TOWN HALL AND CEMETERY COMMITTEE

Minutes of the meeting of Market Deeping Town Council’s Town Hall and Cemetery Committee held on Wednesday 21st July 2021 at 7.00 pm at the Cemetery, Market Deeping.  Cllr Miss Moran presided over Cllr Mrs Redshaw, Cllr Mrs Sked, Cllr Broughton, Cllr Miss Collins. The Deputy Clerk, Town Clerk, Parkkeepers and Cemetery keeper were also in attendance. 

16. Chairman’s Welcome

Cllr Miss Moran welcomed members to the meeting and invited the Cemetery Keeper to brief the committee on the work that he had been doing.  The cemetery keeper reported that it is currently taking 12 hours to mow and trim the edges around the memorials but it is being kept nice and tidy.   

17. Apologies for absence

Apologies for absence had been received from Cllr Yarham, Cllr Hembrow, Cllr Shelton and Cllr Dolan.

18. To receive declarations of interest under the Localism Act 2011

There were no declarations of interest.

19. Minutes from meeting held on Wednesday 19th May 2021

It was proposed by Cllr Miss Moran and seconded by Cllr Mrs Sked to accept the minutes of the previous meeting as a true and accurate record. 

20. Clerk’s report

The Clerk informed the members of the following:

Cemetery

  • Since the last meeting there had been 3 interment of cremated remains, 2 burials and 1 scattering of ashes.
  • The sample plaque had arrived and was installed on the Sanctum Panorama
  • The 3 benches for the Sanctum area had been ordered as instructed

Town Hall

There was nothing to report concerning the Town Hall.

21. Update on work activity taking place in the cemeteries (old & new) via a verbal update from the park keeper and cemetery keeper

  • The spinney and cemetery lawns are receiving regular mowing
  • Cemetery planters are full of flowers

Concerns regarding anti-social behaviour in the cemetery.  Cllr Moran had discussed the matter with the resident.

Cemetery of the Year Awards 2021.  Deadline 31 July 2021

It was agreed to enter the awards.  Cllr Miss Moran would submit the Council’s entry form.

Family would like permission to release 5 balloons at the burial of their baby’s funeral.

It was proposed by Cllr Broughton and seconded by Cllr Miss Moran and RESOLVED unanimously to approve this request on the basis that biodegradable balloons are used

Family would like to inter cremated remains with his mother and father who are buried in the old cemetery.  The son only recently moved out of Market Deeping having lived here all his life.  Would the committee consider waiving the triple fees.

It was proposed by Cllr Miss Moran and seconded by Cllr Yarham and RESOLVED unanimously to permit this request and waiver the triple fee.

Family would like permission to reserve two grave spaces either side of their baby.

It was proposed by Cllr Mrs Sked and seconded by Cllr Miss Moran and RESOLVED unanimously to approve this request.

23. Finances: Omega reports: Review of budget/expenditure/income

The deputy clerk had presented a copy of the Omega report to all members prior to the meeting.  Cllr Miss Moran asked if there were any questions and there were none.

24. Chairman’s Town Hall Report

Cllr Miss Moran informed the committee that there are currently no contractors available to carry out the work at the Town Hall.  Cllr Mrs Redshaw suggested that the committee could approach Stamford and Bourne Town Councils to enquire who they use for building renovations.  Cllr Miss Moran confirmed that she would contact the councils.  There was nothing further to report concerning the Town Hall.

25. Chairman’s Cemetery Report

Cllr Miss Moran had visited the cemetery and reported that the new and old cemeteries and the Spinney were looking tidy with no unwarranted additional items placed in the Spinney.  The cemetery keeper is currently mowing every other week but will move to weekly as we are now at the height of the growing season.  

26. Annual inspection of the Cemetery, Spinney and Sanctum 

Cllr Miss Moran reported that the cemetery always looks lovely and well-kept and is a nice place for people to reflect.

27. For members to consider reports of anti-social behaviour in and around the cemetery 

Cllr Miss Moran reported that she had spoken to the resident who had raised concerns about anti-social behaviour and although CCTV cameras had been considered an option it was agreed that it would be too costly to install cameras in the cemetery. 

28.  For member to consider replacing the noticeboard at the cemetery 

It was proposed by Cllr Miss Moran and seconded by Cllr Mrs Sked and RESOLVED unanimously to repair the noticeboard.  Cllr Broughton kindly agreed to carry out the work necessary and to provide the glass that was required to bring the noticeboard up to standard.

29. For members to consider and discuss any points raised in the open session

There were none. 

Cllr Miss Moran then thanked everyone for their attendance and closed the meeting at 7.30 pm. The next meeting of the Town Hall and Cemetery Committee will be held on Wednesday 15 September 2021.
