Market Deeping Town Council – Amenities and Open Spaces Committee
Minutes of a meeting held on Wednesday 15th January 2025 at 7.00 pm held in the Town Hall Chambers, Market Deeping. Cllr Broughton presided over Cllr Mrs D Jones, Cllr Paul Hanson, Cllr Jean Sked, Cllr Pam Steel, also present was the Clerk.
01. Chairman’s Welcome and Introductions
Cllr. Broughton welcomed members to the meeting.
02. To note apologies and accept valid reason for Absence
There we no Apologies for Absence.
03. Declarations of Interest under the Localism Act 2011
There were no Declarations of Interest.
04. Minutes of a previous AOS meeting held on the 13th November 2024
It was RESOLVED unanimously to accept the minutes of the meeting as a true and accurate record of the meeting. The Chairman signed the minutes.
05. Clerk’s report and update on work of the Park-Keepers
Members had received a copy of the report prior to the meeting.

Clerk’s and Park keeper’s report 15th January 2025
John Eve field
- Areas identified as Amber by RoSPA, on the J.E Field, have been corrected by our supplier. A refund was also given, of £1,596.03 to the Council for stores that were not needed on the day of the repairs.
- It is expected that the water heater will be fixed by January 2025.
- Oak Grove/Cemetery pathway, this remains as an on-going action, and progress has been inhibited by weather conditions.

Clerk’s report
- Continuing to liaise with SKDC regarding Cherry Tree Park.
- At the last meeting the Clerk was tasked to seek a quote for the removal of deadwood in trees that are located on the J.E Field/Glebe Field, a copy of the quote is included, members to discuss and agree next steps, see Agenda item 8.
- Currently updating the Works Planner, which details additional work for our Park-Keepers, where they are able to complete in addition to their normal duties.
- Park Keepers gave assistance to the recent Red Flood Alert on the River Welland.
- Water heater in Park Keepers shed has been replaced.
- Work is progressing well with the installation of additional Defibrillators and Bleed Kits in the town, which has been located at various locations, a list of these locations will be compiled to raise awareness of the locations. In addition initial enquiries have started to be made regarding the council hosting a training session for interested parties who would like to gain a greater understanding of using a Defib or a Bleed Kit. And a separate Bleed Kit is required to sit alongside the existing Defib at Rainbow which has been delivered, and the next stage will be installation.

07. For members to consider costs for replacement hand-tool items, recommended maximum budget of £1,000
Members were presented with a quote for £1,011.60 (inc. VAT) £843.00 (ex. VAT) for battery powered hand tools to be used by the Park-Keepers. Members voted an unanimously RESOLVED for the purchase of the equipment.
08. For members to agree costs to remove deadwood in trees located on Market Deeping Town Council owned land
Members were presented with a quote for £2,100.00 (inc. VAT) £1750 (ex. VAT) to remove deadwood from trees that are located on the J.E Field and Glebe Field, a further set of two trees has also been identified, close to residential properties which require removing/reducing by a 1/3 and reshaping.
Members voted an unanimously RESOLVED to accept the quote and for the work to be completed.
09. For members to agree costs for an Arboriculture Technician, and for the work to be completed before the end of March 2025.
Members were presented with a quote to completed the work of £561.00 (ex. VAT), and for this work to be completed before the end of March 2025.

10. Omega Reports
Omega reports were circulated ahead of the meeting to councillors. The Chairman asked members if they had any questions, there were no questions.
11. Precept Planning – Update
Members were circulated with precept planning information ahead of the meeting, and in addition further updated information was shared with members with regarding ear-marked reserve funds.
Members discussed;

- [4262] Play Equipment Repairs – Transfer £2,000 from EMR Play Equipment 338,
- [4284] Play Equipment (Cherry Tree Park) – a) Transfer 20,000 from Digital Council 347 b) Transfer 20,000 from Sustainable Travel 354
Members voted an unanimously RESOLVED to move funds from the above ear-marked reserves into the respective budget lines recorded above, for the precept 2025-26
12. For members to consider and discuss any points raised in the Open session.

13. To consider items for inclusion on the agenda for the next meeting of Amenities and Open Spaces committee, to be held in the Town Hall Chambers on Wednesday 12th March 2025.
