Market Deeping Town Council – Planning and Highways Committee
Minutes of a meeting of Market Deeping Town Council’s Planning and Highways Committee held on Wednesday 1st February 2023 at 7.00 pm.
Cllr Shelton presided over Cllr Mrs Redshaw, Cllr Dr Byrd, Cllr Brookes and Cllr Mrs Jones. The Deputy Clerk was in attendance.
105. Chairman’s Welcome
The Chairman welcomed everyone to the meeting.
106. Apologies for Absences
Apologies were received from Councillor Lester prior to the meeting.
107. To Receive Declarations of Interest under the Localism Act 2011
There were no declarations of interest.
108. Minutes from the meeting dated Wednesday 4th January 2023
It was RESOLVED that the minutes of the meeting held on 4th January be signed as a true and accurate record. The minutes were signed accordingly.

Parish Agreement Scheme for Highway Grass cutting – As requested at the meeting in January the Deputy Clerk had contacted the Clerk at Deeping St James Parish Council who confirmed that they too were happy with the new rolling annual process introduced by Lincolnshire County Council. |

New covered bus shelter located outside the former Towngate Inn has been ordered. |

The Deputy Clerk informed the committee that the quote had been received from EnvironmentSK for the highways grass cutting which had slightly increased but had been budgeted for in the precept. The grass cutting rebate for 2022/2023 had been received from LCC which was £1723.41.

The Planning Enforcement Officer of SKDC had responded to the concerns raised by the Planning and Highways Committee regarding possible enforcement issues within Market Deeping. |
The committee considered the enforcement officers responses and requested the following actions: - The Deputy Clerk to note on future agendas, as a conservation issue, the High Street property that is in need of a tidy up. With regards to the property that had been granted planning permission for two dwellings and is now possibly being used as one, the Enforcement Officer advised that evidence is required to take any action. Cllrs agreed to investigate what evidence is required. High street shop – SKDC enforcement informed that it is being investigated. The Committee were concerned that the sign was in a conservation area and not in keeping and requested the Deputy Clerk writes to the enforcement officer again. |

The Committee requested that the Deputy Clerk writes to Lincolnshire Highways to see if they would consider reducing the speed limit to 20mph along Lady Margaret’s Avenue. |

111. Finance
a) Omega Report: Review of performance to date, budget/expenditure/income
The Deputy Clerk had provided members with a report prior to the meeting. Cllr Shelton asked members if there were any comments on the omega report. Cllr Brooks queried the bus shelter expenditure of £8,559 during 2021/22, the deputy clerk informed that this was the bus shelter refurbishment.

Cllr Dr Byrd asked for an update on when or if it had been agreed to extend the double yellow lines on Douglas Road. The Deputy Clerk to check with LCC.
Conservation Area
116. For members to review any issues relating to the Conservation area.
Cllr Dr Byrd brought to the committee’s attention that a tree had been removed in Cherry Tree Park which is located within the Conservation area. Cllr Dr Byrd does not recall seeing any notification from SKDC. The Deputy Clerk to check with SKDC.
Cllr Mrs Redshaw was concerned that the tree on the roundabout in the centre of Market Deeping should have a safety check by LCC. The Deputy Clerk to contact LCC.

There were no issues to discuss.
118. To consider items for inclusion on the agenda for the next meeting.
• Quiet Lanes status for Millfield Road
There being no other business, Cllr Shelton thanked everybody for their attendance and closed the meeting at 8.40 pm. The next meeting of the Planning & Highways Committee will be held on Wednesday 1st March 2023.
