Market Deeping Town Council – Planning and Highways Committee
Minutes of a meeting of Market Deeping Town Council’s Planning and Highways Committee held on Wednesday 4th October 2023 at 7.00 pm. Cllr Shelton presided over Cllr Dr Byrd, Cllr Hughes, Cllr Mrs Jones, Cllr Neilson and Cllr Mrs Sked. The Deputy Clerk was in attendance.
Councillor Shelton welcomed everyone to the meeting.
Dick Hughes as a member of the public enquired who was responsible for the maintenance of the River Welland as there is a blockage. It was confirmed that the Environment Agency are responsible and a contact number would be provided to Mr Hughes.

It was RESOLVED that the minutes of the meeting held on 6th September 2023 be signed as a true and accurate record. The minutes were signed accordingly.

Comments |
As agreed at the Planning and Highways Committee on 7 June a quote had been requested for an interactive speed device. A quote had been received on 29.09.23 for a DF11MCB costing £2,814, it is the same device as the ones located on Stamford Road and Halfleet. The Deputy Clerk enquired about the discounts they apply based on the location of the parish and subsequently the quote has been reduced to £2,632.60 excluding VAT. |
It was RESOLVED to accept the quote and purchase the interactive speed device for Towngate East. Lincolnshire Highway’s advice would be sought with regards to a suitable location. It was agreed to discuss this further at the next meeting. |
The Deputy Clerk sought advice from LCC highways about the possibility of an interactive speed device being installed along the High Street. A suitable location is to be identified and photos of the area with a map should be sent to Highways for their consideration. It should be noted that the device should not be placed on a lamppost. |
The Committee noted that should they wish to purchase an additional interactive speed device in the future for the High Street that a suitable location would need to be sought from Lincolnshire Highways. |
Road Closures have been approved by LCC for Remembrance Sunday on 12 November and the Christmas Market on Sunday 3 December. |

Amended:- Market Deeping – Church Street, The Avenue and St Guthlac Avenue proposed no waiting at any time. LCC’s investigations have shown that inconsiderate parking close to the junctions leads to poor visibility for road users. The proposed restrictions will improve visibility and traffic flow in the area for all road users. Deadline for comments to LCC is 9.10.2023. |
The Committee considered the amendment and requested the Deputy Clerk responds to the consultation requesting a small alteration that the proposed no waiting at any time goes up to the boundary of property number 50 on Church Street. |

Acknowledgement from LCC concerning the consultation for Market Deeping – Various Roads (30 mph speed limit) Order 20. LCC noted the Planning and Highways Committee’s concerns regarding the varying speed limits on Millfield Road. LCC informed that they would be carrying out a speed survey in the new year. Once this has been processed, they will be able to see what speed limit is appropriate and then start a consultation process if this is required. |
Cllr Mrs Jones informed the Committee that the Highways Officer confirmed that algorithms are used when considering changes to speed limit requests. Points are given to farm access, lighting, space between properties to name a few. With regards to Millfield Road the highways officer confirmed that he would be able to place SLOW markings on the road and would look further into the Quiet Road status for Millfield Road based on the algorithm. |

63. Finance
a) Omega Report: Review of performance to date, budget/expenditure/income
The Deputy Clerk had provided members with a report prior to the meeting. Cllr Shelton asked members if there were any comments on the omega report and there were none. The Committee agreed that the urban grass cutting had improved in the area and requested that the Deputy Clerk feeds this back to SKDC.

Proposal: It is proposed to remove a glass pane from a window on the ground floor east elevation. A new aluminium ventilation louvre will be fixed to the window frame. The Deputy Clerk had circulated a copy of the Highways issue report prior to the meeting. The Deputy Clerk informed that the highways officer had confirmed that requests for double yellow lines requires the support of the local county councillor.

12.06.23 LCC informed that a written forward planning brief for the parking restrictions to be reviewed outside the post office and around the junction had been sent to the county councillor for approval. Once approved it can be submitted to be included on the programme of works. As it is a substantial programme they cannot provide a timeframe at present. |

Cllr Dr Byrd raised a concern about the state of the paving from The Avenue to St Guthlac’s Avenue on the Green School side of the road. It was agreed that the Deputy Clerk would take some photos and report the matter on FixMyStreet. This would be listed on next month’s highways report.
Cllr Dr Byrd raised a concern about the one curved gullies on The Avenue which are causing issues for people with pushchairs, mobility vehicles and the elderly. It was agreed that the Deputy Clerk would contact LCC via FixMyStreet to request that these are replaced with ridged gullies. This would be listed on next month’s highways report.
Conservation Area
67. For members to review any issues relating to the Conservation area.
Cllr Mrs Sked raised concerns about a removeable A Board that had been placed outside a local shop. It was RESOLVED with 5 for and 1 against not to raise this with SKDC. The general consensus was that the Town Council should support businesses within the community to ensure that the town continues to be a thriving market town. If there is an issue that is of serious concern then this will be considered accordingly. Cllr Dr Byrd informed that three enforcement officers had recently been appointed at SKDC.
68. For members to consider the following three additional items to be listed on future agendas
• Monitoring progress of approved plans – Cllr Shelton asked the Committee to consider that a list of approved planning applications be compiled where Councillors/members of the public believe that the planning conditions appears not to have been adhered to. Cllr Shelton to provide a template for discussion at the next meeting.
• Neighbourhood plan report – Cllr Shelton requested Cllr Dr Byrd to provide a short update each month for the Planning and Highways Committee.
• Section 106 monies – Cllr Shelton suggested that a list of Section 106 monies that are relevant to Market Deeping is produced to enable the Town Council to monitor and keep track of the funding. Cllr Shelton would like the council to engage with SKDC at an early stage of a planning application to enable the town council to discuss projects that the monies could support within the community. The Committee agreed that this would be helpful.

There being no other business, Cllr Shelton thanked everybody for their attendance and closed the meeting at 8:52 pm. The next meeting of the Planning & Highways Committee will be held on Wednesday 1st November 2023.
