Market Deeping Town Council – Planning and Highways Committee
Minutes of a meeting of Market Deeping Town Council’s Planning and Highways Committee held on Wednesday 6 May 2026 at 7.00pm. Cllr Dr Byrd presided over Cllr Mrs Jones, Cllr Hughes, Cllr Neilson, Cllr Mrs Steel and Cllr Gamble. The Clerk was also in attendance.
At 7.00pm Cllr Dr Byrd welcomed everyone to the meeting and invited the members of the public present to address the Committee.
A resident raised concerns about S26/0625 the proposed Persimmon development Land South of A15 West of Peterborough Road, Market Deeping. He provided members with copies of a presentation that he had prepared and outlined his concerns regarding the development. Cllr Dr Byrd explained that this application would be discussed by the committee later in the agenda.
Several residents of Church Street raised their concerns about businesses on Church Street. Their concerns were cars parking on yellow lines, litter and inappropriate signage. It was explained that SKDC do not control the types of businesses to occupy a building but this is a commercial decision taken by the landlord, they do have jurisdiction over signage in a conservation area and licensing. Residents were encouraged to keep evidence of parking violations and report them. One resident had received a reply from Matthew Johnstone at SKDC and gave the Clerk a copy.

Grass verge cutting – the contractor was made aware that part of the Avenue was omitted in the first cut. The contractor confirmed that he would ensure that this area is picked up in the second cut which is taking place week commencing 27 April. The contractor also confirmed that the areas owned by Market Deeping Town Council in Charter Avenue was included in the first cut. |
Discussions took place regarding several areas of grass cutting and it was agreed that this would be monitored by the Clerks. |

1 Resident concerned about the continuing deterioration of Church Street, Market Deeping. A number of new shops have arrived in a small area and it is not in keeping within the Conservation area along with the boarded-up shop front on the corner. |
Deputy Clerk sent an acknowledgement to the resident and informed him that his concerns would be discussed at the P&H Cttee on 6 May 2026. The resident may attend the meeting. (The signage has been reported to SKDC enforcement following last month’s P&H Cttee on 1 April). Cllr Mrs Jones reported that she has been in touch with the owners of the boarded-up shop on the corner of Market Deeping. They have agreed that Deeping School art students can create art work to be put on the boards. |

The Committee have raised this as an area of concern with LCC on previous occasions. 02.02.24 – Two road incidents took place on Friday 2 February 2024. A business in the area has copied in LCC, Police, Lincs Road Safety Partnership and the district councillor. 09.02.23 Two further road incidents reported by local business to LCC/Police/District Councillor. 12.02.24 Deputy Clerk contacted LCC Highways as per P&H Cttee’s request for immediate safety measures to be installed at this location. 21.02.24 – LCC responded and informed that they have carried out interim measures to address concerns, including lining improvements and vegetation clearance so warning signs are more visible. Works are underway to review the speed limit on Northfield Road and works are also planned to re-texture the road surface and improve skid resistance later this year. 01.05.24 – LCC consulting on reducing the speed limit to 40mph on Northfield Road. 01.05.24 – P&H Ctte resolved unanimously to request that the speed limit is reduced to 30mph due to the new housing development and future housing developments along Northfield Road. 29.05.24 – Consultation response sent from P&H Cttee to LCC. |

They will need to do further investigations and will let MDTC know the situation as soon as they can. 08.07.25 LCC completed their investigation and works are now planned. 10.07.25 Cllr Steel informed that there are more trees along Millfield Road that are dead and need to be assessed. 10.07.25 Deputy Clerk updated FixMyStreet that there are dead trees along the whole of Millfield Road that needs to be assessed. 10.07.25 LCC informed the highways team have issued this work out to one of their delivery gangs and will let the council know when the job is complete. 26.11.25 Reported to LCC that the trees that were initially reported have not be removed although some trimming had taken place on other trees. 03.12.25 – As this is a protected Green Lane MDTC would like new trees to be planted where the dead trees have been removed to preserve the context of the Lane. Deputy Clerk to request. 15.12.25 – Deputy Clerk contacted LCC requesting new trees as above. 20.01.26 – LCC reported fixed. 01.04.26 – Agreed at P&H Cttee to reinstate this matter on the Highways report. |

152. For members to receive feedback from Market Deeping Town Council’s Town and Country Heritage Walk held on Saturday 18th April as part of SKDC’s Walking Festival (PB)
Cllr Dr Byrd reported that about 24 people attended and a lovely walk took place with refreshments provided in the Town Hall Chambers. Cllr Dr Byrd will send a report to SKDC.
Conservation Area
153. For members to review any issues relating to the Conservation area
a) Town Clerk Clock Ceremony
Due to ongoing work being carried out on the bore hole which is preventing the clock’s installation taking place, this will be carried forward to the next agenda.
154. For members to be briefed on the new flood sensors (DJ)
Cllr Mrs Jones reported that there are 2 sensors which have been placed in the River Welland which monitor the level of water 24/7. Members of the emergency planning group have registered to be notified when the water levels are creating a risk of flooding. It is intended to hold a public awareness event in the next few months.

A general conversation took place regarding the impact of new businesses in a conservation area.
