Market Deeping Town Council – Amenities and Open Spaces Committee

Minutes of a meeting held on Wednesday 8th May 2024 at 6.00 pm on the John Eve Field, Market Deeping.

Cllr. Broughton presided over Cllr Miss Collins, Cllr Mrs Jones, Cllr Hanson, Cllr Mrs Steel, Cllr Ms Reed and Cllr Shelton was also present along with the Clerk.  

01.  Chairman’s Welcome and Introductions

Cllr. Broughton welcomed members to the meeting at 6.00 pm.

02.  To note apologies and accept valid reason for Absence

Apologies for absence were received from Cllr Mrs Sked and Cllr Hughes.

03.   Declarations of Interest under the Localism Act 2011 

Received from Cllr Mrs Jones, and Cllr Shelton relating to item 7. 

04.  Minutes of a previous AOS meeting held on the 13th March 2024

It was RESOLVED unanimously to accept the minutes of the meeting as a true and accurate record of the meeting.  The Chairman signed the minutes.   

05.  Clerk’s report and update on work of the Park-keepers

Members had received a copy of the report prior to the meeting.

Clerk’s and Park keeper’s report 8th May 2024

John Eve field

  • Additional Firethorns will be planted in the same vicinity as previous shrubs.
  • Park Keepers continue to monitor the field following many periods of long, heavy and persistent rain.
  • Park Keepers are monitoring the progress of the young trees sent to us from the Woodland Trust.
  • Park Keepers are liaising with our new supplier of hanging baskets to coordinate the installation.

Town Centre

  • A planter in the town will be sponsored by a local company (approval has been given), a meeting will be held early May to view the proposed size and signage which will be placed on the planter.

Clerk’s report

  • New installation of a further defibrillator at Coronation Hall is on-going.
  • Work has been completed at Riverside Park regarding the Moles.
  • A report has been received from Cllr Steel regarding her investigations of the Oak Grove/Cemetery path (members have copies in their packs).

Cllr Steel presented her investigations to committee members and stated that for most people the pathway does not cause a concern.  Cllr Steel is looking to improve access for those who could have difficulty and improve the surface in certain areas of the pathway for ease of use and to prevent puddling.

Following Cllr Steel’s presentation the following actions were agreed; -

1.   To seek advice and guidance regarding what actions might be possible to improve Disability Access, findings will be given at the next meeting by the Clerk.

2.   A plan will be drawn up relating to a top section of pathway (location: Exiting the Cemetery and onto the pathway in the John Eve Field) the objective to improve the surface area and reduce puddling.

Email:  Request to use the John Eve Field for a Circus 2025.

To thank Mary-May for their enquiry, however, at this stage committee members are satisfied with their current schedule of events, and attendee’s and are not wishing to add an additional circus at this time.  Should the situation change, the committee would re-consider a request in the future.  Clerk to respond to the enquiry.

07.  To discuss the footpath 4 funding requested by Deeping Neighbourhood Plan (DNP) from SKDC Shared prosperity funding – To be presented by a member of the DNP.

Cllr Mrs Jones presented information to committee members.  Members discussed.

It was RESOLVED by majority vote that members did not agree to the DNP’s application for work on Footpath 4, and did not agree to the DNP’s application for SKDC Shared Prosperity Funding.  

08.  Omega Reports

The Chairman asked members if there were any questions regarding the Omega reports which had been circulated ahead of the meeting.  There were no questions.

09. Tractor Run

An update was given and informed members that this years Tractor Run will start from the Glebe Field.

10. For members to consider and discuss any points raised in the Open Session.

There were none.

11. To consider items for inclusion on the agenda for the next meeting of Amenities and Open spaces committee, to be held in the town Hall Chambers on Wednesday 17th July 2024 starting at 6.45pm.

The Chairman asked members to forward any items to the Clerk ahead of the next meeting.

[Note:  The meeting on the 17th July 2024 may be conducted on the John Eve Field – TBC].
