Minutes of the Full Council Meeting of Market Deeping Town Council held on Wednesday 14th July 2021 at 7pm at the Deepings Community Centre

Cllr Yarham welcomed everyone to the meeting and the Open Session commenced:
Cllr Baxter gave a report, which included the following:
•Eventus are making structural changes to create more space for businesses
•Recycling levels are falling below target with 30% contamination in recycling bins.
•There are problems with the ceilings and heating at the Leisure Centre
•SKDC road workers are available to assist with a project in The Deepings. It was suggested that they could help with the Lions sensory garden project.
Cllr Miss Moran stated that the chairperson of SKDC would like to visit The Deepings and asked if anyone had any suggestions to let her know.
Cllr Broughton stated that he was attending a Council meeting at SKDC tomorrow.
There being no other business in the open session the meeting commenced.
37. Chairman’s Welcome & Introductions
Cllr Yarham again welcomed members to the meeting.
38. Apologies for Absence
There were no apologies for absence.
39. Declarations of Interest under the Localism Act 2011
Cllr Davis and Cllr Brookes declared a declaration of interest in item 8. This was duly recorded by the Clerk.
40. Acceptance of the minutes of a meeting held on 23rd June 2021.
Cllr Yarham asked members if they were to accept the minutes of the meeting of 23rd June 2021.
A discussion took place regarding the contents of the minutes. Cllr Broughton asked that item 27 Amenities and open spaces report be amended Cllr Hembrow agreed that he was happy to accept the amendment.
Cllr Hembrow asked that he be noted as being present at the meeting for which the Clerk apologised.
It was proposed by Cllr Miss Moran and seconded by Cllr Yarham to accept the minutes. It was RESOLVED 8 in favour 3 against and 2 abstentions to accept the notes of the meeting as a true and accurate record. The Clerk was instructed to sign the minutes on behalf of the Chair.
41. Reports: Including reports from Deepings Neighbourhood plan, Planning and Highways, Amenities and Open Spaces, Town Hall and Cemetery, Mayoral Diary and the Clerk
Deepings Neighbourhood plan
A decision statement has been received and The Deepings Neighbourhood Plan has now formally been accepted as part of SKDC’s development plan. An implementation monitoring and review group will meet fortnightly. A formal review will take place in May 2023.
Planning & Highways
The Section 106 will be discussed at item 8 on the agenda and the interactive speed cameras are to be discussed at item 9.
Amenities and Open Spaces
There was nothing to report.
Town Hall and Cemetery
A discussion took place regarding the purchase of benches for The Sanctum.
Mayoral diary
Cllr Yarham attended the opening of the fair with Cllr Broughton. Cllr Yarham was given a unicorn, in exchange for which he received a donation of £25. This was donated directly to his chosen Mayoral charity Sense.
Clerk’s Report
The Clerk reported that the fair had been popular with residents and that an additional separate charge had been made for electricity used.
42. Correspondence to be noted and resolved upon
Members had received a copy of the correspondence prior to the meeting.

43. Council Finances
a) Income & Expenditure by Cost Centre
b) Accounts to be paid
A discussion took place regarding various items of expenditure. It was noted that The Library had not applied for their grant yet. The digital Council project had stalled due to issues with the supplier but it is hoped this will proceed in the future.
Councillors were reminded by Cllr Yarham that purchases by committees were allowed between £500 and £5,000 and that this had been agreed in a Finance and Personnel meeting then ratified by Council in July 2020.
Cllr Neilson left the meeting.
Cllr Yarham proposed that Council should pay its bills and Cllr Miss Moran seconded this. It was requested that the individual votes cast be recorded.
Cllr Broughton and Cllr Miss Collins voted against this. Cllr Lester and Cllr Mrs Redshaw abstained. Cllr Yarham, Cllr Miss Moran, Cllr Hembrow, Cllr Davis, Cllr Shelton, Cllr Dolan, Cllr Brookes and Cllr Mrs Sked voted in favour.
It was therefore RESOLVED that the Council should pay its bills.
44. Motion to ratify the Amendment of the Section 106 Agreement to transfer land S13/2776 from Persimmon Homes to Market Deeping Town Council and accept the Commuted Sum Agreement for its management and maintenance.
An amendment to Section 106 Agreement dated 6.1.2011 has been offered to Market Deeping Town Council in exchange for the commuted sum of £310,955.06. The Council will take responsibility for open spaces and play areas and there will be 5 categories for ongoing maintenance which are shrubs, grass, trees, play area and fencing. Cllr Shelton stated that prior to hand over he would ensure that all remedial work be carried out and that it would be in prestige condition. Cllr Broughton and Cllr Dolan agreed to walk the area to determine the extent of the land which will need to be maintained. There will need to be a strict schedule of repairs and maintenance. The money will be discussed at an Amenities and Open Spaces meeting then ratified at Full Council.
Councillor Shelton proposed and Cllr Broughton seconded that the Council’s solicitors should be instructed to proceed with the transfer of the land to the Council. It was RESOLVED unanimously to proceed with the transfer.
45. For members to consider Interactive speed camera provision
Cllr Davis sought agreement of members to agree to the purchase of 2 interactive speed signs at a cost of £5628 inc. VAT. There are funds available of £6,000 within the budget and Ear Marked Reserves. Advice has been sought from Lincolnshire County Council and the Council wish to use their preferred supplier. The cameras will be able to be moved and will collect data to provide a targeted response where necessary. We need to check whether planning permission is needed.
Cllr Davis proposed and Cllr Broughton seconded and it was unanimously RESOLVED to proceed with the purchase of the speed devices.
46. For members to consider future provision of dog warden patrols.
The agreement for SKDC to carry out dog patrols will cease at the end of July. A discussion took place regarding the effectiveness of the patrols and it was felt that the patrols should not continue.
Cllr Miss Collins proposed that the patrols should cease and this was seconded by Councillor Broughton. It was RESOLVED unanimously to cease the dog patrols.
There being no other business Cllr Yarham thanked all members for attending and declared the meeting closed at 8:50 pm. The next scheduled meeting of the Full Council will be held on Wednesday 8th September 2021 at 7.30 in the Deeping’s Community Centre.
