TOWN HALL AND CEMETERY COMMITTEE

Minutes of the meeting of Market Deeping Town Council’s Town Hall and Cemetery Committee held on Wednesday 17 July 2024 at 6.15 pm at Market Deeping Cemetery, Market Deeping.  Cllr Miss Collins presided over Cllr Bob Broughton, Cllr Mrs Sked and Cllr Dr Pam Byrd.  The Deputy Clerk and Assistant Clerk was also in attendance.  

 

The Chair welcomed the members of the public to the meeting and invited them to speak. 

Residents were concerned that a number of vehicles had been visiting the cemetery and blocking resident’s driveways and some vehicles had been driving too fast.  Residents would like to deter unauthorised vehicles using the cemetery driveway late at night after the cemetery gates had closed.   

Cllr Mrs Sked arrived at 6.25 pm.  Cllr Mrs Sked advised the residents to call the police to report any suspicious activity.

The residents requested that better signage which is in keeping with the area is installed and possibly a half gate.  It was agreed that signage would be installed to see if this resolves the issue if not further consideration would be given to the half gate.  The wording and style of the signage would be agreed between the residents and the committee.  Signs agreed were:  -

Two x 5mph speed limit signs;

2 parking spaces available for cemetery visitors is located at Paddock entrance;

Warning to pedestrians to be careful due to vehicle access.

Residents requested that the council considers increasing the percentage that is paid for the cemetery gravel.  It was agreed by the Committee, which will be ratified at Full Council in September, to increase the council’s contribution to 75%.

Cllr Dr Byrd would also write an article in I’d rather be in Deeping reminding residents that cemetery parking is available at the entrance to the Paddock.

Another member of the public attended the public session whose query related to the Planning and Highways Committee.

Cllr Miss Collins welcomed members to the meeting.

 

2. Apologies for absence

Apologies for absence were received from Cllr Mrs D Jones and Cllr Ms Reed prior to the meeting.

 

3. To receive declarations of interest under the Localism Act 2011

There were no declarations of interest.

 

4. Minutes from the meeting held on Wednesday 1st May 2024

It was RESOLVED unanimously to accept the minutes of the previous meeting as a true and accurate record. The Chair signed the minutes.

 

5. Clerk’s report

The Deputy Clerk informed the members of the following:

Comments

Since the last meeting on 1 May 2024 there had been four scattering of ashes, five interments of cremated remains, three burials and one placement of ashes in the Sanctum Panorama.

The Committee noted.

The new cemetery keeper is doing a great job and has settled into his role.

The Committee agreed that the cemetery was looking nice and well maintained.

Comments

The gold plaque template is awaited, once approved and the plaque has been received the portrait of His Majesty King Charles III and the plaque will be hung on the wall.

The Committee noted.

The heater in the council chamber had been checked by an electrician and it is in good working order, the stair lift socket at the top of the stairs had been securely fixed to the wall and the emergency lighting requires two new LED bulbs which will be installed when these have arrived

6. Update on work activity taking place in the cemeteries (old & new)

  • General maintenance continues in the cemetery and all trimming and mowing is up to date. 
  • Bedding plants and hanging baskets have been planted.
  • Spinney has been weeded.

Notification that the war graves in Market Deeping Cemetery will be inspected and cleaned.

The Committee noted.

 

8. Finances: Omega reports: Review of budget/expenditure/income

The Deputy Clerk had presented a copy of the Omega report to all members prior to the meeting.Cllr Miss Collins asked if there were any questions and there were none.

 

9. Chair’s Town Hall Report

The Chair informed that issues had been covered in the Clerk’s report and thanked the Clerks for their continued hard work.  Cllr Broughton had fitted a new sprinkler for the hanging baskets which are in full bloom and looking lovely on the Town Hall.   A new photocopier is due to be installed once the Wi-Fi connector has been received.

 

10. Chair’s Cemetery Report
The Chair thanked the park keepers and cemetery keeper for their continued hard work.

11. For members to consider the concerns of residents regarding the cemetery drive

This was considered and agreed at the open session that the percentage that the council pays towards the gravel for the cemetery driveway would be increased to 75% and would be ratified at Full Council in September.  A template for the signage which would be in keeping with the area and agreed with the residents before the order is placed.

There were no agenda items.

 

Cllr Miss Collins thanked everyone for their attendance and closed the meeting at 6.45pm. The next Town Hall and Cemetery Committee meeting will take place on Wednesday 4 September 2024 at Market Deeping Town Hall.
