Market Deeping Town Council – Planning and Highways Committee

Minutes of a meeting of Market Deeping Town Council’s Planning and Highways Committee held on Wednesday 3 June 2026 at 7.00pm.  Cllr Dr Byrd presided over Cllr Mrs Banks, Cllr Hughes, Cllr Neilson, Cllr Mrs Steel, Cllr Gamble and Cllr Wey.

The Deputy Clerk was also in attendance.  

1.      Chairman’s Welcome

The Chairman welcomed everyone to the meeting.  The meeting opened at 7.00pm.   

 

2.   Apologies for Absences

Apologies for absence was received from Cllr Mrs Jones prior to the meeting.

 

3.   To Receive Declarations of Interest under the Localism Act 2011

There were no declarations of interest.

 

4.  Minutes from the Planning and Highways Committee meeting held on Wednesday 6 May 2026

It was RESOLVED with one abstention to accept the minutes of the Planning and Highways Committee meeting held on 6 May 2026 as a true and accurate record.  The Chair signed the minutes.

 

5.   Clerk’s Report
The Deputy Clerk informed that continued communication is taking place between Cllr Mrs Jones and Lincolnshire County Council regarding the borehole. Updates are being posted on Market Deeping Town Council’s Facebook page, the last post informed that Lincolnshire County Council are working behind the scenes with specialist contractors and a hydrogeologist to establish the best option to ensure the issue with the borehole is safely resolved.  Lincolnshire County Council are aware of the dates of events that are due to take place this year such as the Raft Race and the Christmas Market.

New Street Name consultation – SNN/2026/0167 re Development off Wellington Way.  Developer proposing to officially call the street Mornington Court.  Mornington was the 1st Duke of Wellington’s mother’s name.

Correspondence sent to P&H Cttee

The committee considered the developer’s proposal and do not object but would like to propose an alternative street name.

The committee agreed that Scout Close would be more relevant to the area, the streets in the area are also named after aircrafts. 

The Scout was an aircraft that was used in WWI and therefore would be in keeping with the street naming theme and recognition of the Scouts premises located in the area.

Cllr Dr Byrd on behalf of a Community Group

No pavement to Swines Meadow enabling pedestrian’s safe access to the site.  A number of groups use Swines Meadow and the only safe access is to travel by car, which is not possible for everyone. 

Cllr Dr Byrd to consider options but ultimately this area falls within Deeping St James Parish Council’s (DSJ) remit.  It was agreed that this should be referred to DSJ to consider. 

      

7.   Finance

a. Omega Report: Review of performance to date, budget/expenditure/income

The Clerk had provided members with a report prior to the meeting.    Cllr Dr Byrd asked members if there were any comments on the omega report and there were none.

Stamford Road – Cllrs request for double yellow lines to be installed outside the two new houses due to the narrowness of the road.  The yellow lines would not be installed outside existing properties.

Bend on Northfield Road into Blenheim Way. 

 

 

06.09.23 P&H Cttee requested this be listed on the Highways report for monitoring.  The Committee have raised this as an area of concern with LCC on previous occasions.

02.02.24 – Two road incidents took place on Friday 2 February 2024.  A business in the area has copied in LCC, Police, Lincs Road Safety Partnership and the district councillor.  

09.02.23 Two further road incidents reported by local business to LCC/Police/District Councillor.

12.02.24 Deputy Clerk contacted LCC Highways as per P&H Cttee’s request for immediate safety measures to be installed at this location.

21.02.24 – LCC responded and informed that they have carried out interim measures to address concerns, including lining improvements and vegetation clearance so warning signs are more visible.  Works are underway to review the speed limit on Northfield Road and works are also planned to re-texture the road surface and improve skid resistance later this year.

01.05.24 – LCC consulting on reducing the speed limit to 40mph on Northfield Road.

01.05.24 – P&H Ctte resolved unanimously to request that the speed limit is reduced to 30mph due to the new housing development and future housing developments along Northfield Road.

Earlier in the year a tree fell across Stamford Road due to strong winds.  The tree was removed from the road and laid on the verge, there are still a lot of chopped branches on the verge which needs clearing.

21.07.25 LCC are sorry but they are not taking immediate action with this report because their current resources are extremely limited and have to focus their enforcement on matters of a significant danger or nuisance to road users.  LCC will, however, continue to monitor the site during their routine inspections and will review the situation.

3 dead trees along Millfield Road

04.07.25 LCC reported that this issue is more complicated than they first thought.  They will need to do further investigations and will let MDTC know the situation as soon as they can.

03.12.25 – As this is a protected Green Lane MDTC would like new trees to be planted where the dead trees have been removed to preserve the context of the Lane.  Deputy Clerk to request.

13.05.26 LCC informed the following that LCC undertakes two weed treatments per annum, the first of which took place during the week commencing the 20th April, please allow 21-28 days for the treatment to take effect.  LCC does not remove weeds, so please refer any request for road sweeping to your local Borough Council.  LCC will be taking no further action.  Cllr Hughes to forward photos of the weeds along the High Street for submission to SKDC.

Cllr Gamble reported that there are a number of road signs left in the area following the recent resurfacing of Church Street.  The Committee agreed that, if possible, these are collected by our park-keeper and stored in one area for the contractors to collect.

 

Cllr Mrs Steel requested that due to the recent accident at Towngate cross roads on Halfleet that Lincolnshire Highways are invited to visit the area to consider some safety measures. Cllr Mrs Steel would like to be present at the meeting.   
 

   12. For members to receive an update on the town centre car park

   The Deputy Clerk updated the committee under item 5 Clerks report.

13. For members to consider reports of residents using hosepipes from the river to water gardens (PS)

Cllr Mrs Steel reported that it is not illegal to obtain up to 20 cubic metres per water per day from the river although it is not advisable to spray on vegetables etc.

Conservation Area

14. For members to review any issues relating to the Conservation area

  • For members to vote on whether to approach SKDC to request that the food bin located in the Town Centre is removed (NN). 

Cllr Neilson informed that the food bin was installed without the knowledge of the Town Council and due to cross contamination SKDC are refusing to empty their own food bin.  The bin has not been emptied for 8 weeks and there are maggots and a strong smell.  It was RESOLVED unanimously to contact SKDC to request that the food bin is removed.

 

  • For members to receive an update on the town centre clock (PB)

It was agreed to proceed with the clock installation now that the area around the borehole is contained.  Once a date is confirmed a ceremony will take place to mark the occasion. 
 

  • For members to consider enhancing the monument at Towngate Crossroads (PB)

It was agreed to explore options to enhance the monument by putting a three-sided fence or small wall with a plaque outlining what the monument represents.  Cllr Dr Byrd would also like some shrubbery to shield the view of the electrical and broadband units behind the monument.  It was agreed to invite Lincolnshire County Council to visit the area with Councillors to discuss options.   It was agreed that enquiries should be made to see if there are any grants available or money available in the ear marked reserves.  Cllr Mrs Steel would contact Deeping Heritage Group to obtain information about the monument. 

A number of concerns have been raised regarding signage and parking on double yellow lines outside the new businesses on Church Street.  It was agreed this should be raised with SKDC enforcement.

The Committee welcomes the new eatery that will shortly be opening in the former Iron Horse and have noted that the premises licence has been applied for.
