Market Deeping Town Council – Planning and Highways Committee

Minutes of a meeting of Market Deeping Town Council’s Planning and Highways Committee held on Wednesday 2nd November 2022 at 7.00 pm.  Cllr Brookes presided over Cllr Mrs Redshaw, Cllr Dr Byrd and Cllr Davis.  The Deputy Clerk was in attendance.

55.   Chairman’s Welcome

The Chairman welcomed everyone to the meeting. 

56.   Apologies for Absences

Apologies were received from Councillor Shelton prior to the meeting.

57.   To Receive Declarations of Interest under the Localism Act 2011

Cllr Davis declared an interest in agenda item 8 planning application S22/2008. 

58.   Minutes from the meeting dated Wednesday 5th October 2022

It was RESOLVED that the minutes of the meeting be signed as a true and accurate record.   The minutes were signed accordingly.

Comments

Road closure has been approved by Lincolnshire County Council for Remembrance Sunday Parade on 13 November 2022.

Noted.

The Deeping Lions will be discussing the adoption of the telephone box in the Market Square at their meeting in November. They will revert back to the council following that meeting with an update.

The committee noted the update.

The Deputy Clerk had responded to the business and provided the details of Lincolnshire County Council.

61.   Finance

a)   Omega Report: Review of performance to date, budget/expenditure/income

The Deputy Clerk had provided members with a report prior to the meeting.    Cllr Brookes asked members if there were any comment on the omega report, and there were none.  

b)   For members to consider the precept for 2023/24

The Committee considered the precept for 2023/24 with an aim to maintain the precept of last years.  It was agreed to discuss further at the next meeting.  

The Committee agreed to introduce quarterly walking the footpaths, remove the security camera code with approval of Full Council, split the defibrillator costs to two lines one for purchase and the other for maintenance.  Cllr Davis would like to reduce the money for sustainable travel due to the figure currently in ear marked reserves.

This is an addendum to application S22/0925 granted on 15.6.2022 which allowed reduction in Ash tree to 50% of current height.  Case officer’s report states that Ash tree is diseased and has limited safe life.  It is proposed to take tree trunk down to approx. 3m in height and remove all branches above this height.  This will minimise possible spread of disease and possible hazards associated with limbs falling onto adjacent properties.

64. For members to consider supporting change to permitted development rights regarding cycle shelters

Cllr Brookes had circulated a draft letter prior to the meeting seeking the committee’s support to send it to the local MP.  The aim of the letter is to gather support to encourage planning to take a more relaxed view for cycle shelters on resident’s properties and for developers to consider cycle shelters on new developments.  A discussion took place and it was agreed that Cllr Brookes would revise the letter for consideration at the next meeting.
