Market Deeping Town Council – Amenities and Open Spaces Committee

Minutes of a meeting held on Wednesday 19th July 2023 at 6.45pm At the John Eve Field, Market Deeping.

Cllr. Broughton presided over Cllr. Mrs. Sked, Cllr. Miss. Collins, Cllr. Hughes and Cllr. Shelton, also present were; Cllr. Ms. Reed, Park Keepers and the Clerk.  

20.  Chairman’s Welcome and Introductions

Cllr. Broughton welcomed members to the meeting at 6.45 pm.

21.  To note apologies and accept valid reason for Absence

Apologies were received and accepted for Cllr. Mrs. Jones.

22.   Declarations of Interest under the Localism Act 2011 

Cllr. Broughton signed the Declarations of Interest Book – Agenda item 9 

23.  Minutes of a previous AOS meeting held on the 31st May 2023

It was RESOLVED unanimously to accept the minutes of the meeting as a true and accurate record of the meeting.  The Chairman signed the minutes.   

24.  Clerk’s report and update on work of the parkkeepers

Members had received a copy of the report prior to the meeting.

Clerk’s and Park keeper’s report 19th July 2023

John Eve field

  • Groundwork repairs have been made to areas of the John Eve play area.
  • Currently researching a supplier for Dolomite Dust, or alternative product for use on the BMX track.
  • Engaged with the fair to test out a new process for the hiring out of the John Eve Field.

Town Centre

  • Hanging baskets and troughs have been installed in the town.

Clerk’s report

  • Currently researching possible sources of funding and application processes
  • Currently researching Community in Bloom award and Urban Space awards.

Deepings Raft Race Committee

Email:  Request to erect a banner on the J.E Field and on the Town Hall to promote the raft race, who will be raising funds for several charities.

Email:  Informing that a visit by RoSPA will take place in August 2023, costs will be £75 for the BMX Track and £75 for the inspection of the J.E Field.  The email also made an offer to draft a weekly checklist which will cost £30 plus VAT.

The email also advised that they charge an initial set up fee to inspect up to 5 items, costs are for Town Council £75 plus VAT per play area, and if we wish to accompany an inspector there is an additional charge of £42 plus VAT

Members RESOLVED to the cost of the RoSPA inspections.

Pinders Circus

12th June 2023

Email:  Requesting to return to Market Deeping for the Circus performance, dates are Monday 25th March until Monday 1st April, with performance dates commencing Thursday 28th March 2024, shows on Thursday and Friday will commence at 4.30pm and all shows will be finished by 8.30pm latest.

Members RESOLVED and gave permission for the Circus to attend on the dates requested in 2024

26.  Omega reports: Review of performance to date, budget/expenditure/income

The Clerk had provided members with a report prior to the meeting.  Cllr. Broughton asked the Clerk to present the information.  Information was presented and members were asked if they had any questions.  There were none. 

27. Woodland Trust:  Offer of Urban trees, members to consider the offer

Members discussed and RESOLVED to accept the offer from the Woodland Trust for trees, which will consist of 15 trees mixture of Crab apple, Rowan and Hazel. 

28.  New play equipment for the John Eve Field – Update   

Circulated ahead of the meeting to members were the plans for the new play equipment. 

Provisionally, the timelines for the extension of the existing children’s play area and new equipment are, end of July for the manufacture of the hooped fencing, then installation.  Early September for the manufacture of the new play equipment, with installation expected around the middle of September 2023.  

Members discussed extending the new area by a further 8 meters to square it off which will then provide an extended and safe area for children to play.  Members RESOLVED to extend the area, Cllr. Broughton abstained.    The area has been measured and a quote is due to arrive by the end of the week.    

29.  For members to consider trialling a new surface material in the children’s play area

Damage has occurred to several areas under the children’s play equipment with surfaces made from wet pour.  Some of the areas have had repairs to the wet pour.  Members were shown a new play surface material known as Green Carpet, the material is less expensive than wet pour and has an eight-year guarantee.  Members discussed and RESOLVED for the area under the basket swing to have the Green Carpet installed.  

30.  Premises Licence – Update

The Clerk updated members and advised the following; currently waiting feedback from key stakeholders who will assess the council’s variation to its Premises Licence and new application.  That following changes to legislation on April 2022, there is a new process.  The councils licencing activities remain broadly the same with the addition of plays, films and indoor sporting events (in a Marquee).  The council will continue not to have a licence to sell alcohol and no adult entertainment.    

31. For members to consider and discuss any points raised in the Open session

32. To consider items for inclusion on the agenda for the next meeting of Amenities and Open spaces committee, to be held on Wednesday 13th September 2023 at 7.00pm.     The Chairman asked members to submit items to the clerk ahead of the next meeting.
