Minutes of the Meeting of Market Deeping Town Council held on Wednesday 13 December 2023 at 7.30pm at the Town Hall, Market Deeping

At 7.30pm Cllr Broughton welcomed everyone to the meeting
The Open Session commenced:
Cllr Byrd reported the following:
• Attended a Full Council meeting at SKDC
• She has reported the faulty light near the Post Office
• The West Deeping gravel pit is an ongoing issue.
Cllr Baxter reported the following:
• Attended licensing and scrutiny meetings at SKDC
• The Deepings Leisure centre is on the agenda for SKDC’S Full Council meeting on 11.1.24.
• Confirmed he will be standing for the position of SKDC’s leader
117. Chairman’s Welcome & Introductions
Cllr Broughton asked whether members wished to close the open session and open the meeting. It was unanimously RESOLVED to open the meeting.
Cllr Broughton welcomed members to the meeting at 7.37 pm
118. To note apologies and accept valid reasons for absence
Cllr Wey, Cllr Mrs Cook and Cllr Hanson sent apologies prior to the meeting and these were accepted.
119. Declarations of Interest under the Localism Act 2011
Cllr Dr Byrd and Cllr Broughton made a Declaration of interest in Agenda item 13 regarding the Coronation Hall’s grant aid request.
120. Acceptance of the minutes of a meeting held on 8 November 2023
Cllr Broughton asked members if they were to accept the minutes of the meeting of 8 November 2023. It was RESOLVED to accept the minutes of the meeting as a true and accurate record. The chairman signed the minutes.
121. Reports: Including reports from Committees: Planning and Highways, Deepings Neighbourhood plan, Amenities and Open spaces, Town Hall and Cemetery, Finance and Personnel, Mayor’s report and the Clerk’s report.
Planning & Highways
Cllr Shelton reported the following:
• Grass cutting quotes are being received
• A new stencil has been adopted to chase any planning issues
• Aldi/NRR- the delay is due to the surrender of the existing lease. Cllr Shelton has asked them to provide an update for the public.
Town Hall and Cemetery
Cllr Miss Collins reported there was nothing to report
Amenities and Open Spaces
Cllr Broughton reported that a path tarmac path between Oak Grove and the Cemetery is on the Agenda for the AOS meeting on 10 January 2024.
Deepings Neighbourhood Plan (DNP)
Cllr Dr Byrd reported the following:
• An external Consultant has been appointed to produce 2 products which are a design code and a housing development masterplan. They will look at desirable property features, the 680-house site off Linchfield Road and incorporate more coherent green spaces.
• The draft local plan is due to go to Cabinet next February, this will then be available publicly.
Finance and Personnel
Staffing matters to be discussed in closed session.
Mayoral Diary
The Mayor attended SKDC’S Race Night on 10 November at Bourne Corn exchange
The Mayor attended the Opening of the Remembrance Gardens on 5 November 2023.
The Mayor attended Remembrance Parade at St Guthlac’s Church 12 November 2023.
The Mayor attended the Closing of the Remembrance Gardens on 19 November 2023.
The Mayor attended Santa’s box opening at 71 Black Prince Avenue on 26 November 2023.
The Mayor erected the Christmas tree in the Market Place with the Park Keepers.
The Mayor attended the Christmas Market on Sunday 3rd December 2023.
The Mayor attended the Christmas lunch at Joan Wake on 9TH December 2023.
Clerk’s Report – 13 December 2023
The Ambulance Service have replaced the Defibrillator. |
Christmas Market was held on 3rd December. Despite the weather there was a good turnout of people and we have received some lovely feedback via Facebook and email. Thanks to all staff and Councillors who were able to help on the day. The tombola and raffle raised over £1,000 towards Sue Ryder charity. |
The Christmas tree festival took place on 3rd December and there were 6 trees. Thanks to everyone who volunteered to help in the Chambers. |
Carols around the tree is taking place on Thursday 21st December at 6.30pm in the Market Place. Rev’d George is officiating and there will be an organist. There will be a bucket collection for Sue Ryder charity. |
The office will be closed between 22nd December and will reopen on 2ND January 2024. |
The bus shelter outside The Stage was damaged by a lorry. The Clerks have been in touch with the insurance company. |

123. Council Finances
a) Income and expenditure by cost centre
Members had received a copy of the Council Finances and Omega report prior to the meeting. Cllr Broughton asked if there were any questions. There were none.
b) Accounts to be paid for December
It was RESOLVED unanimously that the council pay its bills for December 2023. See appendix A.
c) For members to review Council Finances to 30 November 2023
It was noted that the Council Finances are in order.
d) Review of the Town Council’s expenditure incurred under S137 of the Local Government Act 1972 and
It was RESOLVED unanimously that the amounts incurred under S137 were in order.
e) For members to receive and accept the internal auditor’s report
It was RESOLVED to accept the internal auditor’s report for October
124. For members to consider precept planning 2024/5
The administration budget will be discussed by the Finance and Personnel Committee on 10 January 2024.
125. For members to consider transfer of £7500 from EMR 344 to EMR 343
It was RESOLVED unanimously to transfer of £7500 from EMR 344 – AOS Supplies to EMR 343 – Grounds maintenance AOS as agreed by the AOS committee at their meeting on 8 November 2023.
126. For members to consider appointing Cllr Steel to the Planning & Highways Committee
It was RESOLVED unanimously to appoint Cllr Mrs Steel to the Planning and Highways Committee.
127. For members to consider appointing a Councillor to Feoffees Committee
It was RESOLVED unanimously to appoint Cllr Miss Collins to the Feoffees Committee.
128. For members to discuss Carols round the tree and Celebration event
Christmas Market
The success of the Christmas Market was discussed. The Clerk gave sheets detailing the projected income and expenditure. A profit is expected when all the income and expenditure is finalised and this will be given towards the Sue Ryder charity.
A special show of thanks was given to Cllr Dr Byrd and her team of Councillor helpers and the Clerks and Park keepers for all their efforts.
A review of the day has taken place and notes have been made to improve next year’s event.
Carols around the tree
The Rev’d George will be officiating and Peter Davies will be playing the organ it will take place in the Market Place on Thursday 21 December at 6.30 pm.
A bucket licence has been obtained from SKDC and money will be collected towards the Mayor’s charity Sue Ryder.
Celebration
A discussion took place regarding a planned celebration event.
129. For members to consider a grant application for the Coronation Hall
It was RESOLVED unanimously with 2 abstentions to award £500 to the Coronation Hall.
130. For members to consider a 3-year contract for water
It was RESOLVED unanimously to accept a 3-year contract for the Council’s water supply.
131. For members to consider and discuss any points raised in the public session
There were none.
132. Confidential/Personnel Matters: Consideration to go into Closed session to discuss:
Staff issues
Staffing matters were discussed.
It was RESOLVED to come out of closed session.
133. To consider items for inclusion on the agenda items for next meeting of the Town Council, to be held at The Town Hall, Market Deeping on 10 January 2024.
There were none.
The Chairman thanked all members for attending and declared the meeting closed at 8.45 pm. The next scheduled meeting of the Full Council will be held on Wednesday 10 January 2024.
