Market Deeping Town Council – Amenities and Open Spaces Committee

Minutes of a meeting held on Wednesday 13 September 2023 at 7.00 pm in the Town Hall Chambers, Market Deeping.  Cllr. Broughton presided over Cllr. Miss. Collins, Cllr. Hughes, Cllr Mrs Jones, Cllr Hanson and Cllr. Shelton, also present was the Clerk.  

33.  Chairman’s Welcome and Introductions

Cllr. Broughton welcomed members to the meeting at 7.00 pm.

34.  To note apologies and accept valid reason for Absence

Apologies were received and accepted for Cllr. Mrs. Sked and Cllr Ms Reed.

35.   Declarations of Interest under the Localism Act 2011 

Cllr. Broughton signed the Declarations of Interest Book – Agenda item 9 

36.  Minutes of a previous AOS meeting held on the 19 July 2023

It was RESOLVED unanimously to accept the minutes of the meeting as a true and accurate record of the meeting.  The Chairman signed the minutes.   

37.  Clerk’s report and update on work of the parkkeepers

Members had received a copy of the report prior to the meeting.

Clerk’s and Park keeper’s report 13 September 2023

John Eve field

  • As this is growing season the Park Keepers are busy maintaining our green spaces.
  • Maintenance work and resurfacing has been carried out on the BMX track.
  • RoSPA have carried out their annual report and the Park keepers will undertake any remedial work required.  
  • The area under the basket swing has been recarpeted.  This is a new type of surfacing which is being trialled as it is cheaper and comes with a 10-year guarantee.

It was RESOLVED to obtain a quote for carpet resurfacing under the tea cup.

  • Work will be carried out by Wicksteed this week to install new play equipment on John Eve field.
  • The fencing will also be extended to accommodate new play equipment and provide a larger area in which smaller children can play.
  • A bench has been removed from the Welland park by the park keepers

Town centre

  • A new time controller has been ordered from the specialist clock repairer who manufactured and installed the clock in the Market Place. Unfortunately, it will no longer be radio controlled as these are deemed to be too unreliable and are no longer manufactured.
  • The hanging baskets and planters are all still looking beautiful.

Clerk’s report

  • The Clerk had a meeting with Lincolnshire Police regarding the council’s Premises Licence.  The advice given was that the Council shouldn’t have its own licence as it is such a lengthy and cumbersome process.  MDTC can still let people use the field and work is being carried out on a new field hire document.
  • Photographs of the Town Centre, John Eve field, The Cemetery, The Paddock and The Spinney have been submitted to SKDC to be entered into their Urban Spaces Award.
  • A quote has been requested for a tow bar, reversing camera and orange light for the ISUZU truck

This was discussed and it was RESOLVED unanimously to obtain another quote for the tow-bar and that the towbar, reversing camera and amber beacon should be fitted to the truck.

39.  Omega reports: Review of performance to date, budget/expenditure/income

The Clerk had provided members with a report prior to the meeting.  Cllr. Broughton asked the Clerk to present the information.  Information was presented and members were asked if they had any questions.  There were none. 

40. For members to receive an update and consider the next phase of play equipment at John Eve field 

The Clerk explained that an application for funding for additional play equipment in the newly extended area at John Eve Park was planned.  It is hoped to make it wheel chair accessible.  Councillors were asked to consider any suggestions for equipment.

41.  For members to receive an update on the BMX Track.

The new BMX track is looking wonderful and the grass has been cut today.  A request has been made from a club to use it which will be considered by a meeting of the full Council.

42.  For members to receive a premises Licence and new event application process update

The Clerk explained that after a meeting with Lincolnshire police it had been decided that a premise licence was not the best option for John Eve/Glebe Field and High Street.  It was felt that as this would require MDTC to submit paperwork to the Police 3 months in advance and set up MoU’s with the organisers this would remove any spontaneity.  The Clerks are looking at a new application process for hiring the field and lessons have been learnt regarding areas of due diligence.

A TENS licence has been applied for from SKDC in respect of the Christmas Market stage.

43. For members to consider and discuss any points raised in the Open session

44. To consider items for inclusion on the agenda for the next meeting of Amenities and Open spaces committee, to be held on Wednesday 8 November 2023 at 7.18 pm.     The Chairman asked members to submit items to the Clerk ahead of the next meeting.
