Amenities and Open Spaces Committee

Minutes of a virtual meeting held on Wednesday 17th March 2021, Zoom meeting code 885 5063 6237.

Cllr Broughton presided over Cllr Dolan, Cllr Shelton, Cllr Mrs Redshaw, Cllr Miss Collins, Cllr Yarham and Cllr Davis.

The clerk and deputy clerk were also in attendance.

63.   Chairman’s Welcome

Cllr Broughton welcomed members to the meeting.  

64.   Apologies for absence 

Apologies were received from Cllr Mrs Sked.

65.   Declarations of Interest under the Localism Act 2011   

There were no declarations of interest

66.   Minutes of a meeting held on the 20th January 2021

Cllr Broughton asked the committee if they were to accept the minutes of the meeting dated Wednesday 20th January 2021. It was proposed by Cllr Broughton and RESOLVED unanimously that the minutes could be signed as a true and accurate record of the meeting. The clerk will sign on behalf of the chair.

67.   Clerk’s Report 

The high winds of 10th and 11th March have thankfully caused no tree or other damage to council property.

Request to hire JE field for Carnival 27th June (or Sept/early Oct if restrictions still in place)

It was RESOLVED unanimously to approve this subject to restrictions in place at the time (this is a one day event as opposed to the circus requests).

Request for council to site benches, particularly Godsey Lane area

The clerk was asked to direct the resident to LCC and to forward the item to the P&H committee for comment.

69.   Update on work and verbal presentation by the Park Keepers (via the clerk) 

1.    The path from the John Eve field to the cemetery has now been completed.

2.    The Lincolnshire Wildlife volunteer has recommended that the first cut on the paddock should cover the whole area.  Cllr Broughton asked for this to be completed after the daffodils had finished.

3.    Strimming around the pond has been completed and the pond sign erected.

4.     The Wicksteed parts have finally been received and the aerial swing and zip wire are fully functioning, meaning that all play equipment is in good repair.

5.    The nails in the Godsey Lane fence have been inserted as requested at the January meeting.

6.    The Riverside park will be cut as soon as the weather allows, and the John Eve and Glebe Field have been cut.

7.    There is a lot of mole damage to the Welland Park.  Would members like the clerk to obtain some quotes to address this? Members agreed to take no action.

8.    Cllr Mrs Sked has advised that the litter bin has finally been replaced next to the bench on Charter Avenue.

70.   Omega reports: Review of performance to date, budget/expenditure/income

The Clerk had provided an Omega report to members prior to the meeting. Cllr Broughton asked if there were any questions and there were none.

71.  For members to agree on the play equipment to be installed at Greensland Park and the Cherry Tree Park as offered by SKDC under the terms of the S106 agreement

The clerk had provided members with a breakdown of the equipment on offer prior to the meeting.  It was proposed by Cllr Broughton and RESOLVED unanimously that the three tower climber be accepted.  Cllr Broughton will ask SKDC to proceed.

72.  For members to receive an update on the enforcement patrols

The Full Council meeting of 10th March had approved the continuation of the scheme from May.  The clerk had contacted SKDC for patrols to be scheduled, and had been advised that there may be a small increase to costs from April.

73. For members to consider any issues raised in the public session

There were none.

There being no other business the Chairman thanked all for attending and the meeting was closed at 6.51pm.  

The next scheduled meeting of the Amenities and Open Spaces Committee will take place on Wednesday 19th May 2021.
