TOWN HALL AND CEMETERY COMMITTEE
Minutes of the meeting of Market Deeping Town Council’s Town Hall and Cemetery Committee held on Wednesday 15th September 2021 at 7.30 pm at the Town Hall, Market Deeping. Cllr Miss Moran presided over Cllr Hembrow, Cllr Shelton, Cllr Mrs Sked. The Town Clerk and Deputy Clerk were also in attendance.
30. Chairman’s Welcome
Cllr Miss Moran welcomed members to the meeting.
31. Apologies for absence
Apologies for absence had been received from Cllr Mrs Redshaw, Cllr Dolan and Cllr Broughton.
32. To receive declarations of interest under the Localism Act 2011
There were no declarations of interest.
33. Minutes from meeting held on Wednesday 21st July 2021
It was proposed by Cllr Miss Moran, seconded by Cllr Shelton and RESOLVED unanimously to accept the minutes of the previous meeting as a true and accurate record.
34. Clerk’s report
The Clerk informed the members of the following:
Cemetery
Since the last meeting there had been 1 interment of cremated remains, 1 burial and 2 scattering of ashes.
Town Hall
Committee meetings had now commenced in the Town Hall.
35. Update on work activity taking place in the cemeteries (old & new) via a verbal update from the park keeper and cemetery keeper
•The spinney and cemetery lawns are receiving regular mowing;
•The gravel for the cemetery is expected September or October;
•A ton of top soil had been ordered to level off dips in the cemetery which will be followed by grass seeding.
There were no other issues to report.

Consider if measures should be introduced to prevent dog walkers from entering the Cemetery and Spinney during dark hours. |
Members agreed that having previously looked at other preventive measures, consideration to install a gate at the entrance to the Spinney from the Paddock should be explored. Cllr Hembrow agreed to see if this is a viable option, and if so, will obtain quotes. |

Request to consider installing a lift in the Town Hall to replace the stair lift |
Members considered this request but due to the fact that the stair lift is still operational, it was considered unnecessary. |
37. Finances: Omega reports: Review of budget/expenditure/income
The deputy clerk had presented a copy of the Omega report to all members prior to the meeting. Cllr Miss Moran asked if there were any questions and there were none.
38. Consideration and Planning for Precept 2022/2023
It was agreed members would consider the precept in preparation for the next meeting.
39. Chairman’s Town Hall Report
Cllr Miss Moran requested an agenda item to discuss the Town Hall refurbishment at the November meeting.
40. For members to review the Town Council’s Hire of Chambers Policy
It was proposed by Cllr Miss Moran, seconded by Cllr Sked and agreed unanimously to continue with the current policy.
41. For members to review the Town Council’s Hire of Chambers Fee Schedule
It was proposed by Cllr Miss Moran, seconded by Cllr Sked and agreed unanimously to continue with the current fee schedule.
42. Chairman’s Cemetery Report
Cllr Miss Moran reported that the Sanctum area is looking very nice, the benches had been installed and the plants are in full bloom and complement the area. Cllr Miss Moran would like the benches to remain natural. It was agreed that residents could purchase the benches but would remain in situ.
43. For member to approve amendments to the Sanctum Lease Application Form
The committee considered and approved the application form but agreed that it would need to be modified to reflect any changes of fees and lease periods which was to be reviewed at the next item on the agenda.
44. For members to review the fees for the Sanctum Panorama
The Committee discussed the fees at length and the general view was that the fees were too costly and the lease periods needed to be reviewed. It was agreed to refer this to the November meeting.
45. For members to approve amendments to the Cemetery Policy
The Committee received a copy of the amended Cemetery Policy prior to the meeting. The amendments had incorporated a Sanctum section, and an update to more clearly outline the permitted memorials within each section of the cemetery. It was proposed by Cllr Shelton, seconded by Cllr Moran and RESOLVED unanimously to approve the policy.
46. For members to review the Memorial Rose Garden Policy
The Committee agreed to continue with the current policy.
Cllr Miss Moran then thanked everyone for their attendance and closed the meeting at 8.40 pm. The next meeting of the Town Hall and Cemetery Committee will be held on Wednesday 17 November 2021.
