Minutes of the Meeting of Market Deeping Town Council held on Wednesday 7 February 2024 at 7.30pm at the Town Hall, Market Deeping

At 7.30pm Cllr Shelton chaired the meeting on behalf of Cllr Broughton and welcomed everyone to the meeting and invited the three groups to speak for 5 minutes each. 

The Open Session commenced:

The Rotary Club briefed the Town Council about the annual run which has been very successful for the last 40 years.  As with most events costs have increased and more regulations are in place.  With this in mind the Rotary Club would like the Town Council to consider a £500.00 grant to continue this already established event for the Deepings.

Cllr Hughes offered his assistance initially to support the Club for the next year by way of making it more attractive for participants i.e. club runners and promoting it with running clubs. 

The Council thanked the Rotary Club for their continued hard work in the Deepings.

The Friends of Millfield outlined their concerns having seen the review of the local plan that had recently been released.  The plan identifies two pieces of land in the Deepings one of which is the piece of land in Millfield which has been earmarked for development.   Friends of Millfield have campaigned for many years to ensure that this piece of land is maintained for community activities and not  used for housing development.  The group would like the support of Market Deeping Town Council and the Deepings Neighbourhood Plan Group to support their case of preserving this piece of land.

Cllr Neilson suggested that the Group approach Cllr Ms Moran and Cllr Baxter as District councillors to support their quest.

The Chair thanked the group for their attendance.  

Representatives from West Deeping presented to the Town Council their serious concerns about the proposed replacement quarry site at West Deeping.  They highlighted that the existing quarry has been in use for 40 years so far.  The proposed quarry is very close to residential properties (200 metres) which is very concerning due to a number of reasons, hazardous dust particles, constant noise nuisance, impact of the landscape, wildlife habitats, increase of gravel lorries just to name a few.  The impact of the existing quarry is not screened sufficiently for nearby residents and West Deeping are very concerned that the proposed replacement quarry will have a very detrimental effect on the landscape and nearby residents.  The Group would like Market Deeping Town Council as a neighbouring parish to object to the proposed replacement quarry. 

The Chair thanked them for their presentation.

148. Chairman’s Welcome & Introductions

Cllr Shelton asked whether members wished to close the open session and open the meeting.  It was unanimously RESOLVED to open the meeting.

Cllr Shelton welcomed members to the meeting at 8.00 pm.

149. To note apologies and accept valid reasons for absence

Apologies were received from Cllr Broughton, Cllr Mrs Jones, Cllr Mrs Sked and Cllr Wey prior to the meeting. 

150. Declarations of Interest under the Localism Act 2011 

Cllr Hanson declared an interest in agenda item 15, Grant Aid application from the Rotary Group. 

151.  Acceptance of the minutes of a meeting held on 10 January 2024 

Cllr Shelton asked members if they accepted the minutes of the meeting of 10 January 2024.  It was RESOLVED to accept the minutes of the meeting as a true and accurate record.   The chairman signed the minutes. 

152.  Reports: Including reports from Committees: Planning and Highways, Deepings Neighbourhood plan, Amenities and Open Spaces, Finance and Personnel, Mayor’s diary and the Clerk’s report.

Planning & Highways

Cllr Shelton reported that the Town Council had been offer a place to join a Road Safety event via teams.  Cllr Ms Reed informed that she would be happy join the event on behalf of the Town Council and feedback.  The Clerk to send the details to Cllr Ms Reed.

Deeping Neighbourhood Plan

Cllr Shelton informed that the Deepings Neighbourhood Plan would be reviewing the local plan when the consultation opens on 29 February 2024.  The plan shows that Millfield has been identified for possible development. 

Amenities and Open Spaces

The Clerk reported that quotes had been received and accepted to repair the ground cover under some of the play equipment at John Eve Park.

Finance and Personnel

There was no update since the meeting which took place on 10 January 2024. 

Mayoral Diary

•    The Mayor and Deputy Mayor attended The Lion’s Annual Charity dinner at Maharanis on 23 January 2024. 

Clerks Report

The Precept submission for 2024/25 has been submitted to SKDC this equates to a 4% increase in respect of the provision of services in Market Deeping.

SKDC have informed that the process to fill the recent Cllr vacancy can now proceed.

The Clerk informed that representatives from the Town Council had attended Cllr Cooks funeral, the flag at the Town Hall was half-mast on the day of the funeral and a wreath was sent on behalf of the Town Council.

154.  Council Finances

a)  Income and expenditure by cost centre

Members had received a copy of the Council Finances and Omega report prior to the meeting. Cllr Shelton asked if there were any questions.  There were none.

b) Accounts to be paid for February 2024

It was RESOLVED unanimously that the council pay its bills for February 2024.  See appendix A. 

c) For members to review Council Finances to 31 January 2024

It was RESOLVED unanimously that the Council Finances are in order. 

d) Review of the Town Council’s expenditure incurred under S137 of the Local Government Act 1972 and

It was RESOLVED unanimously that the amounts incurred under S137 were in order.

e) For members to receive and accept the internal auditor’s report

It was RESOLVED unanimously to accept the internal auditor’s report for December 2023. 

155.  For members to consider appointing Cllr Mrs Steel to AOS Committee 

It was RESOLVED unanimously to appoint Cllr Mrs Steel to the AOS Committee.

156. For members to consider the defibrillator provision for the Coronation Hall 

The cost of a defibrillator is £750 which does not include the hardwiring and installation.  It was RESOLVED unanimously to purchase a defibrillator for the Coronation Hall.  Members were content regarding the additional cost to install and that this would be managed by LIVE who look after the defibrillator near the public toilet. 

Cllr Dr Byrd informed that the Green School would like a defibrillator and it was agreed to discuss this at the next Full Council meeting.

157. For members to consider scoping opinion consultation from LCC concerning the West Deeping Quarry - PB 

Cllr Dr Byrd was concerned about the proposed replacement quarry at West Deeping and as a neighbouring parish, the Town Council should respond to the consultation.  It was agreed that the many concerns shared by the representatives from West Deeping in the public session would also impact the residents of Market Deeping and surrounding areas.  It was agreed that a response would be sent to Lincolnshire County Council detailing the Town Council’s concerns regarding the proposed additional quarry.  Cllr Dr Byrd agreed to write the letter for the Clerk to send to Lincolnshire County Council. 

158. For members to consider the ZOOM contract

It was RESOLVED unanimously to cancel the ZOOM contract. 

159. For members to consider transfer of £2500 from EMR 331 (DNP) to DNP

It was RESOLVED unanimously to transfer £2500 from EMR 331 to the Deeping Neighbourhood Plan.

160. For members to discuss forthcoming events: Commonwealth Day (11.03.24), Mayor’s Ball (20.04.24) Annual Town Meeting (30.04.24), Summer Community event – joint meeting date, Celebration event and Civic Service

Cllr Shelton brought the dates of the above events to members attention. 

Annual Town Meeting – it was agreed that the Patients Participation Group would be invited.  Cllr Dr Byrd suggested groups that had received grants from the Town Council should be invited to outline what they have done over the past year and their plans for the next.  

Summer Community Event – Cllr Mrs Steel, Cllr Hughes and Cllr Hanson would like to attend the preliminary meeting with Deeping St James.  The Clerk will inform Deeping St James their availability.

Celebration Event – Cllr Mrs Jones is continuing to progress this.

Civic Service – It was agreed to hold the service on Sunday 9 June 2024.

161. For members to receive an update on Citizen’s Advice Service (CAB) provision FOR Market Deeping residents

The Clerk said that she had been in touch with CAB and had advised them that MDTC had precepted to fund them for £4,250 for the financial year 2024/25.  The CAB had responded that they would “get moving with starting the service.”   

162. For members to consider a Grant Aid application from the Rotary

It was proposed by Cllr Hughes and seconded by Cllr Neilson with one abstention that an amendment to allow this grant to be paid this year with Cllr Hughes assisting the Rotary during the course of the next year to ensure that the event continues for future years.  The motion was carried.

It was RESOLVED with one against and two abstentions to approve the request for grant aid.  The motion carried.     

163. Personnel Matters: Consideration to go into Closed Session to discuss: Staff Issues

It was RESOLVED unanimously to go into Closed Session to discuss staffing issues.

It was RESOLVED unanimously to end the Closed Session.

164. For members to consider and discuss any points raised in the public session 

Issues were discussed at the appropriate agenda items during the course of the meeting. 

The Local Plan Review would be discussed at the next Planning and Highways Committee, consultation commences 29 February 2024.

165. To consider items for inclusion on the agenda for the next meeting of the Town Council, to be held at the Town Hall, Market Deeping on 13 March 2024.

•    Defibrillator at the Green School - PB

The Chairman thanked all members for attending and declared the meeting closed at 9.00 pm.  The next scheduled meeting of the Full Council will be held on Wednesday 13 March 2024.
