Market Deeping Town Council – Planning and Highways Committee
 
Minutes of a meeting of Market Deeping Town Council’s Planning and Highways Committee held on Wednesday 8 January 2025 at 7.00 pm.  Cllr Dr Byrd presided over Cllr Hughes, Cllr Mrs Jones, Cllr Piper, Cllr Mrs Steel and Cllr Wey.  The Deputy Clerk was in attendance.   
 
Dick Hughes informed the committee that he had received a number of complimentary comments regarding how lovely and tidy the centre of Market Deeping was looking, particularly the renovated building at the top of Church Street.   
 
Dick Hughes informed the committee that he had been collecting surplus holiday euros from residents to support the Deeping Explorers in their exhibition of Europe this year.   He informed that this would be advertised in I’d Rather Be In Deeping in February.  A collection location has yet to be identified. 
 
Debbie Jones asked if it was known if SKDC carried out leaf blowing at the top of Church Street.

Apologies for absence was received from Cllr Neilson prior to the meeting.

86.  Minutes from the meeting dated Wednesday 6 November 2024 
It was RESOLVED unanimously to accept the minutes of the meeting held on 6 November as a true and accurate record.  The Chairman signed the minutes. 
 
87.   Clerk’s Report

 

Comments

The clock company attended on 1 November 2024 and assessed the clock, it worked for a few days and subsequently stopped. 

05.12.24 The company are now considering a way forward as it is not straight forward to fix if at all.  They are doing some research and suggested in the meantime they could remove the clock top section, put a deeper ring inside to pull the clock faces further away from each other to see if this works. There will be a cost implication and they are providing a quote for the interim measure for the counl to consider.

Cllr Dr Byrd informed the Committee that the revised quote had not been received, this has been followed up with the clock company.

Cllr Byrd asked members to consider alternative possibilities if the clock is not repairable.  Ideas to be discussed at the next meeting.

 

The transfer of the land adjacent to Charter Avenue is ongoing.  The Town Clerk is in regular contact with the solicitor. 

In addition to the original Section 106 monies Persimmon have agreed to pay an additional amount of money to repair/replace some of the existing play equipment at the site.

Parking on Willoughby Avenue - resident informed that the school had written to parents on a number of occasions. The area is visited by the parking enforcement officer possibly once a month.

05.12.24 Deputy Clerk contacted LCC requesting if the enforcement officer could attend more frequently. 

LCC had responded informing that they would require evidence showing unauthorised parking to enable to increase the enforcement officer visits to the area.  A link to record and submit information to LCC was provided.  The Committee noted the resident’s concerns and suggested that the resident is provided with the link to record and submit to LCC.

Resident concerned that a summer house is being used as a business.

Cllr Dr Byrd informed that the business had increased visitor parking in the area.  Cllr Dr Byrd would investigate further to find a solution.  Cllr Mrs Steel agreed to assess the existing parking spaces available in the area.

New Training – Introduction to Planning – National Planning Policy Framework, 4 February 25.

06.01.25 Deputy Clerk had sent details to the Committee members requesting that should they wish to join the training that they book via the Clerks.

08.01.25 Cllr Mrs Jones had booked a place and will be joining the Zoom training from the Town Hall, the committee were invited to attend.

Gate at old Baston Road (Cross Road).  SKDC asked if the gate should proceed due to a possible planning application.

The Town Clerk had informed SKDC that the gate was still required to protect the area.  Cllr Dr Byrd informed that Cllr Dilks is liaising with SKDC on this matter.

A visitor to The Grove raised their concerns about parking.

The Committee noted the concern raised but as there are no parking restrictions it is not an enforceable issue.

89.   Finance
a) Omega Report: Review of performance to date, budget/expenditure/income
The Deputy Clerk had provided members with a report prior to the meeting.    Cllr Dr Byrd asked members if there were any comments on the omega report and there were none.  
b) For members to consider the precept for 2025/26
Cllr Mrs Steel would provide dates for the Spring Walk by the end of the financial year.
The Committee agreed that as quotes were outstanding for the clock repair and the grass cutting contract the Precept would be finalised at the Finance and Personnel Committee meeting and ratified at Full Council on 15 January.

Increase in traffic/parking on Godsey Lane following the relocation of the post office.  Concern expressed by residents that it is unsafe for pedestrians.

12.06.23 LCC informed that a written forward planning brief for the parking restrictions to be reviewed outside the post office and around the junction had been sent to the county councillor for approval.  Once approved it can be submitted to be included on the programme of works.  As it is a substantial programme they cannot provide a timeframe at present.

27.02.24 – Deputy Clerk requested an update from LCC highways.

25.09.24 – Deputy Clerk requested an update from LCC regarding the parking restrictions near the post office and pedestrian crossing points.

Stamford Road – Cllrs request for double yellow lines to be installed outside the two new houses due to the narrowness of the road.  The yellow lines would not be installed outside existing properties.

Bend on Northfield Road into Blenheim Way. 

 

 

06.09.23 P&H Cttee requested this be listed on the Highways report for monitoring.  The Committee have raised this as an area of concern with LCC on previous occasions.

02.02.24 – Two road incidents took place on Friday 2 February 2024.  A business in the area has copied in LCC, Police, Lincs Road Safety Partnership and the district councillor.  

09.02.23 Two further road incidents reported by local business to LCC/Police/District Councillor.

12.02.24 Deputy Clerk contacted LCC Highways as per P&H Cttee’s request for immediate safety measures to be installed at this location.

21.02.24 – LCC responded and informed that they have carried out interim measures to address concerns, including lining improvements and vegetation clearance so warning signs are more visible.  Works are underway to review the speed limit on Northfield Road and works are also planned to re-texture the road surface and improve skid resistance later this year.

01.05.24 – LCC consulting on reducing the speed limit to 40mph on Northfield Road.

01.05.24 – P&H Ctte resolved unanimously to request that the speed limit is reduced to 30mph due to the new housing development and future housing developments along Northfield Road.

Light not working near Tescos.

Clerk contacted and requested superstore repair as Town Council had received a number of concerns about the light not working.    Lamp is not managed by LCC and appears to be on the superstore land.   23.2.23 Tesco’s have reported light to their maintenance team and will advise when work has been carried out.

07.11.24 Deputy Clerk discussed with LCC highways officer who informed that if the branches are too big this may need temporary traffic lights due to the machinery.  LCC advised to report the request on Fix My Street.

08.01.24 The Deputy Clerk had received the bus shelter photographs from Cllr Neilson.  Cllr Dr Byrd informed the WayFinding project would consider placing a bench in this location.  The Committee requested that the tree trimming would be visibly beneficial and now would be a suitable time to do this.  The Deputy Clerk to follow up with LCC and include photos provided by Cllr Neilson.

Recent Flytipping on Millfield Road had been reported on Fix My Street.  This will be added to next month’s Highways report for monitoring.   
 
94. For members to consider the urban grass cutting contract for 2025 
To date one quote had been received.  A number of contractors had been approached and further quotes are expected.  
 
95. For members to consider Lincolnshire County Council’s proposed 20mph speed limit policy (PB) 
Cllr Dr Byrd outlined that Lincolnshire County Council are considering producing a 20mph speed limit policy and were seeking views from Town and Parish Councils.  The Committee confirmed that there are a number of areas within Market Deeping that would benefit and would support the policy.  Cllr Dr Byrd will respond to LCC confirming that the Committee supports their proposal to introduce a 20mph speed limit policy.  
 
Conservation Area
96. For members to review any issues relating to the Conservation area
There were no items to discuss.
 
97.  For members to review any matters arising from the public session
The Committee was pleased to hear in the public session that residents had complimented the tidiness of the centre of Market Deeping particularly at the top of Church Street.   The Committee agreed to write to the owner of a recently renovated building informing that the building is looking lovely and compliments had been received to that affect. 
 
The Committee agreed that the collection and location point for surplus Euros would be discussed at Full Council on 15 January 2024.
 
Cllr Hughes agreed to speak to SKDC to see if the leaves on the top of Church Street could be cleared as part of their routine when they empty the bins and clear the leaves in the centre.
