Minutes of the meeting of Market Deeping Town Council’s Town Hall and Cemetery Committee held on Wednesday 17th November 2021 at 7.30 pm at the Town Hall, Market Deeping.

Cllr Miss Moran presided over Cllr Hembrow, Cllr Shelton, Cllr Mrs Redshaw.  The Town Clerk and Deputy Clerk were also in attendance. 

47. Chairman’s Welcome

Cllr Miss Moran welcomed members to the meeting.   

48. Apologies for absence

Apologies for absence had been received from Cllr Mrs Sked, Cllr Broughton and Cllr Dolan.

49. To receive declarations of interest under the Localism Act 2011

There were no declarations of interest.

50. Minutes from meeting held on Wednesday 15th September 2021

It was proposed by Cllr Miss Moran, seconded by Cllr Hembrow and RESOLVED unanimously to accept the minutes of the previous meeting as a true and accurate record.   

51. Clerk’s report

The Clerk informed the members of the following:

Cemetery

Since the last meeting there had been 2 interment of cremated remains, 2 burials and 1 scattering of ashes.

Town Hall

There were no issues to report concerning the Town Hall. 

52. Update on work activity taking place in the cemeteries (old & new) 

  • The spinney and cemetery had been cleared of fallen branches following the recent storm.
  • Two grave stones had become unstable due to falling branches, these had been made safe and the owners had been notified and were very grateful for the swift action taken. 
  • The gravel for the cemetery was expected September or October and is still yet to be laid, the park keepers are following this up.
  • Winter flowers have now been planted in the cemetery.

There were no other issues to report.

Request to place a bench in the cemetery.

Members agreed the request and confirmed that they would like the bench to be the same as the existing ones located in the Sanctum area.

54. Finances: Omega reports: Review of budget/expenditure/income

The deputy clerk had presented a copy of the Omega report to all members prior to the meeting.  Cllr Miss Moran asked if there were any questions and there were none.

55. Consideration and Planning for Precept 2022/2023

Cllr Hembrow suggested increasing the budget for building maintenance to cover future repairs to the Town Hall.  It was agreed to keep the precept figures the same as last year.  Councillor Miss Moran advised that, if necessary, she would transfer some of the Town Hall and Cemetery funding, where possible, to other committee’s if it is required in the financial year 2022/2023. 
  
Cllr Miss Moran requested the following to be transferred to EMR 324- Town Hall:

Building maintenance £3,000
Repairs £1,000
And Mayoral Chains £1,000

The other figures for the Town Hall precept and the Cemetery precept were accepted.

56. For members to consider implementing a five-year plan for expenditure 

The Committee agreed on the following aspirations: -

  • To seek additional cemetery land
  • Consider a woodland burial site
  • CCTV in the cemetery

57. Chairman’s Town Hall Report

There was nothing to report and any issues would be covered under the next agenda item. 

58. For members to consider the Town Hall refurbishment.

It was agreed that Cllr Hembrow would work with the Clerks to produce a planning application for all urgent refurbishment work that was highlighted in the surveyor’s report last year.  Due to the cost of scaffolding it was agreed that all work requiring scaffolding should be done at the same time to reduce costs.

59. Chairman’s Cemetery Report 

Cllr Miss Moran had recently visited the cemetery with the Clerk and Deputy Clerk.  The cemetery had been cleared of any fallen branches and was looking lovely and tidy.  A volunteer group had contacted Cllr Miss Moran asking for wood chippings and a few logs for the nettled area to encourage insect and butterflies.  The Clerks were asked to follow this up.  

60. For members to consider and agree the quote for the spinney gate 

The committee considered the quote and agreed that it was too expensive.  It was RESOLVED to monitor the area and review it again in 6 month’s time. 

61. For members to review and agree the fees for the Sanctum Panorama 

It was RESOLVED to agree the fees outlined below. 

10 years lease to include tablet, 80 letters and first placement of cremated remains

There were none.

Cllr Miss Moran then thanked everyone for their attendance and closed the meeting at 8.54 pm. The next meeting of the Town Hall and Cemetery Committee will be held on Wednesday 19 January 2021.
