Amenities and Open Spaces Committee
Minutes of a meeting held on Wednesday 19th May 2021 at the Deepings Community Centre.
Cllr Broughton presided over Cllr Dolan, Cllr Shelton, Cllr Mrs Redshaw, Cllr Miss Collins and Cllr Mrs Sked.
The clerk was also in attendance.
01. Chairman’s Welcome
Cllr Broughton welcomed members to the meeting.
02. Apologies for absence
Apologies were received from Cllr Yarham.
03. Declarations of Interest under the Localism Act 2011
There were no declarations of interest
04. Minutes of a meeting held on the 17th March 2021
Cllr Broughton asked the committee if they were to accept the minutes of the meeting dated Wednesday 17th March 2021. It was proposed by Cllr Shelton and RESOLVED unanimously that the minutes could be signed as a true and accurate record of the meeting. The chairman signed the minutes accordingly.
05. Clerk’s Report
1. Larger events on the field such as the Carnival have sadly had to be cancelled due to uncertainty over Covid regulations.
2. The alarm system in the Park keepers’ shed has been serviced.

Request for additional dog bins |
The committee did not feel there was any additional capacity to provide extra bins. Dog waste can be placed in SKDC bins as well as MDTC dog waste bins. |
07. Update on work and verbal presentation by the Park Keepers (via the clerk)
1. The Park has been mowed and is up to date but some grass is becoming very long as it needs to be cut by the smaller tractor which is currently under repair/replacement.
2. The BMX track is being worked on and when this is completed the park keepers will hire the equipment needed to clean the play equipment.
3. The replacement swing basket has been received and fitted.
4. The Park keepers have been performing weekend litter picks as they do in the summer months when more people use the open spaces.
5. The Christmas tree provisionally reserved will incur a cost of £600 or more for transport only from Brighton to Market Deeping, and the park keepers have revisited the farm where last year’s tree was sourced, as there are two possible alternatives now available.
6. Carly Palmer has completed the tree work on the field.
08. Omega reports: Review of performance to date, budget/expenditure/income
The Clerk had provided an Omega report to members prior to the meeting. Cllr Broughton asked if there were any questions and there were none.
09. Update on repairs to the John Eve field
Cllr Broughton advised members of the rubber buried in the field following the play surface repair work and of the uneven edges remaining around the play surface area due to the contractors not leaving the park in good condition. A mini digger had been hired to address these issues and the areas had been reseeded as necessary.
10. Repair/replacement of the small tractor
Cllr Broughton advised that the existing tractor was out of warranty and was uneconomical to repair. Fentons of Bourne had offered £500 for the cutters to offset against a new tractor. The new machine would cost £2,850 plus VAT. It was proposed by Cllr Miss Collins and RESOLVED unanimously to purchase the replacement tractor. Cllr Yarham enquired about purchasing an extended warranty but members felt this was not value for money and decided not to pursue this.
11. For members to consider the reintroduction of the Park Keepers’ work schedule
Cllr Mrs Sked felt that this would enable work to be done in each area to be monitored. Cllr Broughton will discuss this with the park keepers and report back to the committee.
12. For members to consider appropriate recycling of litter picked in the open spaces
Members agreed that it was not feasible to separate litter already placed in bins, but for litter picked from the open spaces, this could be separated and only landfill would go into the skip with recyclable materials to be bagged and dropped at Cllr Broughton’s yard for disposal.
13. For members to consider an additional bench on the John Eve Field
Members discussed the request, passed on from a resident via the Planning and Highways committee, and agreed that there was no suitable space available to place an additional bench on the field.
14. For members to consider any issues raised in the public session
There were none.
There being no other business the Chairman thanked all for attending and the meeting was closed at 7.06pm.
The next scheduled meeting of the Amenities and Open Spaces Committee will take place on Wednesday 21st July on the John Eve Field.
