TOWN HALL AND CEMETERY COMMITTEE

Minutes of the meeting of Market Deeping Town Council’s Town Hall and Cemetery Committee held on Wednesday 1 May 2024 at 6.15 pm at the Town Hall, Market Deeping.  Cllr Miss Collins presided over Cllr Mrs Jones, Cllr Shelton and Cllr Mrs Sked.  The Deputy Clerk was also in attendance.  

86. Chair’s Welcome

Cllr Miss Collins welcomed members to the meeting.   

87. Apologies for absence

Apologies for absence were received from Cllr Broughton and Cllr Ms Reed prior to the meeting.

88. To receive declarations of interest under the Localism Act 2011

There were no declarations of interest.

89. Minutes from the meeting held on Wednesday 6th March 2024

It was RESOLVED unanimously to accept the minutes of the previous meeting as a true and accurate record.   The Chair signed the minutes.

90. Clerk’s report

The Deputy Clerk informed the members of the following:

Cemetery

 

Comments

Since the last meeting on 6 March 2024 there had been three scattering of ashes, two interments of cremated remains and one burial.

The Committee noted.

A new cemetery keeper had been appointed and commenced his role on Monday 29 April.   The park keepers will provide the necessary training and support whilst he settles into his role. 

The Committee was pleased that the new cemetery keeper was settling into his role.

Town Hall

The new cleaner is doing an excellent job.

The Committee agreed that the cleaner was doing an excellent job.  

A free official portrait of His Majesty King Charles III had been received and a location to hang the portrait in the Town Hall is to be agreed.  A form of wording accompanied the portrait and these will be placed on a gold plaque underneath the portrait when a location is decided. 

The Committee agreed that the portrait along with the plaque should be placed in the alcove in the Council Chamber.  It was agreed to refer this to Full Council for ratification.

91. Update on work activity taking place in the cemeteries (old & new)
 
•   General maintenance continues in the cemetery.  
•   Hedges have been trimmed.
•   Weed killer has been applied.

Complaint raised by resident re parking

Unauthorised parking by a local resident at the entrance to the Rectory Paddock. 

The Chair informed that the unauthorised parking had not taken place recently and therefore it was agreed that no action be taken at this stage but should be closely monitored.

Cemetery driveway - concerns had been raised regarding the speed of some vehicles travelling up to the cemetery and cars blocking residential drives. 

Resident requested a meeting with Councillors to discuss further.

Cllr Broughton/Clerk had responded on 20.03.24

The Chair informed the committee that the Mayor had discussed the matter with the resident and believes this matter has now been resolved.  The Deputy Clerk was asked to clarify this with the Mayor.

 

93. Finances: Omega reports: Review of budget/expenditure/income

The Deputy Clerk had presented a copy of the Omega report to all members prior to the meeting.  Cllr Miss Collins asked if there were any questions and there were none.

94. Chair’s Town Hall Report

The Chair informed that issues had been covered in the Clerk’s report and thanked the Clerks for their continued hard work.  

95. For members to review the hire of the chambers policy

It was RESOLVED unanimously that no change was required to the hire of the chambers policy. 

96. For members to review the hire of the chambers fee schedule

It was RESOLVED unanimously that no change was required to the hire of the chambers fee schedule. 

97. Chair’s Cemetery Report

The Chair thanked the park keepers for their continued hard work. 

98. For members to consider the cemetery fees for 2024/25

It was RESOLVED unanimously that there would be no price increase to the 2024/25 cemetery fees. 

99. For members to consider and discuss any points raised in the Open Session.

There were none.

100. To consider items for inclusion on the agenda for the next meeting of the Town Hall and Cemetery Committee

Cllr Miss Collins thanked everyone for their attendance and closed the meeting at 6.35pm. The next Town Hall and Cemetery Committee meeting will take place on Wednesday 17 July 2024 at Market Deeping Town Cemetery.
