Market Deeping Town Council – Planning and Highways Committee

Minutes of a meeting of Market Deeping Town Council’s Planning and Highways Committee held on Wednesday 1st March 2023 at 7.00 pm.

Cllr Shelton presided over Cllr Mrs Redshaw, Cllr Dr Byrd, Cllr Brookes and Cllr Mrs Jones. The Deputy Clerk was in attendance.   
  
119.   Chairman’s Welcome

The Chairman welcomed everyone to the meeting. 

120.   Apologies for Absences

Apologies were received from Councillor Wayne Lester prior to the meeting.

121.   To Receive Declarations of Interest under the Localism Act 2011

Councillor Brookes declared an interest in agenda item 8 planning application S23/0234. 

122.   Minutes from the meeting dated Wednesday 1st February 2023 

It was RESOLVED that the minutes of the meeting held on 1st February 2023 be signed as a true and accurate record.   The minutes were signed accordingly.

Comments

LCC have responded and agreed to the committee’s request for a meeting to discuss highways issues.  A mutually convenient date is being sought with the highways officer and for those councillors who wish to attend.

Response from LCC regarding the extension of no waiting at any time on Douglas Road.  LCC informed that the design is currently with the contractors to schedule into their works programme.

Cllr Shelton requested that this be reinstated on the Highways report as a reminder.  Cllr Dr Byrd requested the Deputy Clerk enquire if an approximate timescale for the schedule of works was available.

Response from SKDC regarding the felled tree in Cherry Tree Park within the conservation area.  SKDC informed that no consultation is required to carry out these works.   Part of the trunk has been deliberately left to promote wildlife and to support a neighbouring boundary.

The Deputy Clerk had been contacted by residents that the tarmac area had been damaged during the removal of the tree.  The Deputy Clerk had notified SKDC who were liaising with the contractor.

The Committee viewed the photographs supplied by the resident and requested that the resident also provides a map indicating where he would like the double yellow lines to be installed.  The Committee will then consider and decide if they can support this request at the next Committee meeting before approaching LCC Highways.

The Deputy Clerk had provided members with a report prior to the meeting.    Cllr Shelton asked members if there were any comments on the omega report and there were none.

129. For members to consider Quiet Lanes status for Millfield Road – Cllr Mrs Jones 

Cllr Mrs Jones outlined that quiet lane status would need to be instigated by Highways at LCC and would involve a consultation with the public.  Millfield Road is currently 60mph and this would reduce with quiet lane status.   Cllr Mrs Jones would enquire to see if there is any up-to-date information available.  It was agreed to discuss this further with the Highways officer.   
 
Conservation Area

130. For members to review any issues relating to the Conservation area.

There were no issues to discuss.
    
131. For members to discuss Pilgrim’s Cross referred from Full Council on 08.02.23 – Cllr Mrs Redshaw
 
As Cllr Mrs Redshaw had to leave the meeting early this item was discussed earlier in the meeting.  Cllr Mrs Redshaw was concerned that the current location of the Pilgrim Cross had been lost due to the signage in the area.  At the Planning and Highways Committee meeting on the 1st December 2021 it was agreed to allocate £250 to install a small fence and replenish the gravel.  Before any maintenance work takes place to the existing site Cllr Mrs Redshaw requests that a different location is identified.  It was agreed to raise this with the Highways team at Lincolnshire County Council.
