Minutes of the Meeting of Market Deeping Town Council held on Wednesday 11 January 2023 at 7.30pm at the Town Hall, Market Deeping

The Clerk and Deputy Clerk were also in attendance.
Cllr Broughton welcomed everyone to the meeting.
Members of the public was present representing the Deepings District Girl Guides and The Deepings Football Club and they made their case for financial assistance from the Council.
Cllr Mrs Sked arrived at 7.40pm
There being no further business the public session was closed at 7.45 pm
129. Chairman’s Welcome & Introductions
Cllr Broughton welcomed members to the meeting.
130. Declarations of Interest under the Localism Act 2011
Declarations were made by Cllr Broughton in respect of the Deepings United Grassroots Football.
131. To note apologies and accept valid reason for Absence
Apologies for absence were received and accepted from Cllr Lester, Cllr Miss Collins and Cllr Neilson.
132. Acceptance of minutes of a meeting held on 14 December 2022
Cllr Broughton asked members if they were to accept the minutes of the meeting of 14 December 2022. It was RESOLVED with one abstention to accept the notes of the meeting as a true and accurate record.
133. Reports: Including reports from Committees and working groups: Christmas, Planning and Highways, DNP, Amenities and Open Spaces, Town Hall and Cemetery, Mayor’s report and the Clerk’s report
Planning and Highways
Cllr Shelton asked members if they were happy with the contents of a letter, which had been circulated to members, to be sent to Sir John Hayes asking him to “Support Change to permitted rights regarding cycle shelters.” The Deputy Clerk had already approached Sir John Hayes regarding the matter and after she had explained the context of the letter, he had indicated that this was a matter he would support. It was RESOLVED that members were happy with the letter and that they agreed it should be sent.
Concerns were raised over planning application S22/1905
Deepings Neighbourhood Plan (DNP)
Cllr Shelton distributed copies of the notes from a meeting held on 29th November 2022 with SKDC Planning Department. The meeting was followed by a short tour of development sites at Linchfield Road and Towngate East.
Amenities and Open Spaces
The Clerk provided the following update for the meeting earlier that evening. She reported that:
EMRs had been allocated to the budget for 2023/4
Cllr Redshaw would be carrying out research into an information lectern at Cardyke
Research would be carried out in to some items of new play equipment
That it had been RESOLVED to accept the Christmas light quote of £4,865 plus VAT for years 2023 – 2027 by the AOS committee.
Town Hall and Cemetery
A new hard drive and hand drier have been ordered for the Town Hall.
Finance and Personnel
Recommendations were made at the meeting earlier that evening regarding the Precept (see item 135d). It was RESOLVED unanimously to accept the recommendations of the Finance and Personnel committee.
Mayoral Diary
The Mayor has not attended any events due to Christmas holidays.
The Deputy Mayor has attended:
The Carols around the tree in the Market Place on 20th December 2022.

It was RESOLVED that Cllr Shelton would contact the health Centre to invite them to the Annual Town meeting. Cllr Wey said he would raise the concerns with the NW Anglia Trust. |

It was RESOLVED that MDTC would place a notice on their website advertising for a new Councillor until May. |

Letter re £500 donation given towards transport to Grimethorpe Colliery Band concert at Kingsgate, Peterborough. |
It was RESOLVED that Rotary should return the £500 donation to MDTC but that they could reapply for a contribution to the losses made at the event. The Clerk was asked to contact them. |

135. Council Finances:
a) Income & Expenditure by Cost Centre
Members had received a copy of the Omega report prior to the meeting. Cllr Broughton asked if there were any further questions. There were none.
b) Accounts to be paid
It was RESOLVED unanimously that the council pay its bills for January 2023. See appendix A.
c) Review of Council finances
Members had received a copy of the council finances prior to the meeting. Cllr Broughton asked if there were any further questions. There were none.
d) For members to consider ratification of the Precept request for 2023/24 as recommended by the Finance and Personnel at their meeting on 11th January 2023.
Members had received a copy of the Precept figures for 2023/24. It was RESOLVED to accept the precepted figures for 2023/24 as recommended by the Finance and Personnel committee at their meeting on 11 January 2023. The Clerk was instructed to submit the request to SKDC.
A discussion took place and regarding the statement to accompany 2023/24 Council tax bills. The protected outturn figures for 2022/23 were agreed as acceptable.
The major items of expenditure for 2023/24 were agreed as:
Deepings Library £6,000
Deepings Youth Centre £6,000
Playscheme £3,000
Purchase of cemetery land £4,500
Grass cutting (est.)- £4,000
Christmas tree purchase and Christmas Lights (lease) -£7,500
136. For members to consider plans for forthcoming events: Commonwealth Day and Annual Town meeting
The Clerk stated that Commonwealth Day is on Monday 13 March 2023 at 10am. The Clerk was instructed to send invites out to Community groups and neighbouring Parish Councils. to ask Nigel Bacon if he was happy to conduct the service and to approach Churches Together also.
A discussion took place regarding the Annual Town meeting and the date of 18th April 2023 was agreed upon, providing this is outside Purdah as there is an election this year. Cllr Shelton agreed to approach the Deepings Health Centre to provide a speaker.
137. For members to consider allocating responsibility for organising events to a committee
A discussion took place and Cllrs were requested to think about this matter and The Clerk was requested to put the item on the agenda for next month.
138. For members to consider forming a Coronation working group for 2023
A discussion took place and Cllrs were requested to think about this matter and The Clerk was requested to put the item on the agenda for next month.
139. For members to consider the adoption of the Phone kiosk in Market Deeping
It was agreed to let the Lions take responsibility for the phone kiosk in Market Deeping.
140. For members to discuss the Civility and Respect pledge and Dignity and Respect at work Policy
It was decided that this should be discussed when the new Council are formed in May 2023.
141. For members to consider and discuss any points raised in the public session
A discussion took place regarding requests for grant aid payments:
It was RESOLVED unanimously to make a payment of £608.40 to Deepings District Girl Guides.
It was RESOLVED to make a payment of £500 to Deepings United FC – Grassroots football.
143. Personnel Matters: Consideration to go into Closed Session to discuss: Staff Issues
There were none.
144. To consider items for inclusion on the agenda items for next meeting of the Town Council, to be held at The Town Hall, Market Deeping on 8 February 2023
There being no other business Cllr Broughton thanked everyone for their attendance and the meeting was declared closed at 9.05 pm.
The next scheduled meeting of the Full Council will be held on Wednesday 8 February 2023 at 7.30pm in the Town Hall, Market Place, Market Deeping.
