   Market Deeping Town Council – Planning and Highways Committee
 
Minutes of a meeting of Market Deeping Town Council’s Planning and Highways Committee held on Wednesday 5 November 2025 at 7.00 pm.  Cllr Dr Byrd presided over Cllr Mrs Jones, Cllr Hughes, Cllr Neilson and Cllr Mrs Steel.  The Deputy Clerk was in attendance.   
 
62. Chairman’s Welcome
The Chairman welcomed everyone to the meeting at 7.00pm.   
 
63.   Apologies for Absences
Apologies of absence was received from Cllr Wey prior to the meeting.

65.  Minutes from the Planning and Highways Committee meeting dated 1 October 2025  
It was RESOLVED unanimously to accept the minutes of the Planning and Highways Committee meeting held on 1 October 2025 as a true and accurate record.  The Chairman signed the minutes. 
 
66.   Clerk’s Report

 

Comments

The Town Centre clock order has been paused until planning permission has been received.  A planning application was submitted to SKDC on 20 August 2025 and consultation is taking place.  Determination deadline is 26 November 2025. 

Cllr Dr Byrd and Cllr Mrs Jones met with the Principal Highways Officer from LCC and he confirmed that no work permit is required as it is simply removing the existing post and installing the new clock.    

Cllr Dr Byrd asked if it would be likely that the new clock would be installed prior to Carols around the tree which is taking place on Thursday 18 December.

The Deputy Clerk informed that as soon as planning permission is confirmed the company supplying the clock will commence building it, but unfortunately there is no guarantee it would be installed by 18 December.   

Three interactive speed devices have been received and highways have ordered the posts.  Lincolnshire has informed that as they are classed as a non-urgent job the contractor has up to 80 days to install.

The Committee noted.

A response has been received from New River Retail who has confirmed that the ownership of the overgrown land off Godsey Lane is owned by the same people who own the shopping centre.  Cllr Mrs Jones will be meeting with a representative of the shopping centre and will raise the issue of overgrown land at that meeting. 

Cllr Mrs Jones informed that she had met with a representative from the land owner who agreed to raise the issue with the appropriate team.  Cllr Mrs Jones was hopeful that they would carry out maintenance work to ensure the visibility is clearer for motorists and pedestrians.

Resident requesting yellow lines on the blind corner of Godsey Crescent from number 58 to number 68 and to allocate some residents parking spaces on the middle green.   The resident has contacted LCC who directed her to the Town Council. 

14.10.25 Deputy Clerk informed the resident that her request would be discussed at the next P&H Committee to establish if they could support the request.  The resident was informed that the process and consultation to install yellow lines is the responsibility of Lincolnshire County Council and ultimately their decision.  

05.11.25 The Committee considered this request and agreed that a Highways Officer should be invited to visit the area to see if any parking improvements could be made to ensure vehicle access around Godsey Crescent.

P&H Committee to monitor.

The illuminated signage and barber’s pole had been removed.  A portable sign has been placed on the pavement which could cause obstruction.

05.02.25 Cllr Byrd informed that lights had been installed on the wall outside the building overlooking the parking area.  Clarification should be sought to ensure that permission has been granted by SKDC.

20.02.25 – Email has been sent to SKDC planning to clarify if permission has been granted regarding the lights.

26.2.25 – response received from SKDC planning officer. No further applications received since the previous refused application.  If you have concern’s that unauthorised works carried out, please refer to the Planning Enforcement.

P&H Committee requested that Enforcement is contacted to clarify.

22.04.25 – SKDC’s response: -

These lights were already in place.  The light units were replaced as they were in a state of disrepair.  Therefore, the lights do not require planning permission.  Further, EHS has assessed these lights and they were deemed to be acceptable. 

07.05.25 – Cllr Mrs Steel to investigate how long the lights have been in place.

Clerk to provide Cllr Dr Byrd with copies of the photos and SKDC’s response and she will investigate further with SKDC’s planning team.

02.07.25 – Cllr Dr Byrd reviewing photographs and if necessary, discuss with SKDC’s planning team.

03.09.25 – Cllr Dr Byrd will visit the location in the evening to see how bright the lights are and if there is an impact to neighbouring properties.

01.10.25 Cllr Mrs Jones requested the Deputy Clerk to contact SKDC to enquire why these garages had been removed from the plans.  

29.10.25 SKDC informed that they had not been given justification for the amendment to the scheme but they are still required to make a judgement as to whether it alters the overall nature of the development.  On this occasion, the assessment was that it would be a non-material change to the scheme.

SKDC approved amendment on 07.10.25.

05.11.25 - The Committee was satisfied with the decision taken by SKDC with regards to Planning Application S25/1681 to remove garages for plots 415 and 503-505.

 
72. For members to consider the new pedestrian footpath into the new part of the Harrier Way Development
Cllr Mrs Steel was concerned that a crossing had not been completed from the new development.  The Committee suggested that Cllr Mrs Steel could check previous planning applications submitted by the developer to establish if there had been any changes to footpaths.  It was agreed that a Highways Officer should be invited to see if the footpath/crossing is sufficient. 
 
73. For members to consider the installation of telegraph poles in Market Deeping
Cllr Mrs Steel informed that she was concerned that telegraph poles that are currently being installed in various streets in Market Deeping are detrimental to the landscape and requests that the Town Council objects to SKDC.  The Committee informed that the Town Council are not a consultee and therefore do not have the power to stop the installation of the telegraph poles.

12.06.23 LCC informed that a written forward planning brief for the parking restrictions to be reviewed outside the post office and around the junction had been sent to the county councillor for approval.  Once approved it can be submitted to be included on the programme of works.  As it is a substantial programme they cannot provide a timeframe at present.

Bend on Northfield Road into Blenheim Way. 

 

 

06.09.23 P&H Cttee requested this be listed on the Highways report for monitoring.  The Committee have raised this as an area of concern with LCC on previous occasions.

02.02.24 – Two road incidents took place on Friday 2 February 2024.  A business in the area has copied in LCC, Police, Lincs Road Safety Partnership and the district councillor.

12.02.24 Deputy Clerk contacted LCC Highways as per P&H Cttee’s request for immediate safety measures to be installed at this location.

21.02.24 – LCC responded and informed that they have carried out interim measures to address concerns, including lining improvements and vegetation clearance so warning signs are more visible.  Works are underway to review the speed limit on Northfield Road and works are also planned to re-texture the road surface and improve skid resistance later this year.

01.05.24 – LCC consulting on reducing the speed limit to 40mph on Northfield Road.

04.07.25 LCC reported that this issue is more complicated than they first thought.  They will need to do further investigations and will let MDTC know the situation as soon as they can.

10.07.25 Cllr Steel informed that there are more trees along Millfield Road that are dead and need to be assessed.

10.07.25 LCC informed the highways team have issued this work out to one of their delivery gangs and will let the council know when the job is complete.

05.11.25 – Cllr Mrs Steel advised that LCC had carried out some trimming of trees and bushes on Millfield Road but had not cut/removed the dead/diseased trees that were initially reported.  It was agreed to report again.

Earlier in the year a tree fell across Stamford Road due to strong winds.  The tree was removed from the road and laid on the verge, there are still a lot of chopped branches on the verge which needs clearing.

05.09.25 – LCC’s response is as follows: - We recognise that communities often wish to express national pride, celebration or remembrance through the displays of flags, decorations or markings.  We appreciate the sentiment behind these gestures and our standard practice is not to proactively remove such items from highway assets, including street lighting columns unless they post a safety concern.  For example, repainting of roundabouts will be addressed as part of scheduled maintenance.  This approach reflects the need to balance community expression with the practical limitations of our resources and the importance of proportionality in our operations.  We do not actively encourage the attachment of items to our infrastructure, but where they do not present a risk, we take a pragmatic and proportionate stance.  Our priority remains ensuring the safety and integrity of the highway network, while being mindful of the communities we serve.  Therefore, we will only actively seek to remove a flag where there is a safety concern, eg where the flag may obstruct a sign, camera or similar attachment already fixed to the column or a flag becomes damaged.

07.10.25 – LCC acknowledge the resident’s concerns and have carried out an initial inspection.  Whilst LCC won’t be taking immediate action, they are seeking specialist arboricultural advice and will arrange for any advised works once their assessment has been completed.  If the fault deteriorates significantly, please report this again to LCC. 

75. For members to consider the proposed adoption of the Deepings Local Cycling and Walking Infrastructure Plan 
Cllr Dr Byrd informed that members are being asked to note and support the proposal of the Deeping Local Cycling and Walking Infrastructure Plan.  The Committee RESOLVED with four in favour and one abstention to note and support the proposal.
 
Cllr Dr Byrd informed that a professional piece of work had been completed and a report will be in place for discussion at Full Council.  
 
Conservation Area
76. For members to review any issues relating to the Conservation area
Cllr Dr Byrd was concerned that the former factory shop located on the roundabout in the centre of Market Deeping was looking untidy due to the boards that had been placed in the windows.  Cllr Dr Byrd would make enquires with the estate agent and refer to SKDC’s shop front policy.  If there is a possibility that it remains boarded up for a considerable time, then arrangements should be considered to make it more attractive particularly due to its prominent location.
