Minutes of the Full Council Meeting of Market Deeping Town Council held on Wednesday 13th October 2021 at 7.30pm at the Green School, Market Deeping

Cllr Yarham welcomed everyone to the meeting and the Open Session commenced:

Cllr Baxter discussed several meetings which he has attended.

Cllr Baxter discussed the need to raise awareness of mental health issues in the Deepings and it is proposed that coffee mornings will be held once a week.

Cllr Baxter and Cllr Moran are attending a briefing meeting about the Deeping’s Leisure Centre on 14th October 2021 and will be vising the leisure centre at North Hykeham.

Cllr Miss Moran reported that the SKDC Housing Management meeting has been postponed until December. 

Cllr Broughton reported that he has attended a licensing meeting and has done some very interesting training on Modern Slavery.

A member of the public spoke about the request for financial assistance from The Deeping’s Youth Group.  It was emphasised that Covid has made children more vulnerable and that attending the Youth Group which takes place 2 nights a week was more important than ever to children of The Deepings.  A discussion took place regarding the level of income held by the group and also the accounts submitted.

The open session this was closed and the closed meeting commenced at 8.00 pm.

47.  Chairman’s Welcome & Introductions

Cllr Yarham again welcomed members to the meeting.   

48.   Apologies for Absence 

Apologies received from Cllr Lester.

49.  Declarations of Interest under the Localism Act 2011 

Cllr Miss Collins made a declaration of interest in item 8, regarding the Youth Group. This was duly recorded by the Clerk.

50.  Acceptance of the minutes of a meeting held on 8th September 2021.

Cllr Yarham asked members if they were to accept the minutes of the meeting of 8th September 2021.  
 
It was proposed by Cllr Yarham and seconded by Cllr Broughton and RESOLVED unanimously to accept the notes of the meeting as a true and accurate record.  The Clerk was instructed to sign the minutes on behalf of the Chair.

51. Reports: Including reports from Deepings Neighbourhood plan, Planning and Highways, Amenities and Open Spaces, Town Hall and Cemetery, Mayoral Diary and the Clerk 

Deepings Neighbourhood plan

Cllr Shelton is attending a meeting with The Deepings Practice management team regarding current concerns.  He will circulate the minutes when they are received.

Planning & Highways

The proposed waiting restrictions at Blenheim Way, Godsey Lane and Church Street will be discussed later in the agenda. 

It is proposed that Cllr Shelton and Cllr Broughton will walk the Persimmon land 

Amenities and Open Spaces

Cllr Broughton reported that a request for 20 trees had been submitted for Treescape funding.

Town Hall and Cemetery

Reports had been received of dog fouling in the cemetery which will be discussed at the next TH & C meeting.

Mayoral diary

The mayor has attended the following events:

  • The mayor has attended St Guthlac’s Church fete on 11.09.21
  • The Deputy attended prize giving at tractor run 12.9.21
  • Mayor attended Oakwood 25th anniversary 15.9.21
  • Had a meeting with Lightspeed Broadband on 15.9.21
  • The Deputy has attended a MacMillan coffee morning at school.

Clerk’s Report

October 2021

1.   The request for 20 trees under Treescapes scheme has been accepted. Trees will be planted between January and March 2022.  They will also be cared for and maintained for 2 years.

2.   It’s been a very busy period in the office as Emily left on 16th September 2021.

3.   Plans are being made and invitations sent for Remembrance Garden opening and closing ceremonies.

4.   Cllr Broughton has repaired the notice board at Boundary Park

53.  Council Finances

a)    Income & Expenditure by Cost Centre

Cllr Yarham proposed and it was seconded by Cllr Shelton and RESOLVED unanimously that the Council should pay its bills.

54. Grant Aid: payment to Deepings Youth Group

Cllr Yarham proposed the motion that £6,000 financial assistance should be given to The Deepings Youth Group.  A discussion took place regarding this.  Cllr Yarham then proposed and Cllr Broughton seconded and it was RESOLVED with 9 in favour, 1 against and 1 abstention that financial assistance be given to The Deepings Youth Group.

55. For members to consider the motion that all Councillors should attend external training annually.

A discussion took place regarding attending one training course per annum.  The Clerk gave all Councillors a list of available Course through LALC.

A recorded vote was requested by Cllr Dolan. It was proposed by Cllr Davis seconded by Cllr Yarham RESOLVED with 1 abstention from Cllr Miss Collins that the commitment to attend one training Course per annum be included within standing Orders of Market Deeping Town Council.

56. Forthcoming events:  For members to consider arrangements for the Opening and Closing of the Remembrance Gardens and the Remembrance Day service/parade, Christmas market, Christmas light switch on and carols around the tree

It was reported that the opening of the Remembrance gardens will take place at 3pm on 7th November and the closing on 21ST  at 3pm.  Light refreshments will be taken in the Deeping’s Community Centre after each service. 

There is a Zoom meeting on Friday 15th October to discuss the timings of the Remembrance parade which is to be held on 14th November 2021, representatives of groups attending have been invited.

It was proposed to have a Christmas light switch on/Carols around the tree on Saturday 4th December.  

The Christmas tree for the market place was discussed.  It was proposed by Cllr Yarham and seconded by Cllr Shelton and resolved with 9 in favour and 1 against that the tree should be purchased from Thurlby’s at a cost of £600.

56. For members to receive an update on Digital Council

Cllr Yarham reported that matters were moving forward with Apple and that the Clerk should shortly be receiving a letter for verification.

57. For members to consider and discuss any points raised in the public session

There were no outstanding matters raised in the open session.

58. Personnel Matters:  Consideration to go into Closed Session to discuss: Staff Issues

Cllr Yarham proposed and Cllr Broughton seconded and it was RESOLVED unanimously to go into closed session.

Staffing matters were discussed.

It was proposed by Cllr Miss Collins and seconded by Cllr Yarham and RESOLVED unanimously to end the closed session

There being no other business, Cllr Yarham, thanked all members for attending and declared the meeting closed at 9:00pm.  The next scheduled meeting of the Full Council will be held on Wednesday 10th November 2021 at 7.30pm at The Green school in Market Deeping.
