Market Deeping Town Council - Amenities and Open Spaces Committee

Minutes of a meeting held on Wednesday 11 January 2023 at 7.00pm at the Town Hall, Market Deeping.

Cllr Broughton presided over Cllr Mrs Redshaw, Cllr Mrs Jones, Cllr Brookes and Cllr Shelton. The Clerk was also in attendance.

52.   Chairman’s Welcome

Cllr Broughton welcomed members to the meeting at 7.00 pm.  

53.   Apologies for absence 

There were no apologies for absence.

54.   Declarations of Interest under the Localism Act 2011   

There were no declarations of interest.

55.   Minutes of a meeting held on 9 November 2022

It was RESOLVED unanimously to accept the minutes of the meeting as a true and accurate record of the meeting. The Chairman signed the minutes.

56.   Clerk’s Report and update on work of parkkeepers

Members had received a copy of the report prior to the meeting.

Clerk’s and Park keeper’s report 11 January 2023

John Eve field

 

  • Repairs have been made to the Fly mobile and swings by the park keepers

 

  • The Dizzy will be repaired once the weather improves

 

  • A new electric roller shutter has been fitted to the public toilets

 

  • Treescape have concluded that insufficient numbers of trees were lost due to the unusually hot summer, so they will not be replaced.

 

  • The BMX track surface will be re-laid in the next couple of months

 

  • The Park keepers and Bob have sourced a Christmas tree for 2023

 

Town centre

 

  • The Christmas tree was removed on 8.1.23 and the lamp post lights 11.1.23 follow shortly.

 

Clerk’s report

  • The Clerk has prepared a new sign for John Eve field stating that there is to be no metal detecting

Stump Grinding in cemetery

It was RESOLVED to accept the quote for stump grinding in the cemetery.  The money will be allocated from the Cemetery budget.

58.   Omega reports: Review of performance to date, budget/expenditure/income

The Clerk had provided members with a report prior to the meeting. Cllr Broughton asked members if there were any comments on the Omega report, and there were none.

58.    For members to consider the allocation of EMR to Precept for 2023/24.

It was RESOLVED to allocate the following EMRs to the budget for 2023/24

EMR 324 -AOS contingency £4,000
EMR 338 – Play equipment/tractor repairs £8,500 
EMR 343 – Grounds maintenance AOS £5,000
EMR 344 – Supplies AOS £7,500
EMR 345 – BMX track - £5,500

59.    For members to consider an information lectern to be situated at Cardyke

Cllr Mrs Redshaw stated that Cardyke is Lincolnshire’s only monument.  It was RESOLVED that Cllr Mrs Redshaw will liaise with Lincolnshire heritage group to produce a map and that the Council will then fund a suitable information lectern at a cost of up to £1,000.

60.    For members to consider updating the play equipment at John Eve Park

A discussion took place regarding the play equipment at John Eve Park.  It was RESOLVED that the Clerks and Park Keepers should carry out some research in to accessible and possibly sensory play equipment to enhance the play facilities at the park, with a provisional budget of up to £20,000.

61.    For members to consider Christmas light provision  

A discussion took place regarding Christmas lights.  The Clerk had obtained a quote from the existing tree and light provider who have quoted to refurbish and replace existing bulbs at a cost of £4865 + VAT for the years 2023 – 2027.  It was RESOLVED to accept this quotation.

62. For members to consider and discuss any points raised in the Open Session

There were none.

62.    To consider items for inclusion on the agenda for the next meeting of Amenities and Open spaces committee, to be held at Town Hall Chambers on Wednesday 8 March at 7:00pm.

•    Extra dog excrement bin to be placed near Tattershall/Stamford Road area

There being no other business, Cllr Broughton thanked everybody for their attendance and closed the meeting at 7.25 pm.
