Minutes of the Annual Meeting of Market Deeping Town Council held on Wednesday 12 July 2023 at 7.30pm at the Town Hall, Market Deeping

At 7.30pm Cllr Broughton welcomed everyone to the meeting and the Open Session commenced:

51. Chairman’s Welcome & Introductions
Cllr Broughton asked whether members wished to close the open session and open the meeting. It was unanimously RESOLVED to open the meeting.
Cllr Broughton welcomed members to the meeting at 7:32pm
Cllr Mrs Sked arrived at 7.33pm
52. To note apologies and accept valid reasons for absence
Cllr Mrs Jones had sent apologies and these were accepted.
53. Declarations of Interest under the Localism Act 2011
Cllr Shelton and Cllr Dr Byrd declared an interest in agenda item 10 regarding the library.
54. For members to consider the Co-option of a new Councillor
It was RESOLVED unanimously to co-opt Mrs Pam Steele as a new Councillor in her absence.
55. Acceptance of the minutes of a meeting held on 14 June 2023
Cllr Broughton asked members if they were to accept the minutes of the meeting of 14 June 23. It was RESOLVED unanimously to accept the minutes of the meeting as a true and accurate record. The chairman signed the minutes.
56. Reports: Including reports from Committees: Planning and Highways, Deepings Neighbourhood plan, Amenities and Open spaces, Town Hall and Cemetery, Finance and Personnel, Mayor’s report and the Clerk’s report.
Planning & Highways
Cllr Shelton reported that the minutes of the meeting held on 5 July 2023 had been circulated.
Cllr Baxter arrived at 7.35pm.
Cllr Neilson arrived at 7.36pm.
Deepings Neighbourhood Plan (DNP)
Cllr Dr Byrd reported that a detailed response had been submitted to Lidl application.
There has been a 5G mast application in Deeping St James. A response has been submitted suggesting that a more suitable location needs to be found.

Mayoral Diary
The Mayor, The Clerk and Cllr Hughes attended the opening of the fair on 15 June 2023.
The Deputy Mayor attended the opening of the Carnival on Sunday 25 June 2023 and was presented with a cheque for £100 for the Mayor’s charity Sue Ryder.
Cllr Dr Byrd attend St Guthlac’s Church Fete on 8 July 2023.
Clerk’s Report – 12 July 2023
The pads for the defibrillator expire on 5.8.23. LIVES have ordered a new set at a cost of £130 plus VAT.These will be fitted on 29.7.23 |
Surfacing repairs have been carried out underneath the Matrix slide and the Hurricane Swing at John Eve Park. |
The additional fencing is being manufactured to extend the area. |
Wicksteed will be installing new play equipment at John eve Park week commencing 11 September 2023.This will consist of a train and carriage, wheelchair accessible round about, balance trail and bridge and mini basket swing. |
Lincolnshire County Council are supplying 8 litter picking kits for Market Deeping Town Council to loan to volunteer groups who wish to undertake litter picking. |
Cllr Dr Byrd and the Clerk attended training on 6 July 2023 provided by SKDC at Deepings Community Centre about available funding and recognition opportunities. |
The Oddfellows group are using the Glebe field for a car boot sale on 8 July 2023. |
The Clerk wrote to Double and Megson on 23 June 2023 to advise them that the transfer of Persimmon land should not go ahead until MDTC are happy with the play equipment and any outstanding issues are resolved. |
Disclosable Pecuniary Liability forms were sent to Councillors and have only been returned by 2 Councillors by the deadline.Its completion is a statutory obligation as a Councillor and needs to be completed and returned to SKDC. |

58. Council Finances
a) Income and expenditure by cost centre
Members had received a copy of the Council Finances and Omega report prior to the meeting. Cllr Broughton asked if there were any questions. There were none.
b) Accounts to be paid
It was RESOLVED unanimously that the council pay its bills for July and August 2023. See appendix A.
c) For members to review Council Finances to 30 June 2023
It was RESOLVED unanimously that the Council Finances are in order and the Clerks were complemented on the comprehensiveness of the information provided to members.
d) Review of the Town Council’s expenditure incurred under S137 of the LGA 1972
It was RESOLVED unanimously to accept the payments made under S137 as correct.
e) For members to receive and accept the internal auditor’s report
It was RESOLVED unanimously to accept the report.
f) For members to review EMRs
The Clerk explained the recent movements to EMRs in respect of the bus shelter spend and transfer due to underspend 2022/23. It was RESOLVED unanimously to accept the EMRs as correct.
59. For members to consider the purchase and positioning of benches
A discussion took place regarding a proposal to position benches around The Deepings to enable residents with limited mobility to walk, knowing that there is a bench within a certain distance. A bench has been donated by The Ramblers association.
It was RESOLVED unanimously to purchase 4 more benches. The Clerk will research how these need to be placed in situ with LCC.
60. For members to consider a donation of £500 to the phase 2 library project
It was RESOLVED unanimously to pay £500 towards phase 2 of the library project.
61. For members to consider the appointment of new Councillors to committees
It was RESOLVED unanimously that councillors would join the following committees:
Cllr Hanson - AOS committee
Cllr Neilson – Planning and Highways
Cllr Ms. Reid – Planning and Highways and Town Hall and Cemetery
62. For members to ratify the purchase and consider the positioning of an additional speed monitor on Towngate East
It was RESOLVED unanimously to purchase a speed monitor and place it on Towngate East.
63. For members to consider obtaining a RoSPA report for the play area on Charter Ave.
It was RESOLVED unanimously to obtain a RoSPA report on the play equipment at Charter Avenue to highlight any repairs needed before it is handed over to MDTC.
64. For members to consider forthcoming events for 2023;
Remembrance, celebration and Christmas
A celebration of service event was considered to be a good idea and is to be discussed at the September meeting.
Cllr Broughton would like a Civic service at the Green School in around September time and would like a Mayor’s Ball at the Coronation Hall in March 2024.
Cllr Ms Reed will look in to the possibility of obtaining a Town Crier for an event.
65. For members to consider the provision of Citizen’s Advice in Market Deeping
It was RESOLVED unanimously to contribute £4,000 towards the provision of Citizen’s Advice help to residents of Market Deeping 1 day each week.
Cllrs Neilson and Hughes volunteered to liaise with the DSJ United Charities to help to facilitate this.
66. For members to consider opportunities for funding and SKDC awards
It was RESOLVED unanimously that the Clerks should put in a funding application for additional play equipment in the John Eve Park.
It was RESOLVED unanimously that photographs should be taken to support and that Clerks should make an entry into SKDC’s Community in Bloom Competition.
67. For members to consider and discuss any points raised in the public session.

Staff issues
A staffing issue was discussed.
69. To consider items for inclusion on the agenda items for next meeting of the Town Council, to be held at The Town Hall, Market Deeping on 13 September 2023
The Chairman thanked all members for attending and declared the meeting closed at 8.30 pm. The next scheduled meeting of the Full Council will be held on Wednesday 13 September 2023.
