Market Deeping Town Council – Planning and Highways Committee
 
Minutes of a meeting of Market Deeping Town Council’s Planning and Highways Committee held on Wednesday 3 September 2025 at 7.00 pm.  Cllr Dr Byrd presided over Cllr Mrs Jones, Cllr Hughes, Cllr Neilson, Cllr Piper and Cllr Mrs Steel.  The Deputy Clerk was in attendance.   
 
At 7.00pm Cllr Dr Byrd welcomed everyone to the meeting and held a minute silence for Cllr Xan Collins who sadly passed away this morning.   
 
Cllr Dr Byrd welcomed the three residents to the meeting and invited them to address the committee.  
 
The first resident was concerned about the number of barbers that are now in the centre of Market Deeping.  The Committee noted the resident’s concerns and would discuss the matter later in the meeting.   The resident was informed that if there is a change of use and a licence is required this would be managed by the district council not the town council.  
 
The second point that the first resident was concerned about was the proposal to build 1800 houses in the Deepings.  If approved, the resident was very concerned about the impact this would have on Deepings already strained infrastructure.  Cllr Dr Byrd informed that the Town Council had responded to South Kesteven District Council’s consultation regarding the draft Local Plan regulation 18.  The Town Council had objected to all possible development sites in the Deepings due to a number of issues for example access to the health centre, road infrastructure, amenities and leisure facilities just to name a few.     
 
The second and third residents were concerned about the number of road accidents that had taken place near the mini roundabout as vehicles exit from the petrol station on to Godsey Lane.  The land on the right-hand side is overgrown and visibility to motorists is poor, the speed of the traffic travelling on Godsey Lane was also a concern.
 
Cllr Hughes as member of the public reported that a lady had tripped up outside a property on the High Street due to overgrown weeds overhanging the path.  Cllr Dr Byrd informed that the resident should report this on Fixmystreet.  
 
Cllr Dr Byrd thanked the members of the public for their attendance.

It was RESOLVED unanimously to accept the minutes of the Planning and Highways Committee meeting held on 2 July 2025 as a true and accurate record.  The Chairman signed the minutes. 
 
37.   Clerk’s Report
 

 

Comments

03.07.25 The Town Centre clock order has been paused due to enquiries regarding planning permission.  Cllr Dr Byrd and the Deputy Clerk had a discussion with the planning officer on 28 July who informed that as the new clock is 4500mm a planning application would be required.  The previous clock was 4000mm and would be allowed under permitted development.  A planning application has been submitted to SKDC. 

The Committee noted.

Cllr Neilson has walked footpath 7 and kindly took some photos.  During his walk it became apparent that some of the stiles were difficult to navigate due to overgrown shrubbery.  The Deputy Clerk has reported this to LCC.

14.07.25 – Update regarding the no parking signs in the Market Place.  An LCC enforcement officer called informing that to remove the signs stating no parking on a Saturday in the car park would require the support of the county councillor for Market Deeping who would be required to submit the request to LCC.  The signs are under a legal traffic order and this could take up to 2 years to lift the Order if it has the support of the county councillor and LCC.  The enforcement officer also informed that these signs are in place and valid and therefore vehicles parked in this area on a Saturday morning could be subject to a parking ticket.

It was RESOLVED unanimously to proceed with the request to the county councillor and LCC Highways asking if they would consider supporting the removal of the signs. 

The bus shelters are being cleaned every 8 weeks.  The Clerk met the contractor  and reassured him that they looked good and that as they hadn’t been cleaned for a while they would get better after each clean. 

The Committee noted.

MDTC’s response to SKDC Planning Policy Consultations – Local Plan Review – Regulation 18 proposed housing and mixed-use site allocations has been sent on 27 August via email and post.  An acknowledgement has been received from SKDC.

The Committee noted.  A copy of the response is located on the Town Council’s noticeboard and will be added to the Council’s website.

 
Cllr Dr Byrd reported that she had met and is assisting residents with regards to a retrospective planning application and hopes a solution to the various enforcement issues will be resolved.

a) Omega Report: Review of performance to date, budget/expenditure/income
The Clerk had provided members with a report prior to the meeting.    Cllr Dr Byrd asked members if there were any comments on the omega report and there were none.  
 
Cllr Dr Byrd informed that as there had been no issues with the grass cutting company this year asked if the committee would consider using the same company for 2026/27.  It was RESOLVED unanimously to continue with the same grass cutting company for 2026/2027.
 
Cllr Neilson left the meeting at 7.55.

12.06.23 LCC informed that a written forward planning brief for the parking restrictions to be reviewed outside the post office and around the junction had been sent to the county councillor for approval.  Once approved it can be submitted to be included on the programme of works.  As it is a substantial programme they cannot provide a timeframe at present.

Stamford Road – Cllrs request for double yellow lines to be installed outside the two new houses due to the narrowness of the road.  The yellow lines would not be installed outside existing properties.

Bend on Northfield Road into Blenheim Way. 

 

 

06.09.23 P&H Cttee requested this be listed on the Highways report for monitoring.  The Committee have raised this as an area of concern with LCC on previous occasions.

02.02.24 – Two road incidents took place on Friday 2 February 2024.  A business in the area has copied in LCC, Police, Lincs Road Safety Partnership and the district councillor.

Earlier in the year a tree fell across Stamford Road due to strong winds.  The tree was removed from the road and laid on the verge, there are still a lot of chopped branches on the verge which needs clearing.

44. For members to receive an update regarding speed devices (PB) 
Members had received, prior to the meeting, a briefing note following a meeting which had taken place between Lincolnshire Highways, Deeping St James Parish Council and Cllr Dr Byrd.  The briefing note outlined the preferred supplier of solar speed indicator devices (SIDs) which would cost £8820.00 including VAT for three devices. The Deputy Clerk had contacted other suppliers and the preferred supplier identified by LCC and the committee deemed to be the best suited.  As the (SIDs) are heavy they require a separate post which will be installed by Lincolnshire County Council at a cost of £300 per post.  The Highways Officer had identified three locations where the SIDs could be installed: -
 
• Replace the existing device on Stamford Road with a solar speed indicator and move the existing indicator to an appropriate place on Godsey Lane.
• Peterborough Road coming in from Bourne, location just inside the 30mph speed limit, just prior to the Towngate East/West junction.           
• Towngate East – there is a good location almost opposite Blenheim Way.
 
It was RESOLVED unanimously to purchase 3 new solar speed indicator devices from the preferred supplier at £8820 including VAT and the three supporting posts at £300 each and install the devices at the locations suggested by the Highways Officer.  This would be ratified at the next Full Council meeting.
 
 
Conservation Area
 
45. For members to review any issues relating to the Conservation area
Cllr Dr Byrd reported that a couple of cars had been parking partly on the pavement close to the Church Street pedestrian crossing.
 
46. For members to review any matters arising from the public session
Increase in barbers in the Deepings – the committee had noted the concerns of the resident and it was agreed that members would carry out some research to consider the government and crime agency views on this matter. 
 
Godsey Lane Accidents - It was agreed that once the new solar speed indicator devices had been received and installed, the existing speed devices would be relocated on Godsey Lane.  Cllr Dr Byrd would carry out a site visit to check the road markings are clear and signage is sufficient at the mini roundabout on Godsey Lane’s exit/entrance into the petrol station.  The exit from the petrol station is visibly impaired by trees and shrubbery.  It was agreed that contact should be made with the owner to request if they would consider trimming the trees and shrubbery back.
