Market Deeping Town Council - Amenities and Open Spaces Committee

Minutes of a meeting held on Wednesday 12th July 2021 at 6.30n am on the John Eve field.

Cllr Broughton presided over Cllr Mrs Redshaw, Cllr Miss Collins and Cllr Mrs Sked.

The clerk, Deputy Clerk and park keepers Jamie Murray and Peter Gentleman were also in attendance.

15.   Chairman’s Welcome

Cllr Broughton welcomed members to the meeting.  

16.   Apologies for absence 

Apologies were received from Cllr Shelton, Cllr Dolan and Cllr Yarham.

17.   Declarations of Interest under the Localism Act 2011   

There were no declarations of interest

18.   Minutes of a meeting held on the 19th May 2021

Cllr Broughton asked the committee if they were to accept the minutes of the meeting dated Wednesday 19th May 2021. It was proposed by Cllr Mrs Redshaw, seconded by Cllr Miss Xan Collins and RESOLVED unanimously that the minutes could be signed as a true and accurate record of the meeting. The Clerk was instructed to sign the minutes on behalf of the Chair.

19.   Clerk’s Report

Members had received a copy of the report prior to the meeting.

John Eve field

  • Taylor’s fair has visited the town and there has been minimal damage to the field. 
  • The ROSPA inspections for the BMX track and the play area will take place in August.
  • The Park keepers have been continuing weekend litter picks.

Town centre

  • A Christmas tree has been earmarked as being potentially suitable and reserved.  It will be viewed again in September to decide on its suitability.

A Discussion took place regarding the Christmas tree. A tree has been sourced and this will be reviewed in September to decide if it is suitable. Councillor Broughton said that, he had a tree which he is happy to let the Council use. A team of volunteers will be needed to help erect the tree in December.

Use of John Eve field by fair

Clerk to contact resident’s directly

The letter of complaint from the residents of Oak Grove and John Eve Way was discussed.

It was decided that holes would be drilled into the brackets at the top of the fence posts and padlocks would be inserted through the holes. This will prevent vehicles being taken on and off the field for short trips to Tesco etc.

The matter of vehicles entering the field via Oak Grove was discussed.  The matter of leaving the field at 6:30am will be discussed with the fair. 

The Clerk will address the matter directly with the residents concerned.

21.   Update on work and verbal presentation by the Park Keepers 

The Park keepers would like to re-lay the BMX track. They already have a supply of the six-millimetre dust which is needed. A hand roller will need to be hired from Chislett’s. 

22.   Omega reports: Review of performance to date, budget/expenditure/income

The Clerk had provided members with a report prior to the meeting. Cllr Broughton asked members if there were any comments on the Omega report, and there were none.

23.  Update on repairs to the John Eve field

Work on the John Eve Field is continuing. Grass seed has been laid around the playground and the grass is beginning to grow back. A swing has been damaged and offensive graffiti has been removed this week. 

24.  For members to consider implementing a policy for quad bikes on Council land

Counsellor Mrs Sked Reported seeing a mini–Land Rover on the field. A discussion took place on the dangers involved. it was decided that a policy was needed covering the use of unlawful vehicles on all Council land.

It was stated that signs should be erected on existing poles stating no use of all petrol engine, electric and battery-operated vehicles and scooters on John Eve field.

25.  For members to consider the use of CCTV on John Eve field

A discussion took place regarding damage to previous CCTV system.  There were also problems with recording when it was dark.  Cllr Broughton suggested that once the street lights have been converted to LED that It might be possible to have the street lights permanently on around the field.

26.  For members to consider and discuss any points raised in the public session 

There were none.

There being no other business, Cllr Broughton thanked everybody for their attendance and closed the meeting at 7.00 pm.  The next scheduled meeting of the Amenities and Open Spaces Committee will take place on Wednesday 15th September at Deepings Community Centre.
