Market Deeping Town Council - Amenities and Open Spaces Committee
Minutes of a meeting held on Wednesday 15th September 2021 at 6.30 pm at the Council Chambers Cllr Broughton presided over Cllr Miss Collins, Cllr Shelton and Cllr Mrs Sked. The Clerk and Deputy Clerk were also in attendance.
27. Chairman’s Welcome
Cllr Broughton welcomed members to the meeting at 6.30pm
28. Apologies for absence
Apologies were received from Cllr Yarham, Cllr Miss Moran, Cllr Redshaw and Cllr Dolan
29. Declarations of Interest under the Localism Act 2011
There were no declarations of interest.
30. Minutes of a meeting held on 21st July 2021
Cllr Broughton asked the committee if they were happy to accept the minutes of the meeting dated Wednesday 21st July 2021. It was proposed by Cllr Shelton and seconded by Cllr Broughton and RESOLVED unanimously that the minutes could be signed as a true and accurate record of the meeting. The Clerk was instructed to sign the minutes on behalf of the Chair.

There is an issue with a resident of Church Street parking in front of the gateway to The Paddock. The Clerk has written and spoken to the resident who reassured her it would not continue. The Park keepers have also asked for them not to park there as the space is reserved for visitors to the Cemetery. It has been suggested that bollards could be placed to prevent this from happening. The bollards cost £35 including VAT each. |

33. Update on work and verbal presentation by the Park Keepers
The paddock has been mowed and skips hired to remove the grass. Grass cutting should be more manageable from now on.
34. Omega reports: Review of performance to date, budget/expenditure/income
The Clerk had provided members with a report prior to the meeting. Cllr Broughton asked members if there were any comments on the Omega report, and there were none.
35. For members to consider the Christmas Market 2021
Cllr Broughton proposed that there was insufficient time to organise the Christmas Market this was seconded by Cllr Miss Collins and it was RESOLVED unanimously that the Christmas market would not take place in 2021.
36. For members to give Consideration and plan for Precept 2022/23
Councillors were handed copies of a precept planning sheet. The Clerk confirmed that she would be providing estimated figures for 2021/22 based on actual current spending levels. Councillors briefly discussed the figures and asked that it be brought forward to the next meeting for further consideration.
37. For members to consider wording of poster incorporating no quad bikes, dog fouling or golf
A discussion took place, it was decided that a metal sign would be purchased stating:
NO QUAD BIKES, NO ELECTRIC VEHICLES, NO GOLF, NO DOG FOULING, NO ARCHERY OR OTHER ACTIVITIES DANGEROUS TO MEMBERS OF THE PUBLIC.

38. For members to consider amendments to Policy re Hire of JE Field and Glebe Park.
Councillors discussed the existing policy and complaint from residents. It was considered to be dangerous to allow such large articulated vehicles to approach the field from the Tesco roundabout entrance.
The problem of vehicles driving on and off the field was discussed and padlocks will be in place to prevent this. There will also be an amendment so that vehicles are not permitted to drive on or off the field between 7.30 pm and 7.30 am.
39. For members to consider plans for Remembrance Garden opening and closing ceremony
A general discussion took place regarding the ceremonies which will take place on 7th and 21st November. It was decided to provide refreshments to include tea, coffee and biscuits in the Community Centre. The Clerk will send out invitations and make bookings.
40. For members to consider the use of S106 monies.
Cllr Shelton explained that he is putting a proposal together for Full Council and is having a walk round the land with Persimmon and will liaise with Cllr Broughton regarding the date of this.
38. For members to consider and discuss any points raised in the public session
There were none.
There being no other business, Cllr Broughton thanked everybody for their attendance and closed the meeting at 7.20 pm. The next scheduled meeting of the Amenities and Open Spaces Committee will take place on Wednesday 17th November at Market Deeping Town Hall.
