Market Deeping Town Council – Amenities and Open Spaces Committee

Minutes of a meeting held on Wednesday 13th March 2024 at 7.00 pm in the Town Hall Chambers, Market Deeping.

Cllr. Broughton presided over Cllr Miss Collins, Cllr Mrs Jones, Cllr Hanson, Cllr Mrs Steel and Cllr Shelton was also present along with the Clerk.  

73.  Chairman’s Welcome and Introductions

Cllr. Broughton welcomed members to the meeting at 7.00 pm.

74.  To note apologies and accept valid reason for Absence

Apologies for absence were received from Cllr Ms Reed

75.   Declarations of Interest under the Localism Act 2011 

None. 

76.  Minutes of a previous AOS meeting held on the 10th January 2024

It was RESOLVED unanimously to accept the minutes of the meeting as a true and accurate record of the meeting.  The Chairman signed the minutes.   

77.  Clerk’s report and update on work of the parkkeepers

Members had received a copy of the report prior to the meeting.

Clerk’s and Park keeper’s report 13th March 2024

John Eve field

  • Maintenance has been applied to the Oak Grove/Cemetery path, however, due to the high levels of rain the pathway has flooded over recent times (see Clerk’s report)
  • In addition, the Park Keepers have completed the following recorded under the Winter Works Planner, the following list details some of the areas of work (other areas of work are in hand);
  • Fixed three wobbly panels (hooped fencing)
  • Planted first phase of Firethorns
  • Tree saplings planted and being monitored
  • Spinney/Cemetery installation of three dog signs
  • Hedges on Rectory Paddock and other areas cut to promote healthy growth
  • Gates checked on MDTC land to ensure secure and in good order
  • Several benches have received maintenance
  • Commenced maintenance of the existing children’s play equipment which included replacing parts, and painting to freshen up the equipment to protect the council’s assets
  • Remove old posts (previously identified)
  • Install Urban Award on the Children’s play area
  • BMX track edging to completed shortly
  • Liasing and providing assistance to external contractors who need to access the John Eve Field for the installation of a new play surface (green-carpet)

Town Centre

  •  

Clerk’s report

  • Preparations for the Chairman’s Civic Dinner.
  • Liasing and providing guidance to a councillor regarding a path located in the John Eve Field. Council has previously approved to move forward with an application for external funding regarding work that is required on the path.  In order to move this forward the following is recommended: -

A discussion took place regarding Cllr Steel’s findings regarding the path.After a lengthy discussion if was felt that to carry the research forward Councillors should meet on the field to hold the next meeting to discuss further.

  • After conducting research, a National Groundworks company has been located who have experience of working with councils, schools and other organisations, who will conduct a site visit and give a free survey.    
  • Liasing between Supplier and Park Keepers regarding maintenance work (green carpet installation under the Hurricane Swing, Roundabout and Dizzy Roundabout).
  • Researched costs of Defibrillators.  
  • An enquiry was received into the office asking if a van that sells coffee could operate near the John Eve Field. 

It was RESOLVED that it was not acceptable for a coffee van to operate from John Eve field due to difficulties accessing the field and the monitoring of the condition of the field. It was suggested that the van could possibly operate from a different location but would need to get a licence to do so from SKDC.

Request for use of the John Eve Field Sunday 20th October 2024 to Sunday 27th October 2024.

Notes for committee members:  Members have previously RESOLVED for Gray’s Fair to use the field from 9th October 2024 to 13th October 2024.

Clerk to reply to James Richards and politely decline.

Request from Hegarty’s to sponsor Planters

Clerks to contact Hegarty’s to small sign and sponsorship of both planters would be appreciated.

79.  Omega reports: Review of performance to date, budget/expenditure/income

The Clerk presented information to the committee which has been circulated ahead of the meeting.  

The Chairman asked if there were any further questions regarding the Omega year to date results, there were none.

80.  Department of Health and Social Care – Defibrillator Community Automated External Defibrillators (AED) match fund.  Update 

Cllr Broughton has the defibrillator and will be liaising with The Coronation Hall Committee and a local electrician to install it.

81.  Moles Riverside Park – For members to discuss and agree next steps

It was RESOLVED with 4 in favour and 2 against to employ a traditional mole catcher to solve the mole infestation problem at Riverside Park near the Boundary Market Deeping. 

82. For members to consider and discuss any points raised in the Open session

There were none

83. To consider items for inclusion on the agenda for the next meeting of Amenities and Open spaces committee, to be held on Wednesday 8th May 2024 at the John Eve field at 6.45 pm.   The Chairman asked members to submit items to be included on the agenda to the Clerk ahead of the next meeting.
