Market Deeping Town Council – Planning and Highways Committee
Minutes of a meeting of Market Deeping Town Council’s Planning and Highways Committee held on Wednesday 2 February 2022 at 7pm. Cllr Shelton presided over Cllr Brookes, Cllr Mrs Redshaw and Cllr Davis. The Deputy Clerk was also in attendance.

The Chairman welcomed everyone to the meeting.

There were no apologies for absence.

There were no declaration of interests.
117. Minutes from the meeting dated Wednesday 5th January 2022
It was proposed by Cllr Shelton and seconded by Cllr Davis and RESOLVED unanimously that the minutes of the meeting be signed as a true and accurate record.

Interactive Speed Signs - the devices were installed on the 1st February 2022 and the database is due to be installed on the laptop shortly.

Cllr Davis had visited Stamford Road and reported that the speed device was working well and had picked up 75% of motorists who were exceeding the speed limit. Cllr Davis also advised, as agreed by the Committee in March 2021 that the Halfleet device needs to be turned 180 degrees to pick up traffic leaving Market Deeping to slow motorists down prior to the junction of Towngate East. |
Bus shelter cleaning has commenced and below is a report from the cleaning company for information and consideration of any actions the committee would like to address.

The Committee noted the report but agreed no further remedial works would take place at this time. |
Poster Policy in the Conservation Area – The Deputy Clerk had researched this matter and as Market Deeping and Stamford are within an Area of Special Control these areas are reviewed periodically by SKDC to ensure that the stricter controls are complied with. The policies for Stamford and Bourne are owned by SKDC. Therefore, any signage of concern should be reported to SKDC Conservation team.

Unregulated display of advertisements can be harmful to the visual amenities of a conservation area.
Under the Town and Country Planning (Control of Advertisements) Regulations 2007, certain advertisements are 'permitted' without the need for express consent. In conservation areas certain advertisements on hoardings around building sites and all illuminated advertisements need Advertisement Consent (except for those indicating medical supplies or services).
New or altered signage on a listed building will always require Listed Building Consent and may also require Advertisement Consent. The appearance of a listed building can be harmed by inappropriate signage. However, carefully designed signage can enhance a building.
Some parts of South Kesteven are designated Areas of Special Control where stricter controls apply for the display of advertisements in the interests of protecting visual amenity.
The areas covered by this designation, currently the rural parts of the district and the conservation areas of Stamford and Market Deeping, are reviewed periodically.
If you wish to know whether your premises are within an Area of Special Control, please submit an enquiry to our Conservation team.

Cllr Davis suggested that it might be beneficial for the Clerks to write to local businesses making them aware that as they are located in a Conservation Area that advertising and signage must follow stricter controls to protect the visual amenity of Market Deeping. |
Covered Bus Shelter on Peterborough Road – As requested by the Committee the Deputy Clerk has contacted SKDC to enquire if planning permission is required and a response is awaited.

Cllr Davis was concerned that the drains along Stamford Road were very sunken due to the resurfacing that had taken place over the years. The Committee requested that the Clerks write to LCC and thank them for their response but request that they look at the drain situation. Cllr Davis to provide the Clerks with photographs to forward on to LCC. |

Cllr Davis requested that the Clerks write to Cllr Baxter to enquire when the restrictions on Blenhiem Way would be implemented.
124. For members to consider the received quotations for the work to install a sheltered bus stop outside the former Towngate Inn on Peterborough Road
The Deputy Clerk had provided members with a copy of the quotes prior to the meeting. The Committee agreed that to ensure that the correct company was selected it was decided to defer the item until the next meeting. The Committee agreed to provide Mr Hembrow, who has background knowledge of the bus shelter project, with copies of the quotes and invite him to the meeting in March.
Cllr Shelton informed the committee that Mr Hembrow had agreed to continue with the maintenance work around the Pilgrim Cross.
Conservation Area
125. For members to review any issues relating to the Conservation area.
It was noted that the sign attached to the bollard outside Linford’s fish and chip shop had not been removed. The Deputy Clerk was asked to follow this up with SKDC.
126. For members to review any matters arising from the public session.
There were no issues to discuss.
There being no other business, Cllr Shelton thanked everybody for their attendance and closed the meeting at 8.00 pm. The next meeting of the Planning & Highways Committee will be held on Wednesday 2nd March 2022 at 7pm.
