Market Deeping Town Council – Amenities and Open Spaces Committee
Minutes of a meeting held on Wednesday 10th September 2025 at 06.45 pm held in the Town Hall Chambers, Market Deeping. Cllr Broughton presided over Cllr Mrs D Jones, Cllr Dick Hughes, Cllr Mrs Jean Sked, Cllr Paul Hanson, Cllr Jayne Reid, and also present were two Clerks.
27. Chairman’s Welcome and Introductions
Cllr. Broughton welcomed members to the meeting.
28. To note apologies and accept valid reason for Absence
There were none.
29. Declarations of Interest under the Localism Act 2011
There were no Declarations of Interest.
30. Minutes of a previous AOS meeting held on the 9th July 2025
It was RESOLVED unanimously to accept the minutes of the meeting as a true and accurate record of the meeting. The Chairman signed the minutes.
31. Clerk’s report and update on work of the Park-Keepers
Members had received a copy of the report prior to the meeting.

John Eve field
- Charity event held on the 1st August (permission had been previously sought and granted).

Town Centre
- Hanging baskets and planters have been installed in the Town.
|

Clerk’s report
- SKDC approved Tree works S25/0981 – John Eve Field completed on the 16th July 2025.
- Essential Tree works to be carried out at John Eve Field/Glebe Park and Cemetery £2,280 inc. vat. Currently in process for SKDC approval, once permission has been given this work will proceed (Health & Safety)
- Comparison of costs for cordless hedge trimmer/ pruner – For members to discuss and agree next steps (see also additional information Tree company).
Members discussed and RESOLVED by majority vote to accept Quote 1 for the purchase of new equipment.
- Clerk will prepare the 2025/6 Winter Works Schedule in October 2025.

Cherry Tree Park
- Currently in the Legal process for transfer to MDTC.

Charter Avenue Children’s Play Area
- Quote accepted for repair work on the existing play equipment, expected to be completed on the 12th September 2025.

Charter Avenue Allotments
- Work in process – a) Defining handover criteria for Allotment holders b) Drawing up plans to prepare the area and obtaining best practice.

Welland Gardens
Permission was granted in July 2025 for a local charity to use this area as part of their fund-raising event (August 2025)

Riverside Park
- Permission was granted in July 2025 for use of this area for a local not for profit event, in conjunction with SKDC (August 2025)

RoSPA Reports
- RoSPA reports have been received for;
John Eve Field – No red flags identified, 6 ambers identified and these will be placed on the Winter Works Schedule
BMX Track – No red flags identified, 1 amber area identified and this will be placed on the Winter Works Schedule.
Charter Avenue Play Area – No red flags identified, 10 ambers identified, these had also been identified by a pre-transfer on- site inspection. A supplier has been contacted to attend to site and complete maintenance work contractors expected on site 12th September 2025.

Members discussed and thanked the resident for the enquiry, members discussed and by majority vote agreed for a ‘Polite Notice’ to be located in the open spaces (Glebe Park/John Eve Field) area.

33. Omega Reports
The Omega report had been circulated ahead of the meeting. The Chairman asked members if they had any questions, there were none.
34. Quotes obtained from three suppliers regarding provision of a new play equipment and maintenance / repair service. For members to discuss and agree next steps.
The Clerk presented information to members which related to new equipment being installed at Cherry Tree Park, John Eve Field children’s play area and Charter Avenue children’s play area, as well as maintenance work. This information had been circulated ahead of the meeting, with further updated information presented at the meeting.
Members discussed, and stated that they wished to thank the suppliers for their attendance to site and for supplying quotes. After deliberation, it was RESOLVED unanimously and members selected Supplier 3, to provide new equipment and completed maintenance work. The Clerk was instructed to make contact with the supplier.
35. For members to consider and discuss any points raised in the Open session
There were none.
36. To consider items for inclusion on the agenda for the next meeting of Amenities and Open Spaces Committee, to be held in the Town Hall Chambers on Wednesday 13th
November 2025 at 6.45 pm, meet in the Town Hall Chambers, Market Deeping.
To be included in the next agenda, for members to consider installing a ‘Me to You’ swing on the John Eve Field, children’s play area.
The Chairman thanked members for their attendance, the meeting closed at 7.05pm.
