Market Deeping Town Council – Planning and Highways Committee

Minutes of a meeting of Market Deeping Town Council’s Planning and Highways Committee held on Wednesday 7th June 2023 at 7.00 pm.  Cllr Shelton presided over Cllr Dr Byrd, Cllr Hughes, Cllr Mrs Jones, Cllr Mrs Sked and Cllr Wey.  The Deputy Clerk was in attendance.   

14.   Chairman’s Welcome

The Chairman welcomed everyone to the meeting. 

15.   Apologies for Absences

No apologies were received prior to the meeting. 

16.   To Receive Declarations of Interest under the Localism Act 2011

Cllr Dr Byrd declared an interest in planning application S23/0945. 

17.   Minutes from the meeting dated Wednesday 24th May 2023 

It was RESOLVED that the minutes of the meeting held on 24th May 2023 be signed as a true and accurate record.   The minutes were signed accordingly.

Cllr Joe Wey joined the meeting at 7.05 pm.

Comments

New covered bus shelter located outside the former Towngate Inn.  It had been confirmed that the bus shelter will be installed on Friday 9th June.

Godsey Lane (Roundabout near the Post Office) 

LCC have informed that they will not be putting in waiting restrictions in this area at the current time as they do not feel it causes any issues at the mini roundabout from cars parking close to the junction to visit the post office.  LCC have carried out a number of site visits, including during the school run and there had been no issues identified. 

As requested by the Chair, the Deputy Clerk had contacted the Senior Highways Officer to establish if this was a response to previous communication or whether this is in fact the decision following the meeting held on 2 May with the Senior Highways Officer.  The Committee agreed to wait for a response from LCC before considering any further communication.

Parking problems on Persimmon development adjacent to Tesco.  Parking on grass verges alongside Duchess Drive including Duke Meadows and Kingsgate. 

The Committee agreed that as the Town Council does not currently own this piece of land the committee requests that the resident takes this matter up directly with Persimmon.

SKDC informed that their target will be to cut the grass 7 times throughout the cutting season which includes areas such as the Greenlands and other locations within their remit.  This will be on an approximately monthly basis depending on bank holidays/weather etc.

Cllr Shelton confirmed that he would be updating Full Council and seeking permission to sign the transfer document at the meeting on 14 June.

The Deputy Clerk had provided members with a report prior to the meeting.    Cllr Shelton asked members if there were any comments on the omega report and there were none.

Cllr Mrs Jones had raised with the senior highways officer on 2 May her concerns regarding overgrown shrubbery/trees located along the Stamford Road which requires trimming back as they are obstructing the view of oncoming traffic for vehicles turning right.  The Deputy Clerk was asked to remind LCC.

02.06.23 - LCC are checking who is responsible for this area.  Urban grass cutting agreement provided by LCC indicates it is a third party and not the town council.

24. For members to consider the purchase of an additional speed sign and possible location.

It was RESOLVED to purchase an additional speed sign, the same model as previously bought.  The location of the sign would be discussed in September and LCC highways would be approached at this time to seek advice and approval for the location identified. 

The Committee agreed to invite Cllr Baxter to future meetings to provide an update on highway matters. 

Conservation Area

25. For members to review any issues relating to the Conservation area.

It was agreed to keep the empty property on the High Street and the Factory Shop in the Market Place on the agenda for future meetings as a matter of interest.

26.  For members to review any matters arising from the public session.

There were no issues to discuss.

27. To consider items for inclusion on the agenda for the next meeting.

There were none.
 
There being no other business, Cllr Shelton thanked everybody for their attendance and closed the meeting at 8.20 pm.  The next meeting of the Planning & Highways Committee will be held on Wednesday 5 July 2023.
