remained opposed to the application for the reasons previously stated.

11 For members to consider the submission of further comments regarding S18/2263 (BP Oil Ltd – Erection of roadside services to include a petrol filling station with ancillary retail floor space)

The Deputy Clerk circulated copies of the Council’s previously submitted representations regarding this application prior to the meeting. Cllr Brookes stated that, as the applicant is appealing against the decision to refuse planning permission, the Council had a further opportunity to review the previously submitted comments and add or amend as necessary. Members discussed the application once again, in particular the safety issues and the loss of a green field site, and the lack of consideration by the developer of more suitable locations within the Town. Cllr Davis commented that the wording on the initial comments submitted by the Council needed amending as the Council’s views changed considerably following representations made by Langtoft Parish Council. Members agreed it was important to ensure that the Council’s position was clearly stated. It was therefore proposed by Cllr Hembrow, seconded by Cllr Shelton and Resolved unanimously to amend and resubmit the previous comments making it clear that the Council has no objection in principle to the idea of a petrol station in Market Deeping but oppose such development at the proposed location.

 

Highways

12 For members to consider and comment on a draft report prepared by Cllr Brookes, ‘Road Maintenance and Sustainable Transport Improvements in Market Deeping’

Cllr Brookes stated that the report had been drafted as a response to recent government guidance and funds issued to the Highway Authorities to promote and facilitate ‘Active Travel’ such as walking & cycling, and support for local businesses. The guidance encourages the fast implementation of measures to give more road space to cyclists and pedestrians. Cllr Brookes considered that such measures within Market Deeping were needed to both aid social distancing in the short term and to maintain the recent increase in the popularity of walking and cycling in the longer term. Members had received a copy of the draft report prior to the meeting.

8.30pm Cllr Shelton gave his apologies and left the meeting.

Following discussion it was proposed by Cllr Brookes, seconded by Cllr Yarham and Resolved unanimously to put the report to the Full Council for approval before it’s submission to Lincolnshire County Council.
