Minutes of the Full Council Meeting of Market Deeping Town Council held on Wednesday 8th December 2021 at 7.30pm at the Green School, Market Deeping

The Clerk and Deputy Clerk were also in attendance.

Cllr Yarham welcomed everyone to the meeting and the Open Session commenced:

Cllr Baxter left a detailed report on the various meetings he had attended to be circulated to Councillors, then left the meeting.

A member of the public showed his mobile phone on which he was unable to view contact details of Councillors.  The Clerk looked at the phone and promised to chase it up with our website maintenance Company. 

Cllr Broughton has attended a licensing meeting and undertaken racism and diversity training.  He attended a gentleman’s club where workers were interviewed to ensure that exploitation isn’t taking place.

There being no other business in the open session this was closed.  The meeting commenced at 7.35 pm.  The member of the public chose to stay throughout the meeting. 

73.   Chairman’s Welcome & Introductions

Cllr Yarham again welcomed members to the meeting.   

74.   Apologies for Absence 

Apologies received from Cllr Dolan, Cllr Shelton and Cllr Miss Moran.

75.  Declarations of Interest under the Localism Act 2011 

Cllr Yarham asked if there were any declarations of interest, there were none.

76.  Acceptance of the minutes of a meeting held on 10th November 2021.

Cllr Yarham asked members if they accepted the minutes of the meeting of 10th November 2021.  
 
It was RESOLVED unanimously to accept the notes of the meeting as a true and accurate record.  The Chairman signed the minutes.

77. Reports: Including reports from Deepings Neighbourhood plan, Planning and Highways, Amenities and Open Spaces, Town Hall and Cemetery, Mayoral Diary and the Clerk 

Deepings Neighbourhood plan

Cllr Brookes gave an update in the absence of Cllr Shelton.

Comments have been submitted on the planning application for Lidl on Peterborough Road.

A neighbourhood website is to be created.

Work is being undertaken to register all buildings/events/signs/sights of interest or importance in the area to Heritage Lincolnshire by end of January 2022.

Planning & Highways

Comments have been submitted on the planning application for Lidl on Peterborough Road.

Quotes are being obtained to ensure that scheduled cleaning is carried out on bus shelters.

Amenities and Open Spaces

Cllr Broughton presented Cllr Redshaw with an insect house which he had made for the Paddock.

There had been a suggestion that the white picket fencing round the flag pole on Riverside Park should be extended.  Cllr Broughton suggested this be added to the agenda for the next Full Council meeting in January 2022.

Cllr Broughton helped to fell the Christmas tree and helped to sort out the Christmas tree lights.

Town Hall and Cemetery

There was nothing to report.

Finance and Personnel

The meeting planned for 24th November 2021 did not take place as it was not quorate. Cllr Yarham proposed that it should be rescheduled for 5th January 2021 at 6pm to report to Full Council the following week.

Mayoral diary

The Mayor has attended the following events:

  • Remembrance parade on 14.11.21
  • UPP broadband meeting Stamford 24.11.21
  • Light Speed broadband Spalding 9.12.21

      
The Deputy Mayor has attended the following events: 

  • Remembrance parade on 14.11.21
  • Closing of the Remembrance gardens on 21.11.21

Clerk’s Report

December 2021

The Clerk and Deputy Clerk attended a meeting with Cllr Shelton and Deeping St James Parish Council to research the issues surrounding the management of allotments.The general consensus was that allotment management issues accounted for a significant amount of their time as Clerks.

A letter of resignation has been received from Councillor Hembrow dated 3.12.21.SKDC have advised that a notice of vacancy must be published.10 electors can request an election, otherwise a new Councillor can be co-opted.

It was RESOLVED to acknowledge the offer from NKDC and to go out to tender for tree surveys. Cllr Redshaw to forward details of prev. tree surgeon.

Hire charges increase – do we need to book for 2022?

It was RESOLVED to book the Green School for the next quarter.

Rialtus Software

Rialtus year-end discount if 3-year commitment

It was RESOLVED to accept the 3-year offer from Rialtus.

79.  Council Finances

a)    Income & Expenditure by Cost Centre

b)    Accounts to be paid 

There were no comments on the Omega report and It was RESOLVED unanimously that the Council should pay its bills.

80.  For members to ratify the movement of amounts in to EMR as discussed at TH&C and P & H.
 
It was RESOLVED to transfer the following:

Building maintenance £3,000 to EMR 324 Town Hall
Repairs £1,000 to EMR 324 Town Hall
Mayor Chains £1,000 to EMR Town Hall

P&H

Sustainable Travel £3,000 to EMR 354 - Sustainable travel 

81. For each committee to report on 5-year plan for expenditure.

AOS

Grass cutting equipment will need replacing over the next 5 years
There will need to be tree reports carried out on the trees within Market Deeping and these will be expensive.
There was a suggestion that a trellis on Riverside Park might make the area more attractive.

P&H

Cllr Brookes will liaise with Cllr Shelton and make a 5 -year plan

82. For members to consider Grant Aid requests for inclusion in Precept

There was a detailed request from the Deeping’s Library for £6,000 from the precept 2022/23. 

There was also an email request from the Deepings Youth Group for £6,000.

Cllr Yarham suggested that this item should be referred to the next Full Council meeting Agenda in January. 

83. For members to discuss UPP broadband.

Cllr Yarham stated that UPP were installing broadband in The Deepings. It was RESOLVED that the Clerk should find out when the current Broadband contract expired then go out for tender. Cllr Brookes suggested that any package should be checked to see if phones would also be provided.

84. For members to discuss the carols around the tree event. 

Cllr Yarham expressed his disappointment at the local social media response to the cancelling of the Carols around the tree event planned for 4.12.21, especially in the light of Stamford and Langtoft also subsequently cancelling their planned Carols around the tree events.

It was emphasised that the responsibility for organising events should be the shared by the whole Council and that everyone should work as a team.

Cllr Brookes is drafting a policy which outlines Terms of reference for an events committee and would like it including as an agenda item at the next meeting on 12th January 2022.

85. For members to consider and discuss any points raised in the public session

The Clerk will look at the formatting issue of the website when it is viewed on a mobile phone.

86. Personnel Matters:  Consideration to go into Closed Session to discuss: Staff Issues

There were no matters to be discussed.

There being no other business, Cllr Yarham, thanked all members for attending and declared the meeting closed at 8:30pm.  The next scheduled meeting of the Full Council will be held on Wednesday 12th January 2022 at 7.30pm at The Green school in Market Deeping.
