TOWN HALL AND CEMETERY COMMITTEE

Minutes of the meeting of Market Deeping Town Council’s Town Hall and Cemetery Committee held on Wednesday 1st March 2023 at 6.15 pm at the Town Hall, Market Deeping.

Cllr Broughton presided over Cllr Mrs Redshaw and Cllr Shelton.  The Deputy Clerk was also in attendance.  There were two members of public in attendance.

The Chair welcomed the members of public to the meeting and invited them to address the committee.  The members of public requested if the committee would consider introducing an alternative memorial option for cremated remains in the flat plaque area of the cemetery.     The Chair thanked the members of public for attending and for outlining their concerns with regards to the existing flat plaques.  The Chair informed that the decision would be ratified by Full Council on 8 March.

Cllr Broughton welcomed members to the meeting in the absence of Cllr Miss Collins.   

71. Apologies for absence

Apologies for absence were received from Cllr Miss Collins and Cllr Lester prior to the meeting.

72. To receive declarations of interest under the Localism Act 2011

There were no declarations of interest.

73. Minutes from the meeting held on Wednesday 4th January 2023

It was RESOLVED unanimously to accept the minutes of the previous meeting as a true and accurate record.   The Chair signed the minutes.

The Clerk informed the members of the following:

Committee’s comments

Since the last meeting on 4 January 2023 there had been one burial, one interment of cremated remains and one scattering of ashes.

Town Hall

 

Committee’s response

The fire extinguishers have had their annual inspection and no issues were reported.

Office CCTV hard drive had been installed and was working well.

Noted.

Hand dryer has been installed in the toilet.

Noted.

A cleaner had been appointed and will start week commencing 27 February on a monthly basis at an hourly rate.

Noted.

75. Update on work activity taking place in the cemeteries (old & new) 

 

Committee’s comments

Grass had been cut and weedkiller applied in the old cemetery.

Noted.

Sanctum plants – these will be trimmed in March, some plants need replacing, would the committee approve the purchase of plants up to £200. 

The Committee RESOLVED unanimously to approve the request of up to £200 to purchase plants for the Sanctum area.

Old cemetery topiary has been trimmed and shaped.

Noted.

Request to be buried in Market Deeping Cemetery, but now lives in Deeping St James.

The Committee agreed that triple fees would apply.

77. Finances: Omega reports: Review of budget/expenditure/income

The Deputy Clerk had presented a copy of the Omega report to all members prior to the meeting.  Cllr Broughton asked if there were any questions and there were none.

78. Chair’s Town Hall Report

Cllr Broughton noted the comments in the Clerk’s report.  

79. Chair’s Cemetery Report 

Cllr Broughton noted the work that had taken place in the cemetery report and thanked the park-keepers and cemetery keeper for their continued hard work.   

80. For members to consider an alternative memorial stone in the cremated remains area of the cemetery.

It was RESOLVED unanimously to approve a wedge type memorial with the option of a single or double size with or without a vase.  The wedge memorial would be within the permitted measurements that are currently in place for the existing flat plaques.  It was agreed that this would be ratified by Full Council on 8 March.   The existing flat plaques would still be available if people prefer those.

There were none. 

Cllr Broughton thanked everyone for their attendance and closed the meeting at 6.40 pm.  The next meeting of the Town Hall and Cemetery meeting will be held on Wednesday 3rd May 2023.
